قطار شهری اوراق مشارکت منتشر می کند
اعضای شورای شهر مشهد در بیست و هفتمین نشست خود با انتشار 10 هزار میلیارد ریال اوراق مشارکت برای خط سوم قطارشهری موافقت کردند.
رئیس کمیسیون برنامه، بودجه و فناوری اطلاعات شورای شهر مشهد در این نشست گفت: طبق این مصوبه به شهرداری مشهد اجازه داده می شود برای اجرای خط سوم خط سه قطارشهری نسبت به انتشار 10 هزار میلیارد ریال اوراق مشارکت اقدام کند.
بتول گندمی افزود: شهرداری مشهد نیز باید پرداخت 50 درصد سود در دوره های سه ماهه و 50 درصد اصل مبلغ را در پایان دوره مشارکت تعهد کند.
وی ادامه داد: پرداخت اصل و سود 50 درصد اوراق مشارکت بر عهده دولت است. شهرداری مشهد باید ظرف مدت سه ماه نسبت به تهیه و ارائه برنامه تامین مالی برای بازپرداخت 50 درصد اصل و سود سهم شهرداری در سررسید مقرر اقدام کند.
مدیرعامل شرکت قطارشهری مشهد نیز در این نشست گفت: دولت پارسال سهم پنج هزار میلیاردی خود را بابت انتشار اوراق مشارکت برای قطارشهری مشهد بطور کامل تسویه کرد.
کیانوش کیامرز افزود: خط سوم قطارشهری مشهد در سه مرحله به مجموع طول 28.5 کیلومتر مسیر شهرک ابوذر تا قاسم آباد را پوشش می دهد و در صورت تامین منابع، اجرا آن طبق برنامه پیش خواهد رفت.
ویادامه داد: این میزان اوراق مشارکت برای مرحله سوم ساخت این خط از مسیر ایستگاه شهدا تا پایانه مسافربری به طول پنج و نیم کیلومتر هزینه خواهد شد.
تاسیس شرکت بهسازی توس
بررسی لایحه تاسیس شرکت توسعه و بهسازی توس از دیگر دستورهای کار جلسه امروز شورتی شهر مشهد بود.
رئیس کمیسیون ویژه توسعه و عمران توس در شورای شهر مشهد در این چارچوب بر خصوص لزوم تاسیس شرکت تاکید و بیان کرد: احیا منطقه تاریخی توس تاکید 20 ساله مقام معظم رهبری است اما طی سالهای گذشته کمکاری صورت گرفته است.
مسعود ریاضی افزود: پس از فرمان رهبر معظم انقلاب اسلامی، شورای عالی احیا توس تشکیل شد ولی به دلیل بروکراسی پیچیده اقدام خاصی انجام نداد اما با تاسیس این شرکت بروکراسی کاهش می یابد و شورای عالی احیا توس نیز با تشکیل شرکت موافق است.
رئیس کمیسیون فرهنگی شورای اسلامی شهر مشهد نیز گفت: باید دولت در این زمینه ورود کند.
احسان اصولی افزود: شورای پنجم دغدغه احیای توس را به جدیت در دستور قرار داده و در این راستا برای شتاب در فعالیتها، تاسیس شرکت زیرمجموعه مدیریت شهری در دستور کار است.
وی ادامه داد: برای احیای توس تلاشهای بسیاری شده است. روی شکل کار مخالفت دارم نباید بار مالی این شرکت و نیروی انسانی آن در آینده بر دوش شهرداری بیافتد. همچنین تشکیل این شرکت ممکن است مغایرتهایی با اقدامات و مصوبات شورای عالی شهرسازی داشته باشد.
در ادامه نشست شورای شهر مشهد لایحه تاسیس شرکت توسعه و بهسازی توس توسط شهرداری مشهد با هدف ایجاد ساختار اجرایی مناسب برای توسعه پایدار توس و احیای میراث تاریخی، فرهنگی و گردشگری با رای موافق اعضا مصوب شد.
بتول گندمی رئیس کمیسیون برنامه و بودجه شورای شهر مشهد در این خصوص گفت: برا ساس این مصوبه شهرداری مشهد مکلف است شرکت مذکور را با حداقل 51 درصد سهام متعلق به خود و بقیه با مشارکت سایر دستگاهها و نهادهای مرتبط تشکیل و نسبت به هماهنگی در این خصوص اقدام کند.
همچنین در این نشست با موافقت اعضای شورای اسلامی شهر مشهد مقرر شد خودروهای دارای پلاک ویژه معلولان، جانبازان با 25 درصد جانبازی و بیشتر و خانواده شهدای مقیم مشهد شامل پدر، مارد، همسر و فرزندان شهدا برای مدت دو ساعت در روز از تخفیف 100 درصدی هزینه توقفگاههای حاشیه ای و تخفیف 50 درصدی هزینه های توقفگاه های غیرحاشیه ای متعلق به شهرداری برخوردار شوند.
