حذف دلالان پایانه مسافربری از شایعه تا واقعیت
«جارچیان و دلالان از پایانه مسافربری مشهد حذف شدند»، «جمعآوری دلالان پایانه مسافربری امام رضا (ع) آغاز شد»، «آغاز برخورد جدی با دلالان پایانه مسافربری» و… تیترهایی است که طی چند سال گذشته بارها و بارها از سوی رسانههای مختلف مطرح شده و همواره دستگاهها و نهادهای دست اندکار امر بر طبل برچیده شدن این مشکل کوبیدهاند.
به گزارش پایگاه اطلاعرسانی شهرداری مشهد مقدس، موضوع جولان جارچیان و دلالان در اطراف پایانه مسافربری امام رضا(ع) مسالهای است که تنها به امروز و دیروز ختم نمیشود. بلکه کلاف سردرگمی است که سالیان دراز است برای حل و فصل آن هر روز یک نسخه پیچیده میشود و هر زمان یک سازمان مدعی رفع و رجوع آن میشود.
با این حال چندی پیش، وحدتی معاون اداره کل راهداری و حمل و نقل جادهای خراسان رضوی از توافقی با نمایندگان قانونی رانندگان، مالکان ناوگان و شرکتهای حمل و نقل مسافربری برون شهری خبر داد که به نظر میرسد گام عملی در راستای ساماندهی دلالان و یا حذف آنان به جلو برداشته شده است.
بر این اساس 3 گروه نمایندگان قانونی رانندگان، مالکان ناوگان و شرکتهای حمل و نقل مسافربری برون شهری ملزم شدند هیچ مبلغی را به دلالان و جارچیها در پایانه امام رضا(ع) مشهد پرداخت نکنند و از ارائه تخفیفهای غیرمنطقی در بهای بلیتها خودداری کنند تا مسافران گرفتار افراد سودجو در پایانه مسافری مشهد نشوند.
منبع تغذیه دلالان را باید خشکاند
به منظور پیگیری بیشتر این موضوع در خصوص توافق اخیر و میزان اثربخشی آن در حذف یا ساماندهی دلالان، به سراغ مدیرعامل سازمان پایانههای مسافربری شهرداری مشهد رفته و وضعیت موجود را از مدیرعامل این سازمان جویا میشویم. گرچه این سازمان خود تاکنون و به تنهایی در راس هرم مبارزه با دلالان فعال در پایانه حاضر بوده و از گذشته تا امروز اقداماتی در این خصوص انجام داده است.
محسن شریعتی پیرامون وضعیت موجود در پایانه بعد از اجرای توافق بین نمایندگان قانونی رانندگان، مالکان ناوگان و شرکتهای حمل و نقل مسافربری برون شهری، منبع تغذیه دلالان فعال در پایانه را تشریح میکند و میگوید: خرید و فروش بلیت توسط شرکتهای مسافربری صورت میگیرد و از لحاظ مالی، پول صرفا در اختیار این شرکتها و البته اتوبوسرانان برون شهری است.
وی خاطرنشان میکند: عمده منابع مالی در اختیار این 2 قشر است و اگر قرار باشد پولی به دلال پرداخت شود، از سوی این 2 گروه صورت میگیرد.
مدیرعامل سازمان پایانههای مسافربری شهرداری مشهد به وضعیت رکود سفر با ناوگان حمل ونقل عمومی و کاهش مسافر طی چند سال اخیر اشاره کرده و توضیح میدهد: رکود سفر سبب شده درآمد شرکتهای مسافربری نیز به شدت تحت تاثیر قرار گیرد. از این رو این شرکتها خود نیز تمایل پیدا کردند در فرآیند برخورد با دلالان به طور جد وارد عمل شوند.
