یکصدایی و تعامل بین‌بخشی با هدف برطرف شدن مشکلات شهر
رئیس و جمعی از اعضای شورا با فرماندار مشهد دیدار و پیرامون مسائل و موضوعات شهر گفتگو کردند.
محمدرضا حیدری، رئیس شورای شهر مشهد در این نشست با اشاره به اشراف و شناخت فرماندار نسبت به مسائل شهر مشهد، اظهارکرد: مسائل مدیریت شهری اعم از شورا و شهرداری نسبت به گذشته دستخوش تغییرات بسیاری در ابعاد مختلف شده است؛ انتظارات مردم فزونی یافته و از سوی دیگر با کاهش اختیارات شورا روبرو هستیم.
وی با بیان اینکه فعالیت های شهرداری غیرقابل توقف است و حتی در صورت نبود منابع مالی نیز باید خدمات شهری به شهروندان ارائه شود، گفت: اداره شهر مشهد روزانه 3 میلیارد تومان هزینه دارد که این عدد فارغ از اعتبارات مورد نیاز برای اجرای عملیات عمرانی شهری است.
حیدری در ادامه صحبت های خود به دقت‌نظر شورا در تنظیم لوایح، طرح‌ها و مصوبات خود اشاره کرد و افزود: لغو مصوبات توسط کمیسیون تطبیق و دیوان عدالت اداری یکی از چالش های عمده شوراهای شهر است؛ شورای پنجم شهر مشهد به منظور دقت بیشتر و تلاش در جهت تطبیق حداکثری مصوبات خود با قوانین بالادستی اقدام به تشکیل کمیسیون حقوقی نموده که بواسطه آن تمامی طرح‌ها و لوایح با ریزبینی بررسی می‌شوند.
رئیس شورای شهر مشهد با بیان اهمیت بالای تعامل میان شورای شهر و کمیسیون تطبیق، گفت: تصریح کرد: شایسته است پیش از تصمیم‌گیری برای مصوبات در این کمیسیون، کار کارشناسی انجام شود و اعضای شورا و شهرداری برای ارائه توضیحات تکمیلی و توجیحات لازم حضور یابند.
حیدری اشاره‌ای هم به مناطق پیرامونی و کم‌برخوردار شهر داشت و اظهارکرد: مسائل و مشکلات این مناطق با تعامل میان استانداری، فرمانداری و شهرداری قابل پیگیری است.
وی با بیان اینکه هزینه های هنگفتی بواسطه مشخص نبودن محدوده خدماتی و حوزه نظارتی شهر مشهد به شهرداری تحمیل می‌شود، تصریح کرد: بعنوان مثال سازمان اتوبوسرانی و آتش‌نشانی خدماتی را در حومه شهر ارائه می‌کند که وظیفه‌اش نبوده و حقوق شهروندان مشهدی تضییع می‌شود.
حیدری خاطرنشان کرد: بواسطه طرح جامع، روستاهای متعدد بخش های مرکزی به حریم شهر افزوده شده و به همین خاطر در این زمینه باید مطالعات و بررسی های گسترده‌ای انجام و این مناطق ساماندهی شوند.
رئیس شورای شهر مشهد در این نشست افزود: در دوره های گذشته صرفا به ضرورت‌های شهر توجه شده و بحث های بنیادی این حوزه مغفول مانده است؛ امیدواریم با یک کار ویژه و خاص، در حوزه تقسیمات کشوری تصمیمات مناسبی اخذ شود و در این زمینه نمایندگان مجلس نیز اعلام آمادگی نموده‌اند.
حیدری با بیان اینکه به همت شبانه‌روزی خادمان مردم در حوزه مدیریت شهری مشهد بدنبال این هستیم که بهترین شرایط را برای زائران و مجاوران بارگاه منور رضوی فراهم آوریم، اظهارکرد: گشایش های فرهنگی، اجتماعی، اقتصادی و … نیاز امروز جامعه است و باید در این زمینه به یک مدیریت واحد منجسم دست پیدا کنیم.
وی همچنین در پایان بر آمادگی گسترش تعاملات میان مدیریت شهری و فرمانداری مشهد و دیگر نهادهای دخیل تاکید داشت.
در ادامه، احمدعلی موهبتی، فرماندار مشهد با تاکید بر اهمیت گسترش هم‌افزایی بین بخشی، این مهم را حلال بسیاری از مشکلات دانست و گفت: مشهد نیازمند هم‌آوایی و یکصدایی است و هر نهاد و سازمان و شخصی باید در حیطه مسئولیتی خود ابراز نظر کند؛ آینده را نباید فدای امروز کنیم.
موهبتی با اشاره به وضعیت آب و هوایی حاکم بر کشور و کاهش میزان بارندگی‌ها، تصریح کرد: خشکسالی موجب تشدید مهاجرت از شهرها و استان‌های اطراف به مشهد می‌شود و اگر به این موضوع توجه نکنیم، اثرات نامطلوبی خواهد داشت.
