موفقیت طرح قاضی مدرسه در عمل

سید امیر مرتضوی معاون اجتماعی و پیشگیری از وقوع جرم دادگستری خراسان رضوی گفت: هم اکنون 150 استاد آموزش دیده برای طرح قاضی مدرسه در این حوزه فعال هستند و این طرح به ارتقاء آگاهی های عمومی و حقوقی در مدارس تغییر یافته است.

سید امیر مرتضوی که در اولین کارگاه تربیت مدرس با موضوع پیشگیری از خشونت ویژه سازمان‌های مردم نهاد سخنرانی می‌کرد، ضمن تشکر از دکتر رفاهی مدیرکل پیشگیری های مردمی و مشارکت های مدنی معاونت اجتماعی و پیشگیری از وقوع جرم قوه قضائیه به جهت اهتمام به بحث پیشگیری از خشونت و برگزاری کارگاه در مشهد گفت: نقش سازمان‌های مردم نهاد بر هیچکس پوشیده نیست و از ابتدای انقلاب هر کجا نقش مردم بیشتر بوده است پیروز بوده ایم و مردم در هر کجا حضور داشته اند توفیق داشته ایم.

وی با اشاره به حضور مردم در شکل‌گیری انقلاب اسلامی و همچنین ایام عزاداری تاسوعا و عاشورای حسینی و همچنین ایام اربعین گفت:در شکل گیری انقلاب اسلامی مردم و حضور آنها در صحنه بود که باعث پیروزی انقلاب گردید.همچنین مراسم عزاداری سید و سالار شهیدان نیز که با حضور میلیونی مردم برگزار میگردد کشور های مستکبر از جمله آمریکا را به فکر فرو برده و باعث ترس آنها میشود.

مرتضوی با بیان اینکه برای موفقیت باید به‌صورت مشارکتی و عالمانه اقدام نماییم افزود:رمز موفقیت حوزه پیشگیری اولا اقدام عالمانه و بر مبنای تحقیق و پژوهش است. اگر کاری را بدون تحقیق و پژوهش انجام دهیم ممکن است به نتیجه بینجامد اما کاربردی نخواهد بود.

معاون رئیس کل دادگستری خراسان رضوی در بخش دیگری از سخنان خود با اشاره به لزوم اجرای فعالیت ها بصورت مشارکتی و تاکید مقام معظم رهبری(مدظله العالی)بر لزوم مشارکت جمعی نیز افزود: برای موفقیت در پیشگیری باید به کار مشارکتی روی بیاوریم و تمامی سازمان های مسئول دست به دست هم بدهند تا بتوانیم آسیب ها را مهار نماییم. دستگاه قضائی و دیگر دستگاه‌ها باید به مردم و بطور متمرکز سمن ها اعتماد کنند و اگر بخواهیم به تنهایی به مقوله پیشگیری از آسیب‌های اجتماعی ورود کنیم از توانایی ما خارج است.

وی با اشاره اجرای موفق طرح قاضی مدرسه در استان خراسان گفت:در اجرای این طرح از ظرفیت برخی قضات،وکلا،مشاورین و همچنین از ظرفیت بسیج استفاده نموده و دو کارگاه آموزشی و توجیهی برای آنها برگزار نمودیم که اکنون 150 استاد آموزش دیده در این حوزه در حال فعالیت هستند و در حال حاضر عنوان طرح به ارتقاء آگاهی های عمومی و حقوقی در مدارس تغییر یافته است.

وی از دیگر دلایل توفیق پیشگیری را اعتقاد و باور به مقوله پیشگیری دانست و خاطر نشان کرد:بیش از 1980 عنوان مجرمانه در کشورمان با جمعیت 80 میلیونی در مقابل 600 عنوان مجرمانه در کشورهایی مانند هند و چین با جمعیت یک میلیارد و اندی نشان میدهد هنوز رویکرد ما آن‌طور که باید و شاید پیشگیری نیست.در حالیکه آیات و روایات فرآوانی داریم که به این امر تاکید دارند.

سید امیر مرتضوی با اشاره به فعایت وسیع سمن‌ها در استان خاطر نشان کرد: در شهر مشهد سمن هایی مانند موسسه حیات و نجات با بیش از هزار عضو شامل مدیران ارشد اجرایی،فرمانداران،معلمان و برخی دیگر از مدیران بازنشسته استانی در حال فعالیت هستند و اقدامات خوبی نیز تاکنون انجام داده اند.همچنین دهکده سفید دیگر سازمان مردم نهادی است که در حاشیه شهرمشهد به ترویج آموزش‌های حقوقی به مردم می‌پردازد.

سید امیر مرتضوی در انتها خاطر نشان کرد: از توانایی دستگاه های اجرایی خارج است که بخواهند به تنهایی به مقوله آسیب های اجتماعی ورود نمایند و لازم است به مردم و بطور متمرکز سازمان های مردم نهاد اعتماد کنند.

در ابتدای این مراسم رفاهی مدیرکل پیشگیری های مردمی و مشارکت های مدنی معاونت اجتماعی و پیشگیری از وقوع جرم قوه قضائیه ضمن تقدیر و تشکر از اقدامات انجام گرفته در استان خراسان خاطر نشان کرد:جناب آقای مرتضوی از بنیان گذاران بحث پیشگیری از جرم در قوه قضائیه است و زمانی که هنوز این معاونت در قوه تشکیل نشده بود نیز اقدامات پیشگیرانه ای از جانب ایشان انجام میگرفت.

وی ضمن تشکر از رئیس کل محترم و همچنین معاونت اجتماعی و پیشگیری از جرم خراسان رضوی و سایر همکاران محترم قضائی و اداری ایشان به جهت برگزاری کارگاه اظهار امیدواری کرد مدعوین بتوانند از موارد مطرح شده در کارگاه بهره کافی را ببرند و موارد را در استان های خودشان پیاده سازی نمایند.
