سرمایهگذاران شهرستانها به روستاها نیز ورود کنند
مدیرکل دفتر امور روستایی و شوراهای استانداری خراسان رضوی گفت: پیشنهادی که داریم این است که شناساییهایی برای افرادی که در سرمایهگذاریهای موفق در شهرستانها تاکنون ورود پیدا کردهاند و میتوانند بخشی از فعالیت خودشان به مناطق روستایی را انتقال دهند. این تسهیلات برای اینگونه افراد میتواند مفید واقع شود.
وحید قربانی در نشستی با فرمانداران استان و رییس و معاونان سازمان جهاد کشاورزی در مرکز تحقیقات و آموزش جهاد کشاورزی استان با اشاره به مساله کمک از طریق صندوق توسعه ملی برای مشاغل روستایی که قانون آن از ۲۱ مرداد ماه سال ۹۶ مجلس تصویب شد، افزود: اخیرا ضوابط اجرایی آن نیز ابلاغ و سهمبندیهای آن برای کشور و در استان در موضوعات مختلف تعیین شده است.
وی ادامه داد: جلسات استانی این طرح توسط دستور شخص استاندار به زودی آغاز میشود. ریاست این کارگروهها بر عهده شخص استاندار، دبیری آن با اداره کل تعاون، کار و رفاه امرو اجتماعی و اعضای آن ریاست سازمان مدیریت و برنامهریزی، دفتر روستایی، جهاد کشاورزی، سازمان صنعت، معدن، کشاورزی و گردشگری است.
مدیرکل دفتر امور روستایی و شوراهای استانداری خراسان رضوی با بیان اینکه تسهیلات این طرح از نوع تسهیلات یارانهدار است، خاطرنشان کرد: این تسهیلات توسط دولت به بخش اعتبارات تزریق خواهد شد. بانکها و صندوقهایی عوامل اجرایی، بانک کشاورزی، پست بانک، صندوق کارآفرینی امید، صندوق تعاون و صندوق حمایت از کشاورزان است. نحوه اجرای آن نیز به صورت گزارش اطلاع داده می شود.
قربانی تصریح کرد: از نظر ابعاد مبلغی حدود ۵۰۰ میلیارد تومان سهم استان در بخشهای مختلف خواهد بود. طبیعتا وام بر اساس ۶ درصد و به طور متوسط برنامهریزی شده که تسهیلات مناسب و خوبی است. ما نیاز به یک روحیه خوب و تعامل متقابل در همه بخشها داریم تا بتوانیم این مبلغ را جذب کنیم که مبلغ قابل توجهی نیز است.
وی با بیان اینکه پیشنهاد ما به عنوان دفتر روستایی این است که اعتبارات اینچنینی خرد جذب نشود، عنون کرد: حتما لازم است که از جانب فرمانداران یک رویکرد جدی به نحوه توزیع و جذب برای کسانی که این تسهیلات را دریافت میکنند، در نظر گرفته شود.
مدیرکل دفتر امور روستایی و شوراهای استانداری خراسان رضوی با تاکید بر اینکه بخش عمده مسائلی که در جذب تسهیلات داریم، مسائل بانکی است، تصریح کرد: علیرغم اینکه همه بخشهای دولت که به توزیع تسهیلات مناسب برای مناطق مختلف از جمله مناطق روستایی تاکید میکنند، باز هم تمام بخشهای دولت برای توثیق وثیقههای معتبر در بانکها تاکید جدی دارند.
قربانی ادامه داد: اگرچه در این طرح به وثیقه گرفته شدن محل اجرای طرح مانند زمین کشاورزی و اسناد و وثایقی نظیر افراد روستایی معتبر که دارای شناسنامههای صنفی کشاورزی هستند، تاکید شده است.
وی عنوان کرد: پیشنهادی که داریم این است که شناساییهایی برای افرادی که در سرمایهگذاریهای موفق در شهرستانها تاکنون ورود پیدا کردهاند و میتوانند بخشی از فعالیت خودشان به مناطق روستایی را انتقال دهند. این تسهیلات برای اینگونه افراد میتواند مفید واقع شود.
