مدیرعامل جمعیت هلال احمر خراسان رضوی گفت: بودجه سال گذشته ما در کلیه بخش ها 58 میلیارد تومان بود. بخشی از این مبلغ بودجه داروخانه است که متاسفانه همه داروخانه‌ها با دفاتر بیمه مشکلات حادی دارند و حدود 10 میلیارد تومان از پولمان دست بیمه‌هاست.

مراسم بزرگداشت هفته هلال احمر با حضور سیدمجتبی احمدی، مدیرعامل جمعیت هلال احمر خراسان رضوی و تعدادی از امدادگران و هنرمندان در سالن آمفی تئاتر دانشگاه علمی و کاربردی جمعیت هلال احمر برگزار شد.

مدیرعامل جمعیت هلال احمر خراسان رضوی گفت: بودجه سال گذشته جمعیت حلال احمر خراسان رضوی 58 میلیارد تومان بود که برای سال جاری رشد 15 درصدی پیش بینی شده است.

سید مجتبی احمدی در این مراسم افزود: ویژه برنامه‌های هفته هلال احمر از ۱۸ تا ۲۴ اردیبهشت ماه در قالب ۱۲ برنامه و سرفصل در سطح کشور و استان اجرا شد و از برترین‌های هر حوزه نیز تقدیر به‌عمل آمد. وی با اشاره به اینکه یکی از مشکلات اصلی و جدی در بحث لوازم و تجهیرات بوده که منتظر کمک‌های ماده ۱۰ هستیم افزود: در سال ۹۶، حوادث متعددی در داخل و خارج از خراسان رضوی داشتیم که نمونه شاخص آن زلزله‌ کرمانشاه و همچنین سیل‌ها و زلزله‌های داخل این استان بود که در این حوادث، حضور به‌موقع نیروهای امدادگر و نجاتگر جمعیت هلال احمر خراسان رضوی را شاهد بودیم.

مدیرعامل جمعیت هلال احمر خراسان رضوی با بیان اینکه در قانون برنامه ششم توسعه قانون‌گذار وظیفه هلال احمر را کاهش حوادث و افرایش سرمایه اجتماعی معرفی کرده است خاطرنشان کرد: در همین راستا، رویکردهای پیشگیرانه در دستور کار حوزه جوانان هلال احمر قرار گرفته است و خوشبختانه شاهد کاهش چشمگیر تلفات و حوادث جاده‌ای در طرح نوروزی ۹۷ در جاده‌های استان بودیم، با وجود افزایش ۲۰ تا ۲۵ سفر شاهد کاهش ۸ تا ۹ درصدی حوادث جاده‌ای بودیم. وی تصریح کرد: در سطح استان ۱۲ هزار نفر عضو امدادگر و نجاتگر، جوانان و داوطلبان و ۴۴۰۰ نیروی امدادگر و نجاتگر تخصصی خدمات‌رسانی می‌کنند و در مجموع ۶۰ هزار نفر عضو فعال داریم که بیشتر آن‌ها از اعضای داوطلبان هستند و جمع قابل توجهی از اعضا هم بانوان هستند که نسبت آن‌ها با آقایان ۴۵ درصد به ۵۵ درصد است.

احمدی تاکید کرد: طرح «غنچه‌های هلال» یکی از برنامه‌های موفق جمعیت هلال احمر در کاهش حوادث جاده‌ای بود و در قالب این طرح، غنچه‌های هلال از مهدکودک‌ها وارد خانواده هلال احمر می‌شوند، با خطراتی که خانواده‌ها را تهدید می‌کند، به‌صورت عملی آشنا می‌شوند و به‌عنوان نماینده هلال احمر در خانواده خود در کاهش حوادث جاده‌ای موثر هستند.

مدیرعامل جمعیت هلال احمر خراسان رضوی با اشاره به اینکه بودجه نهایی هلال احمر در اواخر تیر ماه مصوب می‌شود، بیان کرد: بودجه سال گذشته، ۵۸ میلیارد تومان بود و برای امسال رشد ۱۵ درصدی این رقم پیش‌بینی شده، رشد اعتبارات ماده ۱۰ را هم به همین میزان پیش‌بینی کرده‌ایم. وی گفت: نزدیک به ۱۰ میلیارد تومان از پول داروخانه هلال احمر که تامین کننده داروهای نادر، کمیاب و نایاب بوده در بیمه‌ها است و متاسفانه وضعیت نامطلوب نقدینگی بیمه‌ها مشکلات زیادی در مسیر خدمت‌رسانی مطلوب‌تر و شایسته‌تر داروخانه‌های هلال احمر ایجاد کرده است.

احمدی افزود: بارندگی‌های اخیر خراسان رضوی در حد آبگرفتگی و ریزش کوه در شهرستان‌های کلات و درگز بوده است و در ماموریت‌های اجرا شده به ۱۸۹ خانوار امدادرسانی شده، خوشبختانه حادثه سیل و تلفات نداشته‌ایم.

مدیرعامل جمعیت هلال احمر خراسان رضوی با اشاره به اینکه متاسفانه ستاد مدیریت بحران کشور نگاه جامعی ندارد و هربخش آن جداگانه کار خودش انجام می‌دهد، گفت: از اتمام زمان تعهدهای ابلاغی‌ای که جمعیت هلال احمر بر عهده داشته، چند سالی است گذشته، اما این مجموعه به‌جهت احساس مسئولیتی که داشته، اجرای این وظایف را رها نکرده و همچنان در مسیر خدمت به مردم ادامه می‌دهد.

وی خاطرنشان کرد: بودجه سال گذشته ما در کلیه بخش ها 58 میلیارد تومان بود. بخشی از این مبلغ بودجه داروخانه است که متاسفانه همه داروخانه‌ها با بیمه‌ها مشکل شدید دارند. ما تقریبا 10 میلیارد تومان از پولمان دست بیمه‌ها است.  این موضوع به شدت دارد به داروخانه‌های ما آسیب می‌زند زیرا نقدینگی ما را کاهش می‌دهد. داروخانه ‌های هلا‌ل احمر داروخانه مرجع برای همه بیماران خاص است ولی با این وضعیت که که نقدینگی بیمه‌ها هم مطلوب نیست حمایت بیمه‌ها از ما هم کاهش یافته است.
