در کشورهای توسعه یافته تغییرات بنیادین در ساختارهای اقتصادی کشور به منظور ایجاد رشد اقتصادی صورت می‌پذیرد. حتی در چنین مواردی دولت و حاکمیت در آن کشور باید عواقب و تاثیرات را به صورت همه جانبه در نظر بگیرد و راهکارهای احتمالی را روی میز بگذارد.

در ایران اما دستورها و تصمیم‌هایی که به خصوص در اقتصاد گرفته می‌شود باعث می‌شود که از بین بردن ساختارهای موجود باری مضاعف را بر دوش بخش فعال اقتصادی به خصوص پیکر رنجور بخش خصوصی وارد تحمیل شود. ایجاد ناامنی و فشار روانی ناشی از دستکاری در ساختارهای اقتصادی که مردم را به جوش می‌آورد یک جنبه دیگر این موضوع است. نمونه‌های اخیر آن را می‌توان «تغییر ناگهانی نرخ سود سپرده‌های بانکی» و «تعیین نرخ 4200تومانی دلار» دانست.

سوال اینجاست؛ تبعات این دستورها که علاوه بر بخش خصوصی دولت را نیز متضرر می‌کند، چیست؟ آیا راهی برای بهبود اوضاع وجود دارد؟ پاسخ‌ به این سوال‌ها را از زبان «محمدحسین روشنک» رئیس کانون کارآفرینان خراسان رضوی و رئیس اتحادیه صادرکنندگان خراسان رضوی بخوانید.

 

مداخله‌هایی که همیشه وجود دارد
رئیس کانون کارآفرینان خراسان رضوی درباره دستکاری غیرمتعارف در ساختارهای اقتصادی معتقد است: متاسفانه این مداخله‌های غیرمتعارف همیشه وجود داشته است. نمونه اخیر آن دستور تک‌نرخی شدن ارز در ساعات پایانی 20فروردین ماه 97 است، که توسط معاون اول رئیس جمهور اعلام شد. این که دولت در اخذ این تصمیم با اختیار عمل کرد یا اجباری بر قوه مجریه بوده، مشخص نیست.

محمد حسین روشنک با گلایه از زمان نامتعارفی که این تصمیم اعلام شد، افزود: اقای جهانگیری گفت که ارز متعلق به دولت است و می‌خواهیم آن را کنترل کنیم. اما طبق قانون بهبود مستمر فضای کسب و کار که به تصویب مجلس شورای اسلامی رسیده است، دولت موظف است قبل از این گونه تصمیم‌گیری‌ها با تشکل‌های بخش خصوصی هماهنگی کند. اما این اتفاق نیفتاد و مداخله بزرگ اقتصادی با چند بخشنامه و دستورالعمل ابلاغ شد.

 

ارز دولتی برای عروسک چینی و یخچال کره‌ای

رئیس کانون کارآفرینان جزئیات این دستورالعمل‌ها را این گونه تشریح کرد: اول این که هر ارزی که از محل صادرات نفتی، غیرنفتی در بخش‌های دولتی، خصوصی و خصولتی حاصل شود متعلق به دولت است و باید با نرخ 4200 تومان به دولت تحویل داده شود. دوم این که ارز مورد نیاز و مصرف کشور که طیف گسترده‌ای از عروسک‌های چینی، موبایل‌های آمریکایی، بنز آلمانی، پژو فرانسوی، تلویزیون و یخچال کره‌ای تا سفرهای تفریحی و غیرتفریحی را شامل می‌شود توسط دولت با ارز 4200تومانی تامین می‌شود.

 

بی‌اطلاع، ذی‌نفع یا نفوذی

روشنک تصریح کرد: در این شرایط باید تولید کننده و صادرکننده زعفران و پسته و محصولات کشاورزی باید ارز خود را با نرخ 4200 تومان قرار دهند تا دولت آن را به واردکنندگان محصولات فوق اختصاص دهد! اما چرا و با چه هدفی این تصمیم گرفته شد؟

رئیس کانون کارآفرینان خراسان رضوی معتقد است: اولین احتمال این است که به نظر می‌رسد تئوریسین‌های اقتصادی به جهت جبران دستکاری اشتباه خود در بهمن ماه 96 که سود پس انداز‌های بانکی را کاهش دادند و باعث التهاب بازار شدند، سعی کردند ارز را این گونه کنترل کنند، ولی اشتباه دوم را رقم زدند.

