عضو شورای چهارم شهر مشهد گفت: بخشش جریمه میلیاردی پیمانکار قطارشهری آن‌هم بعداز 4سال پیگیری،شتاب‌زده بود.
به گزارش اتفاقیه، جلال فیاضی در جلسه فوق‌العاده چهارمین شورای اسلامی شهر مشهد در جمع خبرنگاران افزود: تاخیر در ساخت خط2 قطارشهری مشهد همیشه از آن جمله موضوعاتی بوده‌است که بوسیله آن مدیریت شهری مورد هجمه قرار گرفته‌است برای همین در ابتدای کار شورای چهارم، درخواست تشکیل کمیته مرضی‌الطرفین برای بررسی علت تاخیر ساخت خط2 و مقصرین، به شورای ارائه شد که علی‌رغم تصویب آن در صحن علنی شورا و پیگیری‌های انجام شده، این کمیته هیچگاه تشکیل نشد.
وی ادامه داد: آقایان امروز بعداز 4سال تمام حرف‌های خود را در زمینه تعلل مدیریت سابق پس گرفتند و با رای خود عملا اعلام کردند تمام تاخیرها مجاز بوده‌است. نکته بعدی اینکه مصوبه تشکیل کمیته مرضی‌الطرفین 2بار تمدید شده بود که این نیز پس گرفته شد که جزء اتفاقات نادر در شورای شهر است.
فیاضی درباره رقم 800میلیارد ریالی تعیین شده بعنوان مبلغ جریمه برای قرارگاه خاتم‌الانبیا بعنوان پیمانکار پروژه، اظهار داشت: این رقم در گزارش معاونت فنی و عمرانی آمده‌است اما طبق تصویب شورای شهر، این معاونت کمیته مرضی الطرفین نیست و باید مدیران دیگری که در ساخت خط2 دخیل بوده‌‌اند نیز پاسخگو باشند.
وی تصریح کرد: من معتقدم اگر کمیته مرضی‌الطرفین تشکیل می‌شد و پس از مشخص شدن علت و میزان تاخیر، قرارگاه خاتم‌الانبیا(ص) مصالحه می‌کردند ایرادی نداشت. تشکیل این کمیته باعث شفافیت و مشخص شدن علت تاخیرها می‌شد.
این عضو شورای شهر چهارم با اشاره به هبه‌ها و مصوبه‌های اخیر شورا بیان کرد: بنظرم در این زمینه شتاب‌زده عمل شده‌است و درخصوص هبه‌ها باید بررسی بیشتری صورت می‌گرفت. برای مثال در جلسه گذشته حدود 400میلیارد تومان تراکم شناور داده شد که پیش‌فروش درآمدهای شهر است.
وی درباره عمکرد چهارساله خود در شورای چهارم شهر مشهد خاطرنشان کرد: من تمام تلاشم را انجام دادم اما به اهدافی که درنظر داشتم نرسیدم.
