اعطای تسهیلات با اولویتهای جدید
بانک مرکزی در راستای حمایت مالی از بنگاههای اقتصادی کوچک و متوسط در سالهای ۹۶-۹۵ به ۵۲.۴ هزار بنگاه اقتصادی معادل ۳۶۲.۹ هزار میلیارد ریال تسهیلات اختصاص داده است.
مدیریت کل اعتبارات این بانک ضمن ابلاغ دستورالعمل جدید تامین مالی بنگاههای اقتصادی در نامه ای به مدیران عامل بانکها و موسسات اعتباری اعلام کرد: سالهای ۱۳۹۵ و ۱۳۹۶ در راستای تامین مالی بنگاههای اقتصادی کوچک و متوسط که از ابتدای سال ۱۳۹۵ متعاقب تاکیدات رهبر انقلاب در دستور کار نظام بانکی قرار گرفت و پیرو ابلاغ دستورالعمل تامین مالی بنگاههای کوچک و متوسط در دو سال گذشته و اتخاذ رویکرد مساعدت مقرراتی، زمینه مناسبتری به منظور تأمین مالی واحدهای یاد شده فراهم شد. براساس اطلاعات دریافتی از سامانه ثبتنام واحدهای تولیدی، آمار عملکرد اجرای این طرح طی سالهای ۱۳۹۶-۱۳۹۵، حاکی از تامین مالی تعداد ۵۲.۴ هزار بنگاه کوچک و متوسط با تخصیص مبلغی معادل ۳۶۲.۹ هزار میلیارد ریال توسط شبکه بانکی است که به بنگاههای اقتصادی اختصاص داشته است. عملکرد مزبور نشان از همراهی و اهتمام نظام بانکی در اجرای تاکیدات معظمله و سیاستهای دولت برای حمایت هرچه بیشتر از واحدهای تولیدی کوچک و متوسط دارد تا به این ترتیب امکان هدایت بهینه و صحیح منابع مالی موجود در راستای بهبود وضعیت اشتغال و رشد اقتصادی در کشور فراهم شود.
سالجاری نیز برای هموارسازی مسیر تولید ملی و حمایت از بنگاههای اقتصادی در راستای تحقق شعار حمایت از کالای ایرانی، هدایت نقدینگی جامعه به سمت بخشهای مولد و تامین مالی تولیدکنندگان داخلی مقرر شد تأمینسرمایه در گردش بنگاههای اقتصادی، تأمین تسهیلات مورد نیاز طرحهای نیمهتمام با پیشرفت فیزیکی حداقل ۶۰ درصد، تامینمالی طرحهای بازسازی و نوسازی و تامین مالی اصناف در اولویت شبکه بانکی کشور قرار گیرد که پیشبینی گردیده اهداف معنونه با تخصیص حدود ۳۰۰هزارمیلیارد ریال تسهیلات در سال جاری تحقق خواهد یافت.
تامین مالی واحدهای صنفی همانند دو سال گذشته اجرای طرح در چارچوب ضوابط و مقررات جاری در اولویت تامین مالی قرار داشته لیکن شامل استثنائات در نظر گرفته شده در تصویب نامه شماره ۱۸۵۴۹/ت۵۳۰۹۷هـ مورخ ٩١/٢/٥٩٣١ هیئت محترم وزیران نیست.
در دستورالعمل جدید سعی بر آن بوده که با بهرهگیری از نتایج طرح مذکور در دو سال گذشته، نظرداشت شرایط و اقتضائات فعلی نظام بانکی کشور و به منظور استفاده بهینه از منابع محدود نظام بانکی، نواقص اجرایی طرح رونق تولید در سالهای گذشته با اخذ نظر از شبکه بانکی کشور اصلاح شود. بر این اساس عمده تغییرات صورت گرفته در دستورالعمل سال جاری بدین شرح است:
۱. تبصره ۱ ماده ۳ -مبلغ بدهیهای غیرجاری بنگاههای کوچک و متوسط نباید بیش از تسهیلات/تعهدات درخواستی و سقف چک(های) برگشتی بنگاههای موردنظر نباید از ۲۵ درصد تسهیلات/تعهدات درخواستی بیشتر باشد. درخصوص مبالغ بدهیهای غیرجاری بیشتر از تسهیلات/تعهدات( حداکثر تا سقف ۱۵۰ درصد تسهیلات/ تعهدات) و همچنین چکهای برگشتی بیش از ۲۵درصد تسهیلات/تعهدات(حداکثر تا سقف ۵۰درصد تسهیلات/تعهدات) تصمیمگیری در اختیار ستاد مرکزی بانکهای عامل در استان تهران میباشد. شایان ذکر است این شرایط صرفاً مربوط به متقاضیانی است که تاکنون از تسهیلات طرح رونق تولید استفاده نکرده اند.
۲. ماده ۱۳- چنانچه متقاضی از طریق یکی از کارگروه های دولت (ستاد تسهیل و رفع موانع تولید و یا کارگروه اشتغال استان) موفق به اخذ تسهیلات در سالجاری گردد، بانک عامل مکلف است نسبت به بررسی موضوع از طریق استعلام از سامانه های اطلاعاتی مرتبط و عدم پرداخت تسهیلات جدید (از طریق معرفی از سایر کارگروهها) به متقاضی اقدام کند.
۳. ماده ۱۴- اعطای تسهیلات و ایجاد تعهدات برای شرکتهای مشمول ماده (۱۴۱) قانون تجارت (به موجب بخشنامه شماره ۳۷۴۲۵۸/۹۵ مورخ ۲۳/۱۱/۱۳۹۵ بانک مرکزی ج.ا.ا) با رعایت کلیه ضوابط و مقررات و اخذ وثیقه خارج از طرح متعلق به شخص ثالث امکانپذیر میباشد.
شایان ذکر است، بهمنظور مساعدت با تسهیلات گیرندگان، درباره برخی معدود واحدهای تولیدی که دوره بازگشت سرمایه در گردش آنها بیش از یک سال است، بانکها اختیار دارند بنا به تشخیص مدیرعامل و یا اعضای هیأتمدیره، مدت بازپرداخت تسهیلات را از ابتدای تصویب تسهیلات و انعقاد قرارداد با مشتری از یک سال به دوسال افزایش دهند و در پایان سال اول چنانچه بنگاه اقتصادی قادر به بازپرداخت تسهیلات خود نبود، تسهیلات با حفظ منافع بانک، حداکثر تا یکسال دیگر راساً تمدید شود.
نکته دیگر اینکه بانکها و مؤسسات اعتباری باید ضمن درنظر گرفتن اصول کلی اعطای تسهیلات و اعتبارسنجی متقاضی و اخذ تأمین کافی، نسبت به اعطای تسهیلات اقدام کنند و نظارت بر مصرف تسهیلات را نیز در دستور کار خود قرار دهند.
