حریم مشهد 2،5 برابر محدوده شهری است
مدیرکل نظارت بر ساخت و سازها و کمیسیون ماده 100 شهرداری مشهد گفت: حریم مشهد 2،5 برابر محدوده شهری است.
مسعود ایاز در نشست با شهردار منطقه 4 مشهد با بیان اینکه مشکلات زیادی در محدوده و حریم مشهد مقدس وجود دارد، گفت: بعد از ابلاغ طرح جامع شهر مشهد در سال 95 مساحت حریم از 30 هکتار به 86 هزار و 800 هکتار افزایش یافت.
وی ادامه داد: اکنون مساحت حریم مشهد 2.5 برابر محدوده شهری است و باید برای نظارت بر حریم شهر ساز و کار مشخصی در نظر گرفته شود.
مدیرکل نظارت بر ساخت و سازها و کمیسیون ماده 100 شهرداری مشهد ضمن تشکر از شهرداری منطقه 4 که توجه خاصی به حریم این محدوده داشته است، عنوان کرد: طرحی جامع برای رسیدگی و نظارت بر محدوده حریم مشهد در حال طراحی است که در آن علاوه بر استفاده از فناوری نوین برای شناسایی تخلفات ساختمانی، از مشارکت همه دستگاه های مرتبط نیز بهره گرفته است.
وی به پلمپ قضایی تخلفات ساختمانی اشاره کرد و افزود: این امر از طریق مراجع ذیصلاح فرصتی برای برخورد جدی تر با تخلفات ساختمانی در راستای صیانت از حقوق شهروندان قانون مدار است.
38 هزار واحد مسکونی و تجاری منطقه 4 فاقد سند است
شهردار منطقه 4 مشهد گفت: 38 هزار واحد مسکونی و تجاری منطقه 4 فاقد سند است.
غلامرضا غلامی در این جلسه گفت: براساس طرح جامع شهر مشهد این منطقه دارای 1345 هکتار محدوده خدماتی و 2500 هکتاری حریم شهر است.
وی تصریح کرد: پیش از این در حریم منطقه 4 مشهد ساخت و سازهای غیراصولی صورت گرفته و هم اکنون با وضع موجود تحویل منطقه شده است که باید با ارائه و اجرای طرحی جامع و مفید، ساخت و سازهای این محدوده از منطقه ساماندهی و نظارت شود.
غلامی تعداد واحدهای مسکونی و تجاری این منطقه را 54 هزار واحد عنوان کرد و بیان داشت: 38 هزار واحد از این تعداد فاقد سند هستند و به صورت وکالتی و یا قولنامه‌ای خرید و فروش می‌شوند.
شهردار منطقه 4 مشهد خاطرنشان کرد: برای تشویق شهروندان به ساخت و سازهای اصولی و برخورد با متخلفان جلسات و اقدامات متعددی در شهرداری این منطقه صورت گرفته است و 7 واحد نظارتی به صورت مستمر بر ساخت و سازهای این محدوده به صورت شبانه روزی نظارت دارند.
غلامی به اقدامات شهرداری منطقه 4 مشهد در سه ماهه اول سال جاری اشاره کرد و اظهار داشت: در این مدت از 1000 مورد تخلف ساختمانی با صدور اخطاریه، اعمال پلمپ واحدهای غیر مجاز، جمع‌آوری ابزار و مصالح، اجرای رای قلع بنا و … جلوگیری شده است.
وی یادآور شد: موارد مغایر پروانه نظیر احداث طبقات مازاد و واحدهای غیرمجاز، پیشروی طولی، ارتفاع غیرمجاز، عدم تامین پارکینگ، تبدیل کاربری و … از تخلفات ساختمانی صورت گرفته در این منطقه است.
