گواهینامه رانندگی اتباع درحال بررسی

مدیرکل امور اتباع و مهاجرین خارجی استان خراسان‌رضوی گفت: در کمیسیون ساماندهی اتباع خارجی در رابطه با موضوع اخذ گواهینامه برای اتباعی که کارت آمایش موارد مطرح شده و این موضوع ر  دستور کار قرار گرفته اما هنوز نتیجه قطعی و ابلاغ رسمی صورت نگرفته است.

نشست خبری با حضور محمد عجمی مشاور استاندار و مدیرکل امور اتباع و مهاجرین خارجی استان خراسان رضوی با اصحاب رسانه و جراید در سالن جلسات اداره کل امور اتباع خراسان رضوی برگزار شد

در ابتدای جلسه محمد عجمی گفت : برای پناهندگان یا اتباع خارجی که در استان خراسان رضوی حضور دارند داشتن مدرک IT معتبر در همه کارها لازم وضروری است ، بنابراین 150 هزار نفر اتباع خارجی که دارای کارت آمایش در استان هستند، در سال یک بار کارت های آمایش آن ها را به روزرسانی و تمدید می کنیم و امسال هم با توجه به اینکه 31/3/96 پایان کارت های آمایش بود به مدت 6 ماه تا تاریخ 30/9/96 کارت های آمایش مرحله یازدهم تمدید شده است . اتباع از تاریخ 18/7/96 طرح ثبت نام نوبت دهی آمایش دوازدهم ، به دفاتر کفالت مراجعه کردند و براساس نوبت دهی اقدامات آمایش دوازدهم صورت گرفته است ، و تا 30/9/96 فرصت ثبت نام در این طرح آمایش را دارند .

برای تعدادی از اتباع کارت آمایش مرحله دوازدهم چاپ و در اختیار آنان  قرار گرفته است. علاوه بر اتباعی که کارت آمایش مرحله  یازدهم دارند کسانی که برگه های تردد تحت عنوان « برگه های اصلاحات و تغییرات » دارند و آن برگه دارای اعتبار است ، می توانند در آمایش دوازدهم شرکت کنند. مبالغ واریزی و مدارک مورد نیاز در هنگام مراجعه اتباع به دفاترکفالت در تابلوی اعلانات دفاتر کاملا ثبت شده و طی برگه کوچکی که دفاتر تهیه کردند در اختیار این افراد قرار می گیرد .

عجمی در ادامه تاکید کرد و گفت : از 30/9/96 به بعد ما با کارت آمایش یازدهم به کسی ارائه خدمات در دستگاه های اجرائی نخواهیم داشت. بنابراین توصیه ما به اتباع خارجی دارای کارت آمایش مرحله یازدهم و برگه های اصلاح تغییرات این است که حتما در این فرصت به دفاتر کفالت مراجعه کنند و نوبت دهی بشوند و درنوبت تعیین شده مراجعه و کارت آمایش خودشان را دریافت کنند.

وی در رابطه با برگه های اصلاح تغییرات توضیحاتی داد و گفت : برگه های اصلاح تغییرات برگه های هستند که فرزند خانواده ازدواج کرده است و این افراد از پرونده والدین خود جدا شده اند ، لذا چون کارت آمایش هر روز امکان چاپ ندارد ودر سال یک بار انجام می شود در این مدت زمانی یک برگه ای به افراد داده می شود تحت عنوان « برگه اصلاحات و تغییرات » که این برگه چون  اعتبار آن سه ماه است ، اگر سه ماه تمام بشود باید تمدید کنند و آن برگه در حکم آمایش معتبر است .

او نیز به آمار جمعیت اتباع اشاراتی کرد و گفت : ما از مجموع 150 هزار نفر اتباع خارجی که در استان داریم حدود 145 هزار نفر اتباع افغانستان هستند و 5 هزار نفر اتباع عراق هستند و تعداد کمی هم اتباع پاکستان و ترکیه دیده می شوند.

