ماندن بی فایده خروج خطرناک
اگر چهار سال به عقب برگردیم، آیا شما باز هم برجام را امضا میکنید؟» این دقیقا سوالی بود که در چهارمین سالگرد امضای برنامه جامع اقدام مشترک (برجام) از محمدجواد ظریف، وزیر امور خارجه ایران، پرسیده شد. سوال سختی بود. پرسشهایی از این دست، معمولا زمانی پرسیده میشوند که نادرستی یک اقدام تا حدود زیادی اثبات شده و از فرد موردنظر انتظار میرود که در پاسخ، اقدام خود را تقبیح کند یا حداقل توجیه مناسبی برای آن بیاورد. مثلا هنگامی که چنین سوالی از سرمربی تیمی که در مسابقه شکست خورده است، پرسیده میشود، انتظار این است که سرمربی از نواقص تاکتیک بازی تیمش سخن بگوید. دنیای سیاست، اما، اینگونه نیست. به ندرت اتفاق میافتد که سیاستمداری، بزرگترین دستاورد زندگی حرفهای خود را زیر سوال ببرد. ظریف در پاسخ به سوال یادشده، گفت: «حتما این کار را میکردیم. هدف اصلی برجام، خارج کرن ایران از اجماع امنیتی و به هم ریختن طرح رژیم صهیونیستی بود برای اینکه ایران را در اجماع امنیتی قرار دهد. به همین دلیل اسرائیل مهمترین مخالف برجام بوده است و تندروهای آمریکا هم این سیاست را دنبال کردهاند. البته عهدشکنی آمریکا محدود به برجام نبوده است و تقریبا از هر توافق بین المللی همچون آیاناف (پیمان منع موشکهای میان برد هستهای)، نفتا و یونسکو که مصوب کنگره هم بوده، خارج شده است. اینکه آمریکا برجام را نقض کرده است نشان دهنده قانون شکن بودن رژیم آمریکا و نه ناکارآمدی برجام است.»
روز یکشنبه همزمان با فرا رسیدن چهارمین سالگرد امضای برجام در 14 ژوئیه 2015، ظریف برای بار دوم در سه ماه، عازم نیویورک شد. اما این بار، برخلاف گذشته، دولت آمریکا ویزای بسیار محدودی به او داد. به حدی محدود که فقط میتواند به اماکن دیپلماتیک ایران در شهر نیویورک برود.
رئیس دستگاه دیپلماسی ایران همچنان به نجات برجام امیدوار است و سعی میکند از طریق اعمال فشار به اروپا، این توافق را نجات دهد. حق هم دارد. دیپلماتی که زود مایوس شود، دیپلمات نیست. اما ضرباتی که در اثر خروج یکجانبه کاخ سفید به برجام وارد شد، به حدی مهلک بود که شاید نتوان به سادگی این توافق را زنده نگه داشت. دلیل اصلی به خطر افتادن برجام، از میان رفتن علت وجودی آن است. نکته مهم اینکه دو طرف برجام، یعنی ایران و غرب، هر کدام برداشت متفاوتی از علت وجودی این توافق داشته و دارند. توافق هستهای، بیش از هر چیز برای ایران ماهیت اقتصادی داشت. قرار بود با امضای این توافق، مناسبات اقتصادی ایران با جهان عادی و حتی تقویت شود. اما طرف مقابل، درک متفاوتی داشت. غربیها برجام را توافقی امنیتی در زمینه «عدم اشاعه هستهای» (Nuclear Non-proliferation) میدانند. به عبارت دیگر، طرفهای غربی معتقدند مهمترین کارکرد توافق هستهای، جلوگیری از ساخت بمب اتم توسط ایران است نه لزوما تامین منافع اقتصادی این کشور. اصل دعوای امروز ایران و غرب، در همین سوء تفاهم ریشه دارد. تا زمانی که آمریکا در برجام بود این تفاوت دیدگاه، مشکل چندانی ایجاد نمیکرد. اما به محض خروج کاخ سفید از برجام و بازگشت تحریمهای واشنگتن علیه تهران، از نظر ایران علت وجودی برجام از بین رفت. چرا که این کشور به مرور زمان تقریبا از تمام مزایای اقتصادی توافق هستهای محروم شد. این در حالی است که از دیدگاه غرب، کارکرد امنیتی برجام، همچنان شایسته استمرار است. برجام از همان ابتدا، چه در ایران و چه در آمریکا، محل مناقشه بود. با این تفاوت که مناقشات داخلی ایران، کوچکترین تاثیری بر روند اجرای این توافق نگذاشت. ایران از زمان امضای این توافق تا همین چند ماه پیش کاملا به امضای خود پایبند بود. اما نهایتا ناگزیر شد که در تعهدات خود بازنگری کند. در آمریکا، اما، اوضاع به گونه دیگری رقم خورد. مخالفان برجام به محض ورود به قدرت، نابودی توافق هستهای را در دستور کار خود قرار دادند. مورخان کلاسیک میگویند تا وقتی که حداقل صد سال از واقعهای نگذرد، نباید به آن پرداخت. البته، تا حدودی درست میگویند. چرا که زوایای مهم برخی وقایع، دههها بعد معلوم میشود؛ یا اینکه اسناد چنین وقایعی ممکن است بعد از 50 سال یا بیشتر از طبقهبندی محرمانه خارج شوند. اما این بدین معنا نیست که کسی حق ندارد با نگاهی تاریخی به رویدادها نگاه کند. بدیهی است که مناقشه برجام هنوز تمام نشده و معلوم نیست به کجا ختم شود. از این رو، واکاوی این توافق تاریخی، در حال حاضر بسی دشوار است. با این حال، در سالگرد چهارم امضای برجام، میتوان حداقل چند پرسش درباره آغاز آن مطرح کرد و پایانش را به عهده مورخان سپرد: این توافق چگونه به توافق یکطرفه تبدیل شد؟ آیا امضای برجام در سال آخر ریاستجمهوری باراک اوبامای دموکرات اقدام سنجیدهای بود؟ چرا به هشدارهای محافل جمهوریخواه کنگره مبنی بر لغو برجام توسط رئیسجمهور بعدی در زمان اوباما توجه نشد؟ مهمتر از همه، آیا ایران چارهای جز امضای برجام داشت؟
امروز، شاید بررسی این پرسشها مقدور نیست. اما از هم اکنون یک نکته واضح شده و آن این است که توافق هستهای سرانجام خوبی نداشت و در نهایت به «فیل سفید» تبدیل شد.
