تهدید زندگی در ۲۳ استان با آبگیری سد ایلیسو ترکیه
عضو کمیسیون کشاورزی، آب و منابع طبیعی مجلس گفت: با آبگیری سد ایلسو تالاب هورالعظیم به صورت کامل خشک خواهد شد.
عبدالله حاتمیان با اشاره به سد سازی های کشور ترکیه بر روی رودهای دجله و فرات و تاثیرت این پروژه بر محیط زیست ایران گفت: ما متاسفانه در جغرافیا و اقلیم بد و در کنار همسایگان بدی قرار گرفته ایم. امروز علاوه بر مشکلات سیاسی و نظامی مانند داعش که در دو کشور عراق و سوریه برای ما به وجود آمد، مشکلات زیست محیطی نیز از کشورهای همسایه گریبان گیر ما شده است.
نماینده مردم درگز در مجلس در شورای اسلامی ادامه داد: اما برعکس ما که هزینه متحمل شده، کشور ترکیه از وضعیت بحرانی عراق و سوریه با سوء استفاده بهره برداری می کند.
وی گفت: یکی از سوء استفاده های این کشور از اوضاع منطقه، ساخت سد آتاترک بر روی رود فرات و سد ایلیسو بر روی رود دجله است، سدی که بیش از 40 میلیارد متر مکعب ظرفیت آبگیری و یا سد آتاترک که بیش از600 سد ایران ظرفیت آبگیری دارد. ترکیه با این پروژه عظیم به دنبال سیاست آب در مقابل نفت، آب در مقابل امنیت و در نهایت آب در مقابل همه چیز است.
وی تاکید کرد: با آب گیری سد آتاترک در سال 1992 مساحت زیادی از زمین های کشاورزی و دشت های کشور عراق خشک و تبدیل به کانون و منبع ریزگردهای ایران شد. امسال نیز با اتمام سد ایلسو بر روی دجله 650 تا 1 میلیون هکتار دیگر از اراضی کشور عراق خشک خواهد شد و با ازبین رفتن امکان زندگی در این مناطق، مردم عراق به سوی ایران هجوم خواهد آورد، از طرف دیگر، ورودی آب به تالاب هورالعظیم در قسمت عراق و ایران تقریباً به صفر خواهد رسید. هر چه قدر میزان رطوبت هورالعظیم کم تر شود میزان ریزگردها بیشتر می شود و این ریزگردها به گونه های گیاهی منطقه و محصولات کشاورزی آسیب خواهد زد و از این جنبه باعث خسارت خواهد شد.
حاتمیان افزود: نزدیک پانصد هزار هکتار، اراضی هورالعظیم است که قسمت ایران در حال حاضر خشک شده است و با آبگیری ایلسو قسمت عراق نیز به صورت کامل خشک خواهد شد و زندگی در 23 استان ما غیر ممکن می شود و مردم این مناطق مجبور به مهاجرت به مناطق مرکزی و شمالی کشور می شوند. به همین دلیل با اب گیری این سد در ترکیه وضعیت بسیار بسیار نگران کننده تر خواهد شد.
عضو کمیسیون کشاورزی، آب و منابع طبیعی مجلس با تاکید براین که متاسفانه ما امروز در دیپلماسی آب ضعیف هستیم، بیان داشت: متاسفانه برخی کشورها با سرگرم کردن ما به مسائلی چون انرژی هسته ای در زمینه های دیگر منافع ما را نابود می کنند در حالی که ما فرصت پرداختن به آن ها را نداریم.
وی اضافه کرد: لازم است که دولت این موضوع سد سازی ها را بسیار بسیار جدی بگیرد. ما باید در حال حاضر دیپلماسی آب داشته باشیم و دیپلمات های متخصص با کشورهای همسایه مذاکره کنند؛ همچنین باید در دادگاه ها و دیوان های مختلف جهانی علیه این کشورها طرح دعوا کنیم. چرا که در حال حاضر نه تنها ترکیه بلکه دیگر همسایگان ما مانند ترکمنستان و افغانستان دست بر روی منابع آبی ما گذاشته اند و حقوق زیست محیطی را رعایت نمی کنند اما ما نمیتوانیم هیچ گونه مذاکره ای با آن ها در این موارد انجام دهیم.
نماینده مردم درکز گفت: بنده و یکی دیگر از نمایندگان در مجلس شورای اسلامی در این مورد به وزارت خارجه تذکر داده ایم منتها این تذکرها نتیجه بخش نخواهد بود چرا که آن ها هم یک سری مسائل فرعی برایشان اصل شده است.
عضو کمیسیون کشاورزی، آب و منابع طبیعی مجلس در پایان گفت: در نهایت من فکر می کنم ما با تقویت دیپلماسی آب و با کمک جوانانمان باید در مقابل غارت آب منطقه توسط ترکیه، کمپین های داخلی و جهانی ایجاد کنیم تا بتوانیم از منافع ملی خود دفاع کنیم.
