شاخهای ایسنتا را کنار بگذاریم به شاخهای خیابان میرسیم همانهایی که جا زدن و راه ندادن را دست فرمان و تیز و زرنگی میدانند و قانونشکنی در خیابان رسم و راه زندگی آنهاست
ماشین جلویی، نردبان بلندی را با طناب پوسیده به سقف ماشین محکم بسته است. موتوری که پشت چراغ قرمز دو پایش را روی آسفالت داغ خیابان گذاشته و منتظر است، بچه را جلوی خود نشانده و کلاه کاسکت به عقب موتور بسته شده و معلوم نیست رعایت قانون زمان خاصی دارد یا خیر. خطوط خیابان تازه است اما انگار مسابقهای از پیش تعیین شده، همه ماشینهای منتظر را به خود میخواند کسی حواسش به خطوط نیست. البته اگر با دقت آنهم از بالا نگاه کنی شاید قدرت چپاندن انواع ماشینها در یک وجب جا را به چشم ببینی!
از اینها بگذریم میرسیم به افرادی که ترجیح میدهند پرخطر ترین گزینه ممکن را تست کنند و به جای آنهمه پله یا انتظار کوتاه برای پایین آمدن آسانسور پل هوایی، زیر پل را انتخاب میکنند. قاطی ماشینها میدوند و اگر مسیر انتخابی به سلامت تمام شود، انگار که جایزه مسابقهای را برنده شده باشند.
اگر جلوی یک نفرشان را بگیری و بپرسی چرا اینطوری رانندگی میکنی یا اینکه چرا از پله برقی استفاده نمیکنی؟ مسلما با یک لبخند کج، پاسخ قانون شکنی راحت تر از رعایت آن است را میشنوی. بله، بالا رفتن از پله برقی و کمی منتظر ماند سخت است، رانندگی بین خطوط، جا نزدن، سرعت نرفتن، استفاده از خیابان به جای پیادهرو سخت است.
سبک زندگی ما به شدت خودمحور است. ما بیشتر به دنبال حریم فردی خود هستیم و به آن حریم بیشتر توجه داریم، زیرا اگر کسی اجتماعی فکر کند، بسیاری از کارها را انجام نمیدهد. به طور کلی ما به گونهای در خانواده، مدرسه و جامعه تربیت میشویم که نگاهمان نگاه اجتماعی و نگاه عمومی نیست.
عصیان در خیابان
در این زمینه گفت وگویی داشتیم با محمدرضا فرخی، جامعهشناس و پژوهشگر سبک زندگی. فرخی در رابطه با علل رعایت قوانین از سوی مردم گفت: زمانیکه فاصله فقیر و غنی در جامعه شدت میگیرد، پول نقش تعیین کنندهای را ایفا میکند. مردم احساس میکنند هرکسی که پولدارتر باشد صاحب وجهه اجتماعی است و میتواند به جایگاه و شهرت دست پیدا کند و حتی از زندگی بیشتر از دیگران لذت میبرد. بدنه جامعه در مقابل این نابسامانیها، بیثباتیها، بیعدالتیها واکنش نشان میدهد و عدهای از افراد عصیانزده میشوند و این واکنشها خودش را در ریزترین تبادلات میانفردی نشان میدهد. خبر میرسد عده در حال چپاول و غارت هستند و میلیاردها اختلاس انجام میشود و روزنامه این اخبار را منعکس میکنند و روان اجتماع با شنیدن این رویدادها بهم میریزد و بیاعتمادی جامعه را فرا میگیرد.
چه کسی متصدی آموزش است؟
این جامعه شناس عنوانکرد: تنها موارد رانندگی نیست که حقوق فردی و اجتماعی را زیر سوال میبرد ما آمار داریم که روزانه نزدیک به2هزار پرونده نزاع در ایران تشکیل شده و این مشاجرههایی هستند که با پادرمیانی حل نمیشود. هر60 دقیقه حدود 70نفر در ایران درگیر میشوند و عدم تحمل یکدیگر در مشهد و سایر شهرهای کشور همهگیر است. مشهد به دلیل وجود مهاجران، توریستها و اتباع خارجی در معرض آسیبهای زیادی قرار دارد. هم بستگی اجتماعی ما زیر سوال رفته است و باید شاخصههای دیگر را جایگزین شود. جامعه دچار تزلزل شده و همبستگی اجتماعی باید تقویت شود. اصحاب رسانه، صاحبنظران و مسئولین باید دست به دست هم داده و هم بستگی اجتماعی، هم بستگی فرهنگی و حقوق شهروندی را آموزش دهند.
