بازنگری در قوانین مقررات ملی ساختمان
رئیس سازمان نظام مهندسی خراسان رضوی گفت: بخشی از شیوهنامه وزارت راه شهرسازی، محبث نظام اداری و ساختمان بازنگری شده است.
حسین کامران اظهار کرد: شیوهنامه جزو ابلاغیههای وزارت راه و شهرسازی که در راستای قانون اجراییه نظام مهندسی بوده که توسط وزیر وقت و در جهت قانون و آییننامه اجرایی نظام مهندسی بوده که اصلاحات بر شیوهنامه گذشته ابلاغ شده است.
وی ادامه داد: این اصلاحات شامل بخشهای انتخاب مهندس ناظر توسط مالک بوده که مالک میتواند پیشنهاد ناظر مورد نظر خود را پیشنهاد کرده و پس از بررسی توسط نظام مهندسی ناظر شروع به کار کند.
رئیس سازمان نظام مهندسی خراسانرضوی خاطر نشان کرد: در گذشته مالک حق انتخاب ناظر را نداشت و از طرفی مالک میبایست حق نظارت را به نظام مهندسی پرداخت میکرد که در نگرش قانون جدید قرار دادی بین مالک و ناظر صورت گرفته و نظام مهندسی در در این نگرش جدید مبلغی را دریافت نمیکند.
کامران در خصوص تاثیرات این بازنگری در بازار، عنوان کرد: در حقیقت این فرصت برای مالک پیشآمده که به طور آزاد ناظر خود را انتخاب کند و از طرفی به نظر میرسد تسهیلاتی به مالک تعلق گیرد، اما برای مهندس با توجه به سیستم قرعهکشی سابق این ظن وجود دارد که این بازنگری ممکن باشد شایسته سالاری را ایجاد کند.
وی ادامه داد: اگر این بازنگری با دقت بیشتری انجام شود رونق ساختوساز را در پیش خواهد داشت و همچنین سرعت کارها را در بخش مرتبط با نظام مهندسی و مهندسین را در پیش خواهد داشت.