 

شرایط اعزام به عتبات عالیات برای اتباع

وی در این باره گفت : این برنامه امسال برای دومین بار انجام می شود و سال قبل حدود 25 هزار نفر از اتباع که دارای کارت آمایش بودند به عتبات مشرف شدند . امسال از 1/7/96 اتباعی که دارای کارت آمایش معتبر ، روادید طرح خانواری ، پاسپورت اقامت غیرالکترونیکی  و کسانی که در طرح سرشماری شرکت کردند و دارای برگ رسمی سرشماری بودند ، از این گروه ها در دفاتر کفالت برای اعزام به عتبات ثبت نام شده است که تا 30/70/96 ظرف یک ماه 33 هزار نفر پیش ثبت نام کردند و ثبت نام اتباع افغانستانی تا 8/8/96 تمدید شده است . از این جمعیت 33 هزار نفر که پیش ثبت نام کردند حدود 8 هزار نفر ثبت نام آن ها قطعی انجام شده است که اطلاعات آن ها در سامانه سماح حج و زیارت وارد شده است و مدارک آن ها کامل شده است. استقبال اتباع خارجی استان خراسان رضوی نسبت به سال قبل حدود 8 هزار نفر افزایش داشته است و به همه این افراد خدماتی چون بیمه ارائه می شود.

 

شرایط اعزام اتباع عراقی مقیم ایران به عتبات عالیات

مدیرکل اداره اتباع و مهاجرین خارجی استان گفت: سال گذشته یک هفته قبل از  ایام اربعین اعلام شد اتباع عراقی که دارای کارت آمایش هستند می توانند به عتبات عالیات بروند در همین فرصت کم حدود یکصد هزار نفر اتباع عراقی که کارت آمایش داشتند اعزام شدند.امسال براساس تصمیمی که کمیته اربعین در مرکز گرفته است اتباع عراقی که دارای کارت آمایش هستند از 1/8/96 تا 15/8/96 می توانند با مراجعه به دفاتر کفالت و با ارائه مدارک درخواستی که کارت آمایش و با تکمیل فرم اطلاعات آن ها در این مراسم شرکت کنند. این اتباع عراقی که ثبت نام می کنند کسانی هستند که پاسپورت ندارند و چون کارت آمایش دارند نیاز به یک مدرک برای خروج دارند که توسط سفارت عراق برگه های صادر می شود و توسط کمیته مهاجرت خروج و بازگشت مجدد به برگه ها می خورد .

 

ایران خط ترانزیت برای عتبات عالیات

محمد عجمی در این رابطه بیان کرد : تعدادی از اتباع افغانستان سال گذشته با دریافت ویزای عراق در افغانستان و دریافت ویزای ترانزیت ایران به عتبات عالیات مشرف شدند و امسال این برنامه وجود دارد و اتباع افغانستانی که تمایل داشته باشند در ایام اربعین شرکت کنند این افراد می توانند با دریافت  ویزای عراق از سفارت عراق درکابل ، ویزای ایران را هم دریافت کنند و از طریق ترانزیت از مرز دوغارون یا فرودگاه شهید هاشمی نژاد وارد ایران بشوند و از مرز شلمچه خارج شوند . در صورتی که اتباع دارای ویزای عراق باشند به نمایندگیهای ایران در پنج ولایت افغانستان مراجعه کنند و ویزای ایران را دریافت کنند. این ویزا مخصوص ایام اربعین است و در ایام دیگری اعتبار ندارد.

 

موضوع گواهینامه اتباع خارجی

وی با اشاره به در دستور کار قرار گرفتن شرایط لازم برای اخذ گواهینامه اتباع افزود: البته برای گواهینامه های بین المللی توافق بین دو دولت ایران و افغانستان لازم است و در حال حاضر این توافق بین دولت ایران و افغانستان هنوز وجود ندارد. بنابراین اتباع تا قبل از اطلاع رسانی ما هیچ گونه مراجعه به دفاتر کفالت و اداره کل اتباع در مورد گوهینامه نداشته باشند.

مسائل مربوط به اتباع خارجی مربوط به یک دستگاه تنها نیست ، کمیسیونی تحت عنوان کمیسیون ساماندهی اتباع خارجی وجود دارد که وزیر کشور رئیس کمیسیون ساماندهی است و22 دستگاه در حوزه های اجرائی ، آموزشی، خدماتی ، بهداشتی ، انتظامی و امنیتی عضو کمیسیون ساماندهی هستند و هرچه در این کمیسیون تصویب شود برای همه دستگاه ها لازم الاجراست.