گفته میشود که در دوران باستان، زمانی که پادشاهان تایلند و دیگر کشورهای آسیایی، از رعیتی ناخرسند میشدند، به او یک فیل سفید میدادند. فیل سفید، مقدس بود و به همین دلیل نگهداری از آن به غایت پرهزینه و دشوار. صاحب فیل باید برای آن غذای مخصوص و باکیفیت تهیه می کرد و در عین حال، مانع پرستش فیل توسط مردم هم نمی شد. امروز، از اصطلاح فیل سفید، برای اشاره به دارایی پرهزینه، ولی بیفایده استفاده میشود. از این حیث، برجام با فیل سفید شباهتهایی دارد؛ توافقی که برای ایران هیچ منفعت اقتصادی ندارد، اما در عین حال خروج از آن هم ممکن است تبعات خطرناکی داشته باشد. برخی ناظران امیدوارند که اروپاییها در نهایت بتوانند اندکی از خسارتهای ایران را جبران کنند. سه کشور اروپایی عضو این توافق در سالگرد چهارم امضای آن، طی بیانیه مشترکی، ضمن ابراز نگرانی از تنشها در خلیج فارس، از ریسک فروپاشی برجام سخن گفتند و خواستار از سرگیری گفتگوها میان همه طرفها شدند. در این بیانیه آمده است: «ما معتقدیم که زمان اقدام مسئولانه و بررسی راههای متوقف کردن تشدید تنش و از سرگیری گفتگو فرا رسیده است.» اما مشکل این است که اروپاییها اعلام نمیکنند که در چنین گفتگویی ایران چه امتیازی خواهد گرفت. در یک سال گذشته اروپا مدام از لزوم بهرهمندی ایران از مزایای برجام و استمرار این توافق سخن گفته است، اما دریغ از یک اقدام. شاید اگر آمریکا از توافق هستهای خارج نمیشد، این توافق میتوانست شرایط بهبودی وضع اقتصادی ایران را مهیا کند. روحانی اخیرا گفته است: «اگر تحریم اخیر و فشارهای آمریکا نبود، ما برنامههای بسیاری برای کشور داشتیم. در حال حاضر نفت صادر میکنیم، اما شرایط کمی سخت شده است.»
در واقع خروج آمریکا از برجام، نه تنها فرصتهای اقتصادی ایران را محدود ساخت، بلکه مسیر حرکت به سمت آینده را هم مینگذاری کرد. ایران پس از حدود یک دهه مذاکره با غرب، سرانجام به توافق جامعی رسید و تا یک سال بعد از خروج آمریکا از آن و بازگشت تحریمهای کمرشکن، به مفاد توافق پایبند بود و حتی یک بار هم توافق را نقض نکرد. اما این رفتار، کاملا نتیجه عکس داد و ایران تحت شدیدترین تحریمهای تاریخ قرار گرفت. در حال حاضر، تلاشهای زیادی انجام میشود که ایران و آمریکا بار دیگر به مذاکره برگردند، اما یک تصمیمساز ایرانی ممکن است در خلوت خود به این مسئله فکر کند که ایران قبل از امضای برجام، صدها هزار بشکه نفت به صورت علنی و قانونی میفروخت، اما چهار سال بعد از امضای این توافق، ایران حتی یک بشکه هم نمیتواند به طور علنی و قانونی بفروشد؛ پس چطور میتوان دوباره با آمریکا توافق کرد. از این حیث، برجام حتی اگر رسما پایان یابد، شبح آن تا سالها بر مناسبات ایران و غرب سایه خواهد افکند.
