مشاغل خانگی باید تقویت شوند
مدیر عامل اتحادیه دهیاریهای خراسانرضوی گفت: باید بتوانیم مشاغل خانگی را بیش از پیش شناسایی و تقویت کنیم، چرا که با توجه به اینکه ظرفیتهای ما، در روستاها و بیشتر بحث درآمدزایی و بازار رسانی است.
حسین شرفی روز پنج شنبه در جلسه دهیاران و روسای شوراهای اسلامی روستاهای بخش مرکزی مشهد که با حضور جمعی از مدیران استانداری، فرمانداری، بخشداری بخش مرکزی و سایر مدیران محلی و استانی در محل مرکز توانبخشی همدم برگزار شد، افزود: باید بتوانیم به مرحلهای برسیم که بحث اقتصادی معیشت خانوار را تامین کنیم و به عنوان مثال خوشبختانه از جمله ظرفیتهای موجود در بخش مرکزی شهرستان مشهد، نزدیک بودن بُعد مسافت روستاها به شهر مشهد است که ما باید بتوانیم از این جایگاه نهایت استفاده را در بحث بازار ببریم.
وی ادامه داد: هدف ما ارائه خدمات بهتر به روستائیان بوده است، اما متاسفانه نگرش در این حوزه به این صورت بوده که بیشتر در خصوص زمینههایی چون عمران، ارائه زیرساختها و ارائه خدمات در روستاها کار شده است که این خدمات ضروری بوده اما کافی نیست و امروزه شاهد بحث بیکاری، عدم اشتغال، عدم درآمد کافی روستائیان و همچنین متاسفانه با پدیده شوم مهاجرت نیز روبه رو هستیم که در این زمینه هم غفلتهایی صورت گرفته است.
شرفی عنوان کرد: در واقع آنچه که در بحث مقاومت اقتصادی در فرمایشات مقام معظم رهبری و سیاستگذاریهای دولت تدبیر و امید به آن اشاره شده، بنا است که این نگرش در روستاها تغییر کند و مسائل مربوط به اشتغال، در آمد خانوار روستایی، مشارکت و مشاغل خانگی در روستاها را در دستور کار خود قرار دهیم که خوشبختانه با حمایتهای بسیار خوب مجلس شورای اسلامی اتفاقات خوبی در طی دو سال اخیر در این زمینه رخ داده است و ما شاهد موفقیتهایی نیز بودهایم.
تعاونیها نیاز به معافیت مالیاتی دارند
مدیرعامل اتحادیه دهیاریهای خراسانرضوی خاطرنشان کرد: خوشبختانه در بحث اعتبارات و تسهیلات روستاها شرایط بسیار خوبی فراهم شده که امیدواریم دهیاران و شوراهای اسلامی شهر و روستا در حوزه اشتغال روستایی و استفاده از تسهیلات مربوطه به گونهای که بتوانیم شرایط ماندگاری و امید به زندگی در روستاها را فراهم کنیم، همکاریهای لازم را داشته باشند.
وی تاکید کرد: در حوزه بحث نمایندگان مجلس نیز انتظاراتی داریم.در حوزه تعاونیها، نیاز به معافیتهای مالیاتی داریم، در واقع برخوردی که در حوزه دارایی با شرکت تعاونی میشود با بحث بنگاههای اقتصادی منافاتی ندارد و آنچه که دهیاریها و شرکتهای تعاونی در آن فعالیتهایی دارند در حوزه روستاها است و انتظار داریم که در حوزه بحث عملکرد دارایی و معافیتهای مالیاتی، اقدامات لازم صورت گیرد.
شرفی در بخش دیگری از سخنان خود افزود: باید از ظرفیتهای موجود در شهرها و روستاهای این استان به بهترین شکل ممکن استفاده کنیم.بیشتر از آنچه که میتوانیم فعالیت کنیم و برای اینکه این ظرفیتها را بشناسیم لازم است آمار و اطلاعات دقیقی داشته باشیم و براساس آن، برنامه ریزی دقیق و جامعی برای اهداف خود داشته باشیم تا آنها در چارچوب اهداف خود پیادهسازی کنیم.
مدیر عامل اتحادیه دهیاریهای خراسانرضوی بر همین اساس، بهترین گزینه این است که بتوانیم از ظرفیتهای محلی و ارتباطات مردمی استفاده کنیم و در همین راستا باید نخبگان را شناسایی کنیم.همچنین باید ارتباطاتی با سرمایه گذاران داشته باشیم تا بتوانیم بیش از پیش در این حوزهها اقدامات خاص و مطلوبی را انجام دهیم.
دهیاریها بر بودجه روستاها نظارت کنند
در ادامه این مراسم نماینده مردم مشهد و کلات در مجلس شورای اسلامی گفت: دهیاریها باید هرساله در جریان مصارف بودجه سالیانهای که در اختیار شوراها قرار داده میشوند، قرار گیرند.
رضا شیران خراسانی با بیان اینکه در برنامه ششم اهداف بسیار جدی را برای دولت معین کردهایم، افزود: در واقع من انتظار دارم که مسائل بودجه هر روستا هر ساله از سوی دهیاریها پیگیری شود تا بدانند بودجهای را که سالیانه دریافت میکنند در چه راههایی صرف میشوند.
نماینده مردم مشهد و کلات در مجلس شورای اسلامی تصریح کرد: در همین رابطه تصمیم داشتیم پنج، تا هشت درصد اعتبار سرمایه استانی صرفا برای بازنگری طرحهای روستایی در نظر گرفته شود.
شیران خراسانی با بیان اینکه هزار میلیارد تومان مازاد برای آبیاری کشاورزی قرار دادهایم، خاطرنشان کرد: همچنین بنا به سفارش مقام معظم رهبری از صندوق توسعه ملی 1.5میلیارد دلار اجازه دادند که برای بنیاد مسکن برداشت شود و مجلس شورای اسلامی هم پنج هزار میلیارد تومان بانکها را مکلف کرد و 10هزار میلیارد تومان هم با نرخ کارمزد 6 درصد تنها برای روستاها در نظر گرفته شده است.
وی اضافه کرد: در بحث اشتغال روستایی و ماندگاری جمعیت در روستاها تنها با اقتصاد پویا و فعال امکان پذیر است و ما هرچه خدماتی را به آنها ارائه دهیم بازهم نمیتوانیم مانع مهاجرت آنها شویم.
نماینده مشهد و کلات در مجلس شورای اسلامی گفت: در فراکسیون کشور، هشت استان سیستان و بلوچستان، خراسان جنوبی، خراسان رضوی، خراسان شمالی، گلستان، سمنان، یزد و کرمان در شرق کشور انتخاب شدهاند که در این میان، این هشت استان 52 درصد مساحت کشور را در خود جای دادهاند اما جمعیت این مساحت 22 درصد جمعیت کشور و استان تهران به تنهایی 23 درصد جمعیت کشور را در خود جای داده است.
گفتنی است در حاشیه این جلسه تفاهمنامه همکاری میان بنیاد بینالمللی کودک با موسسه توسعه آموزشی- پژوهشی سینا (وابسته به بنیاد مستضعفان انقلاب اسلامی) نیز امضا شد.