از دماغ کدام فیل افتادهای؟
فرخی در ادامه با اشاره به عدم رعایت قوانین تصریح کرد: این مسئله دلایل متعددی دارد؛ اما یکی از مهمترین علل آن عدم رضایت از وضعیت خود و زندگیشان است، افراد خود را مقایسه میکنند و وقتی میبینند شرایطشان با برخی افراد متفاوت است نسبت به اجرای قانون بیتفاوت میشوند و این مسئله اصلا خوب نیست. گریز از قانون به رفتار روزمره خلاصه نمیشود و مفاسد اقتصادی و آسیبهای اجتماعی هم در تنیجه قانونشکنی است که باید در این زمینه تمهیداتی بیاندیشیم چون در ذهنیت سایر افراد جامعه تاثیر منفی میگذارد. اگر میخواهیم وضعیت قانونگریزی را در کشوری بسنجیم، نحوه رانندگی افراد در جامعه این را مشخص میکند. همین افراد در ادارات و سایر مراکز تا سطوح بالاتر نیز همینگونه بیقانونی میکنند، چرا که بیشتر آنها یاد نگرفتهاند؛ عدم رعایت قانون قباحت رفتاری و اخلاقی دارد و از این امر خجالت نمیکشند که در برابر دیگران کار زشت انجام دهند و به کار خود ادامه میدهند. قانونگریزی نشان میدهد که عقلانیت بلندمدت در فرهنگ و ذهن جامعه ایرانی شکل نگرفته است، آرامش ناشی از نظم و انضباط را نچشیده است و افراد از حیث اخلاقی رشد نکردهاند درحالی که ما دارای ارزشهای دینی و اخلاقی بسیاری هستیم.
یک الگوی تمام عیار بیقانون
این جامعه شناس بیان کرد: در جامعهای که قانونگریز میشود افراد عصبی، افسرده، ناراحت، ناآرام هستند و از زندگی رضایت ندارند. بی نظمی،رهرج و مرج، تضییع حقوق اجتماعی و زیرسئوال رفتن هنجارهای حاکم بر عرف، فرهنگ و اخلاق در جامعه از جمله پیامدهای قانون شکنی در این جامعه است. در اثر قانونگریزی در جامعه هرج و مرج ایجاد میشود و آثار سوء بسیاری گریبانگیر چنین جامعهای خواهد شد. یک رابطه چند جانبه و تعاملی وجود دارد و از آن طرف شهروندان از رفاه و وضعیت اجتماعی خوبی برخوردار نباشند، نمیتوان انتظار داشت که به قانون پایبند باشند و آن را به درستی رعایت کنند.
یک تلنگر کافی است!
فرخی خاطرنشان کرد: این نکته مهمی است که باید با این افراد و نهادهای رسمی و غیررسمی برخورد کرد تا دیگران نیز بدانند که با پدیده قانونگریزی مبارزه میشود و از کنار آن به سادگی گذر نمیکنیم. در ادبیات دینی ما در این مورد سفارش شده که همان امر به معروف و نهی از منکر است و می توانیم در زندگی روزمره در برابر افرادی که قانون را رعایت نمیکنند و برای دیگران هم ایجاد مشکل میکنند از این حربه استفاده کنیم. یادآوری یکسری مسائل اخلاقی و تذکر به دیگران میتواند در این زمینه چارهساز باشد. البته در این خصوص باید در نظر داشته باشیم که برای دیگران مشکل درست نکند و به حریم خصوصی و حقوق فردی افراد تجاوز نکنیم و در این مورد دقت نظر داشته باشیم.
در پایان باید بگویم مدتی پیش جایی خواندم که در یکی از شهرهای سوئد، جریمه متخلفان رانندگی به افراد منظم داده میشود. پس نحوه تنبیه و پاداش میتواند اثرات ویژه خودش را داشته باشد و با دادن امتیاز مثبت و منفی میتوان عموم مردم جامعه را به سمت و سوی درست هدایت کرد.
