لزوم اجرای طرحهای انگیزشی برای کاهش تخلفات ساختمانی
نماینده مجلس شورای اسلامی بر لزوم اجرای طرحهای انگیزشی برای کاهش تخلفات ساختمانی تاکید کرد.
رضا شیران خراسانی در جلسه هماندیشی با شهردار و مسوولان شهرداری منطقه 4 مشهد که با هدف تسریع در اجرای اقدامات و خدمات شهری و بررسی ظرفیتها و فرصتهای سرمایهگذاری این منطقه ضمن تاکید بر برنامهریزی و اجرای طرحهای راهبردی مصوب به منظور مقابله با رشد غیراصولی شهر گفت: طی دهههای اخیر شهر مشهد به لحاظ جغرافیایی رشد چشمگیری داشته که این امر نشاندهنده پویا و زنده بودن شهر است.
وی ادامه داد: برای جلوگیری از تخلفات ساختمانی و عدم رعایت اصول شهرسازی در ساخت و سازها باید طرحهای انگیزشی در نظر گرفته شود تا شهروندان تمایل بیشتری برای رعایت قوانین ساختمانی داشته باشند.
نماینده مجلس شورای اسلامی با بیان اینکه میتوان از مشارکت مردمی برای اجرای این گونه طرحها بهره برد، خاطرنشان کرد: هر جا مسیر درستی برای شهروندان تعیین شود، آنها مسیر را اصولی ادامه میدهند و اقدامات خوبی صورت خواهد گرفت.
وی اقدامات شهرداری مشهد در سالهای اخیر را مثبت ارزیابی کرد و افزود: بهسازی پیادهروها، احداث پارکینگهای عمومی و توجه ویژه به فضای سبز شهری از اقدامات مثبت و ارزندهای است که باید ادامه یابد.
شیران خراسانی اظهار داشت: برای احداث مراکز درمانی در محدودههای کم برخوردار شهر مشهد با دانشگاه علوم پزشکی مذاکره شده و علاوه بر صدور مجوز این مراکز در کمتر از یک ماه، وامهایی با درصد پایین به آنها تعلق خواهد گرفت.
2500 هکتار، حریم منطقه 4 مشهد
شهردار منطقه 4 مشهد نیز در این جلسه گفت: از 1345 هکتار مساحت این منطقه، 200 هکتار آن را زمینهای بایر تشکیل داده که در حال پیگیری برای تعیین تکلیف جهت تغییر کاربری و طراحی و اجرای پروژههای مسکونی، اقامتی، تفریحی، فرهنگی، ورزشی و… هستیم.
غلامرضا غلامی اراضی شرکت راهآهن که موجب گسست منطقه از بارگاه منور رضوی شده را یکی از معضلات منطقه دانست و بیان داشت: این اراضی که حدود 50 هکتار است مشکلاتی را برای رونق منطقه ایجاد کرده و در طرح تفصیلی تغییر کاربری این اراضی پیشبینی شده که در حال پیگیری هستیم.
وی خاطرنشان کرد: منطقه 4 مشهد با 262 هزار نفر جمعیت دارای 1345 هکتار محدوده خدماتی میباشد که حریم این منطقه 2500 هکتار است؛ همچنین پیشنهادات برای ایجاد مراکز ساماندهی مشاغل شهری، اماکن گردشگری و احداث پیستهای موتورسواری و اتومبیلرانی ارائه شده است.
شهردار منطقه 4 مشهد از آغاز عملیات احداث بوستان آفرینش به مساحت 2 هکتار در ماه آینده خبر داد و اضافه کرد: تراکم جمعیتی این منطقه 2 برابر میانگین شهر مشهد میباشد که همین موضوع سبب شده با وجود 15 بوستان شهری در منطقه 4، سرانه فضای سبز منطقه تقریبا نصف میانگین سرانه فضای سبز مشهد باشد.
غلامی در پایان گفت: برای ساماندهی مشاغل مزاحم و آلاینده اقدامات خوبی در این منطقه صورت گرفته و در سه سال اخیر تمامی این مشاغل شناسایی شدند و زمین بزرگی با اعتباری بالغ بر 15 میلیارد تومان جهت احداث مجتمع ساماندهی مشاغل مزاحم و آلاینده خریداری شد که در صورت اجرای این پروژه، 6 هزار نفر به طور مستقیم در آنجا مشغول به کار خواهند شد.