در حالی که دلسوزان اقتصادی کشور قبلا هشدار داده بودند که کاهش سود سپرده‌های بانکی تبعات سنگینی دارد. چرا که مقصد نقدینگی بعد از خروج سرمایه‌ها از بانک مشخص نشده و این به معنای نابودی اقتصاد است.

این فعال اقتصادی خاطرنشان کرد: حالت دوم این است که مشاورین اقتصادی دولت بدون اعتراف به خرابکاری و اشتباه اول خود، این خطا رقم زدند با این هدف که نقشه و برنامه جدیدی را برای ذی‌نفعان لحاظ کنند یا نفوذیان درصدد بودند تا نظر مخالفان دولت را کسب کنند.

وی اضافه کرد: حالت سومی هم مطرح است که فرض کنیم مشاورین اقتصادی دولت نفوذی و ذی‌نفع در تصمیم‌گیری‌ها نبوده‌اند. در این صورت تصمیمی که 23 شب اعلام شد با این تحلیل که حجم درآمد ارزی از هزینه‌های ارزی بسیار بیشتر است، گرفته شده است ولی مشخص نیست که حجم ارزی که مردم از قشرهای مختلف اعم از کارمند، کارگر، بازنشسته و کشاورز برای حفظ دارایی خود در بانک‌ها ذخیره کرده اند و امروز ارزش آن‌ها به نصف رسیده است را محاسبه کرده‌اند یا نه؟

روشنک معتقد است: آن چیزی که واضح است این است که مشاورین دولت بدون درس گرفتن از اشتباهات گذشته در بهمن‌ماه 96 شیر رام شده ارز را در مقابل پول ملی دوباره وحشی کردند و در اردیبهشت 97 تصور کردند که با ارز حاصل از صادرات نفتی و غیرنفتی می‌توانند علاوه بر تامین کالاهای اساسی مازاد درآمد نفتی نیز داشته باشند.

رئیس اتحادیه صادرکنندگان خراسان رضوی با اشاره به این که بعید است مشاورین اقتصادی دولت از تبعات تصمیم خود بی‌اطلاع باشند، تصریح کرد: نسخه ساعت 23 نتیجه‌ای عکس آن چیزی که دولت می‌خواست و اقتصاد نیاز داشت را رقم زد. چرا که بخشی از ارزهای دولت با نرخ 4200 تومان صرف واردات کالاهیی شد که تا قبل از ساعت 23 با ارز آزاد و نه دولتی تامین می‌شدند. اما در شرایط فعلی حجمی کمتر از یک پنجم ارز از دست رفته برای واردات کالاهای غیرضروری در اختیار دولت قرار می‌گیرد. ضمن اینکه نرخ کالاهایی که با ارزهای دولتی 4200 تومانی توسط محدود ذینفعان در تصمیم گیری ها وارد و یا تولید شده و یا از قبل موجود بوده نیز بر اساس نرخ ارز آزاد محاسبه و خرید وفروش می‌شود.

 

اقای جهانگیری گفت که ارز متعلق به دولت است و می‌خواهیم آن را کنترل کنیم. اما طبق قانون بهبود مستمر فضای کسب و کار که به تصویب مجلس شورای اسلامی رسیده است، دولت موظف است قبل از این گونه تصمیم‌گیری‌ها باتشکل‌های بخش خصوصی هماهنگی کند. اما این اتفاق نیفتاد و مداخله بزرگ اقتصادی با چند بخشنامه و دستورالعمل ابلاغ شد

 

نکته حائز توجه این است که حتی کالای تولیدی که مواد اولیه آن با ارز دولتی وارد شده است بر اساس نرخ ارز آزاد محاسبه و به صادرکنندگان کوچک و مصرف کنندگان داخلی فروخته می‌شود و با صادرکنندگان شرط می‌کنند کالا بنام آنها اظهار نشود اما ارز در خارج کشور به حساب آن‌ها واریز شود .