نتایج اولیه 2 هفته اجرای توافق در عمل
شریعتی با اشاره به ورود انجمن شرکتهای مسافربری و انجمن صنفی مالکان اتوبوسها به موضوع حذف دلالان تصریح میکند: با ورود این انجمنها به موضوع، کار برخورد با دلالان وارد مرحله جدیدی شده است. در ادامه اقدامات، توقف اتوبوسها در جایگاههای خود به حداقل نیم ساعت کاهش یافته است. همچنین دوربینهای ثبت تخلف سازمان ترافیک فعال شده است و پلیس راهور با اتوبوسهای متخلف در حوالی میدان انقلاب و میدان حافظ برخورد و اعمال قانون میکند.
مدیرعامل سازمان پایانههای مسافربری شهرداری مشهد به موضوع اینترنتی شدن فروش بلیت اشاره کرده و میگوید: یکی از راهکارهای مهم در حذف دلالان، اینترنتی شدن فروش بلیت است که ضرورت دارد دراین مورد مردم اطلاعات کافی داشته باشند.
شریعتی با اشاره به دیگر تغییرات حاصله ناشی از حذف دلالان میگوید: کاهش ترافیک بیرون از پایانهها نشان مثبتی از تلاش پلاکانی برای حذف دلالان است. با توجه به جرایم سنگینی که برای اتوبوسرانان متخلف در نظر گرفته شده و تا فک پلاک و ضبط دفترچه هم پیش میرود، میتوان انتظار داشت کار نتیجه بخش خواهد بود.
وی بیان میکند: روزانه 1500 دستگاه اتوبوس برون شهری در پایانه مسافربری امام رضا(ع) تردد دارد و اطلاعرسانی به تمام رانندههای برون شهری که از سایر شهرهای کشور به این پایانه تردد دارند، زمانبر است پس انتظار میرود با تکمیل روند اطلاعرسانی و تشدید برخوردها و صد البته همکاری سایر دستگاهها دیگر شاهد جولان دلالان در پایانه مسافربری نباشیم.
برخورد روزانه با دلالان!
مدیرعامل سازمان پایانههای مسافربری شهرداری مشهد با اشاره به اقداماتی که به منظور جمعآوری دلالان در پایانه صورت میگرفت، میافزاید: گشتهای ویژه از مبدا پایانه تا عوارضی مشهد و مسیر بالعکس راهاندازی شده و با اتوبوسهای متخلف برخورد میشود.
شریعتی با اشاره به دیگر اقدامات صورت گرفته در پایانه مسافربری به منظور حذف دلالان اضافه میکند: پیش از این، نیروی انتظامی پایانه مسافربری با همکاری دادستانی روزانه 10 تا 12 نفر از دلالان فعال در پایانه را دستگیر و به قید ضمانت، تعهد یا جرایم مالی آزاد میکرد. اما از آنجا که دلالی کاری سودآور و درآمدزا است، همواره رغبت برای بازگشت وجود دارد.
وی بیان میکند: درست است که این سازمان در این خصوص بارها ورود کرده، اما نمیتواند به تنهایی با دلالان برخورد کند و ضرورت دارد سایر دستگاههای ذیربط نیز در جمعآوری دلالان همت کنند. در غیر این صورت این بار نیز چیزی بیش از اقدامات مقطعی و موقت و مانور رسانهای رقم نخواهد خورد.
گرچه تا کنون شواهد نشان از اثربخش بودن نسبی نتایج توافق حاصله فیمابین انجمنها و شرکتهای مسافربری در حذف تدریجی دلالان از پایانه مسافربری دارد، اما قطعا سهم معاونت دادستانی، سازمان راهداری و حمل و نقل جادهای استان، پلیس راهور و سایر دستگاههای مرتبط میتواند پررنگتر از آنچه هست، باشد. بلکه معضل چندین و چند ساله جولان جارچیان و دلالان در پایانه مسافربری به سامان مشخصی برسد. خبرنگار ما در گزارشهای بعدی به سراغ این دستگاهها خواهد رفت و از آنان اهم اقدامات صورت گرفته در این زمینه را جویا میشود.
