بودجه ۱۵۰۰ میلیارد تومانی جوابگوی نیاز صداوسیما نیست
در حال حاضر 62 شبکه تلویزیونی و 83 شبکه رادیویی در کشور وجود دارد. طبق آماری که رئیس صداوسیما در اواخر سال 95 ارائه کرد این سازمان ماهیانه 185میلیارد تومان حقوق به کارمندان خود میپردازد.
به گفته علیعسگری این سازمان در مراحلی مجبور به استثمار نیروهای خود است، چرا که توان پرداخت حقوق مکفی به نیروهایش ندارد و بیش از 1100 میلیارد تومان بدهی دارد و دولت در کمک به آنها سهم خود را ایفا نمیکند.
عدم حمایت دولت از سازمانی که میتواند بدون داشتن رقیبی در داخل کشور، از قدرت انحصاریاش برای درآمدزایی استفاده کند، مطلبی است که جای بررسی دارد. اما گویا این روزها چشم امید رسانه ملی به بودجه دولتی است.
نماینده مجلس در شورای نظارت بر سازمان صدا و سیمای جمهوری اسلامی ایران یکی از کسانی است که روز گذشته به این موضوع اعتراض کرد.
عضو کمیسیون فرهنگی مجلس با اشاره به اینکه طبق برنامه ششم توسعه، بودجه صداوسیما باید هفت دهم درصد از بودجه عمومی دولت باشد، در نظر گرفتن اعتبار ۱ هزار و ۵۰۰ میلیارد تومانی برای آن را بیتوجهی دولت به حکم ب1رنامه دانست.
سید احسان قاضی زاده هاشمی با انتقاد از بودجه صداوسیما در لایحه بودجه سال 97، گفت: طبق برنامه ششم توسعه بودجه صداوسیما باید از سه و نیم دهم درصد به میزان هفت دهم درصد (0.7%) از بودجه عمومی دولت افزایش یابد؛ این درحالی است که در بودجه سال 97 به این قانون عمل نشده است.
نماینده سرخس، فریمان، احمدآباد و رضویه در مجلس شورای اسلامی تصریح کرد: در لایحه بودجه سال 97، بودجه صدا وسیما 1500 میلیارد تومان برآورد شده است و افزایش به میزان هفت دهم درصد از بودجه عمومی در آن رعایت نشده است ؛ این اتفاق خلاف برنامه ششم توسعه است و اگر دولت به آن اصرار ورزد برای تصویب در مجلس باید ⅔ نمایندگان به آن رای دهند تا تصویب شود چرا که این بخش از لایحه دولت خلاف قانون است؛ درغیر این صورت این رقم باید اصلاح شود.
وی با بیان اینکه در لایحه بودجه سال 97 بودجه بسیاری از حوزههای فرهنگی 13 تا 18 درصد رشد کردند اما برای سازمان صداوسیما همین افزایش نیز اتفاق نیفتاده است، ادامه داد: برای صداوسیما حکم ویژه برنامه ششم وجود دارد و این امر، تکلیفی والزامآور است اما دولت با عدد پیشنهادی در لایحه بودجه 97 خلاف برنامه و قانون عمل کرده است؛ در این صورت این سازمان با کسری بودجه مواجه شده و ناچار است با ساخت برنامههایی که بار فرهنگی ندارند کمبود مالی خود را تامین کند.
عضو کمیسیون فرهنگی مجلس با بیان اینکه نباید ردیفهای متفرقه درخصوص صداوسیما و درآمدهای این سازمان را جزء بودجه آن حساب کرد، گفت: عبارت هفت دهم درصد (7/0%) از بودجه عمومی دولت در ردیف خاص صدا وسیما آورده شده و ردیفهای متفرقه و درآمدهای این سازمان از این ردیف خاص جداست؛ مسولان نباید از قانون تفسیر دیگری کنند.
گفتنی است ماده 93 برنامه ششم توسعه بیان میکند: دولت مکلف است از ابتدای اجرای قانون برنامه در قالب بودجه سنواتی، سهم خود در تأمین بودجه سازمان صداوسیما را حداقل به میزان هفت دهم درصد (7/0%) بودجه عمومی دولت لحاظ و تخصیص دهد. افزایش اعتبار سازمان نسبت به سال پایه از محل این ماده جهت پوشش صددرصدی(1000%) استانها، توسعه کمی و کیفی برنامههای تولیدی (ملی، استانی و برون مرزی) پویانمایی(انیمیشن)، مستند و فیلمها و سریالهای فاخر و توسعه فنی هزینه میشود و هرگونه افزایش حقوق و مزایا جز به تناسب سایر بخشهای کشور که در بودجه سنواتی مشخص میشود، ممنوع است. سازمان صدا و سیمای جمهوری اسلامی ایران گزارش سالانه این ماده را به مجلس شورای اسلامی ارائه میکند.
