حذف یارانه دهک‌های پردرآمد در سه ماه امکان پذیر نیست
رئیس سازمان برنامه و بودجه با اشاره به اینکه نمی‌توان برای حذف دهک‌های بالای پردرآمدی حساب و تراکنش مالی ۸۰ میلیون نفر را بررسی کرد، گفت: حذف یارنه نقدی دهک‌های پردرآمد در سه ماه امکان پذیر نیست.
محمدباقر نوبخت در نشست علنی عصر روز چهارشنبه مجلس و در جریان بررسی تبصره 14 بخش هزینه‌ای لایحه بودجه سال 97 افزود: دولت خود را موظف می‌داند که تمامی قوانین موضوعه که برای قوه مجریه تعیین می‌شود را اجرا کند، اما گاهی مکانیزم اجرا به گونه‌ای است که قابلیت اجرای آن ضعیف است و آنچه که در کاغذ متن انشاء می‌شود، امکان اجرا ندارد.
نوبخت با طرح این سوال که چگونه می‌توان حساب و تراکنش مالی 80 میلیون نفر را بررسی کرد، اظهار داشت: این اقدام می‌تواند آثار اقتصادی داشته باشد و امنیت اقتصادی را مخدوش کند.
سخنگوی دولت با بیان اینکه در تبصره 14 حکم شده که طی 3 ماه یارانه بخش قابل توجهی از مردم حذف شود، افزود: دولت با این موضوع که یارانه پردرآمدها باید حذف شود، موافق است، اما روش و مکانیزم اجرا مبنی بر اینکه طی 3 ماه بتوان دهک‌های پردرآمد را شناسایی کرد و به افرادی که مستحق دریافت یارانه هستند، پرداخت کرد، امکانپذیر نیست.
نوبخت در ادامه افزود: اگر این ساز و کار تعیین سه ماه اصلاح نشود، نمی‌توان یارانه دهک‌های پردرآمد را در این مدت زمان حذف کرد و برای اینکه در این زمان جامعه دچار مشکل نشود، مجلس امکان جابجایی از ردیف‌های هزینه‌ای غیرعمرانی را به دولت دهد.