 

چه عواقبی در پیش است؟

رئیس کانون کارآفرینان خراسان رضوی گفت: ما امیدواریم شرایط به سمت بهبودی پیش برود، اما باید هشدارها را مطرح کنیم تا از آن‌ها پیشگیری شود. این تصمیم دولت تبعات زیادی دارد که بخشی در آینده رخ می‌دهد؛ اول، از دست دادن حجم زیادی از ذخایر ارزی که پیش از این اشاره شد، صرف واردات چه محصولاتی می‌شود. دوم، خطر ایجاد رانت وارداتی برای کالاهای ساخته شده و تخریب بازار کالاهای داخلی در سال «حمایت از کالای ایرانی»

 

دلسوزان اقتصادی کشور قبلا هشدار داده بودند که کاهش سود سپرده‌های بانکی تبعات سنگینی دارد. چرا که مقصد نقدینگی بعد از خروج سرمایه‌ها از بانک مشخص نشده و این به معنای نابودی اقتصاد است

سوم، ایجاد رانت و افزایش قیمت برای کالاهایی که حتی مواد اولیه آن‌ها با ارز 4200 تومانی تامین می‌شود که زمزمه‌های هم اکنون نیز شنیده می‌شود و در راس آن‌ها واحدهای دولتی و خصولتی مثل خودروسازی قرار دارند.

رئیس اتحادیه صادرکنندگان خراسان رضوی چهارمین خطر پیش رو را کاهش شدید صادرات غیرنفتی توسط بخش خصوصی اعلام کرد و ادامه داد: سیاست‌گذاری‌های انجام شده در استان و برنامه ششم توسعه، صادرات را موظف به رشد کرده اند. اتفاقی که در سال‌های گذشته نیز رخ داد اما در شرایط فعلی ما کاهش شدید صادرات غیرنفتی به کشورهای آسیای میانه، افغانستان و عراق را شاهد هستیم. ادامه وضع موجود به نابودی برندهای صادراتی در بازارهای هدف منجر می‌شود. این مساله خسارت سنگین به بخش‌های تولیدی و کشاورزی وارد می‌کند افرادی وارد حوزه تجارت می‌شوند که اصلا نمی‌دانند که صادرات چرا و چگونه انجام می‌شود و از کانال‌های غیرقانونی خود را موظف به برگرداندن ارز به دولت نمی‌دانند.

 

خطر تورم، بیکاری، فرار سرمایه و نافرمانی اجتماعی

 

در شرایط فعلی ما کاهش شدید صادرات غیرنفتی به کشورهای آسیای میانه، افغانستان و عراق را شاهد هستیم. ادامه وضع موجود به نابودی برندهای صادراتی در بازارهای هدف منجر می‌شود. این مساله خسارت سنگین به بخش‌های تولیدی و کشاورزی وارد می‌کند افرادی وارد حوزه تجارت می‌شوند که اصلا نمی‌دانند که صادرات چرا و چگونه انجام می‌شود و از کانال‌های غیرقانونی خود را موظف به برگرداندن ارز به دولت نمی‌دانند

 

رئیس کانون کارآفرینان خراسان رضوی تصریح کرد: خطرهایی دیگری نیز در پیش داریم؛ ایجاد تورم بیش از انتظار در بازار، افزایش شدید نرخ ارز و طلا، قاچاق بی‌رویه کالا با ارز 4200 تومانی از جمله این موارد است.

وی تصریح کرد: مشکلات ثانویه‌ای هم در راه است؛ به‌هم ریختگی باعث شده است سرمایه‌هایی که به صورت امانی از خارج کشور جذب شده است باعث شکست خوردن نماینده سرمایه‌گذاران در داخل کشور شود. توقف این جذب سرمایه به معنای نیمه کاره ماندن پروژه‌ها می‌شود. به دنبال این موضوع اشتغالزایی در چارچوب برنامه ریزی‌‌ها انجام نمی‌شود و بیکاری نافرمانی‌های اجتماعی را رقم می‌زند.

روشنک پیشنهاد کرد: دولت با اصلاح دستکاری‌هایی که انجام داده اقداماتی را برای ایجاد اطمینان و آرامش در مردم رقم بزند تا ارزش پول ملی حفظ شود. از سوی دیگر ارز کالاهای اساسی را با نرخ 4200تومان تامین کند و ارز حاصل از صادرات غیرنفتی را به واردات کالاهی لوکس و کمتر ضروری اختصاص دهد. از سوی دیگر جلوگیری از قاچاق کالاهای وارداتی و تولیدی با ارز دولتی به خارج کشور را متوقف کند.

وی در پایان تاکید کرد: دولت می‌تواند با شناسایی سرمایه گذاری‌های امانی در کشور و بویژه در استان خراسان رضوی تلاش خود را برای جلوگیری از خسارت سرمایه‌گذاران و فرار سرمایه‌ها از کشور به کار گیرد.

I’ve been looking for a plug-in like this for quite some time and was hoping maybe you would have some experience with something like this. Please let me know if you run into anything.
