توئیت تامل برانگیز رئیس جمهور آمریکا پس از ترور چه معنایی می تواند داشته باشد؟
تکرار پروژه عراق درمورد ایران

محمد جواد ظریف، وزیر امور خارجه ایران، در چند ماه اخیر بارها اعلام کرده که مقصد گروه B آن است که پروژه عراق در زمان حمله بوش به این کشور را درباره ایران نیز پیاده کند. هوشمندی دیپلماتیک و قاطعیت نظامی ایران تا به حال بهانههای سیاسی و حقوقی را از آمریکا برای پیشبرد این طرح گرفته است. اما پروژه عراقیسازی ایران هیچ گاه متوقف نشده است. مروری مختصر بر پروژه عراق میتواند ابعادی از این مسئله را روشن کند. سابقه حضور آمریکا در منطقه خلیج فارس را به ویژه باید در دهههای 80 و 90 میلادی جستجو کرد. اساسا یکی از مهمترین دلایل حضور آمریکا در منطقه خاورمیانه از دهه 90ـ1980 تامین امنیت اسرائیل بوده است. این امر شاید مهمترین دلیل استراتژیک آمریکا برای دخالت در ژئوپلتیک خاورمیانه باشد. دلیل دیگر اقتصاد سیاسی نفت است. هر دوی این پایههای استراتژیک در حال حاضر برای آمریکا بیش از پیش فعال شده و اهمیت یافته است. بعد از جنگ خلیج فارس و آزادسازی کویت از چنگال صدام، این رژیم، تحت یک اجماع بین المللی اعمال تحریمهای طولانی مدت قرار گرفت که در نهایت به تحلیل رفتن کامل توان اجتماعی و لجستیک نظامی این کشور انجامید. بعد از آن نیز با بهانهسازیهای واهی، آمریکا با فریب افکار عمومی داخلی و جهانی به دنبال تحقق دو هدف استراتژیک خود در منطقه برآمد. گرچه نتیجه غیر از آنی شد که آمریکا به دنبالش بود و عراق به باتلاق نظامی ـ سیاسی آمریکا تبدیل شد که مجبور بود برای حفظ جان نیروهای خود از یک سو و حفظ آبروی استراتژیک خود در سطح جهانی مبنی بر «پیروزی بر تروریسم» و «ارمغان دموکراسی برای مردم عراق» از سوی دیگر، قانون اساسی این کشور را عجولانه و با نقصهای فراوان و با حذف یکی از جریانهای اصلی سیاسی ـ اجتماعی این کشور یعنی اهل سنت به تصویب و اجرا برساند. اساس مشکل قانون اساسی عراق را باید در نهادینه سازی تفکر «فرقهگرایی سیاسی» در ساختار قانون اساسی این کشور دنبال کرد که پیامدهای آن تا به امروز در توزیع قدرت نامتوازن و غیرمنطقی قدرت در سطح داخلی و به تبع آن ناکارآمدی تمامی حکومتهای برآمده از آن نمایان شده است. این ناکارآمدی حکومتها و عدم انسجام اجتماعی لازم، حول یک هویت ملی مدرن عراقی موجب شده تا همیشه درهای دخالت قدرتهای خارجی در عراق گشوده باقی بماند. توصیههای مکرر آیت الله سیستانی در این باره نیز ناظر بر همین آسیب است. حال همان پروژه عراق درباره ایران نیز دنبال شده است. رژیم صهیونیستی بیش از دو سال است که مرتب از نزدیک شدن ایران به مرزهایش هشدار میدهد و همیشه به همین بهانه حملات گاه و بیگاهی را علیه مواضع محور مقاومت در سوریه و عراق انجام داده است. حمله دقیق و حسابشده چندی پیش اسرائیل در سوریه به پایگاههای ایرانی (که خبر دروغ شهادت سردار حاجیزاده از دل آن منتشر شد) با حملات چند روز پیش آمریکا به نقاط حساس الحشد الشعبی (که شاهراه ارتباطی ایران با لبنان بوده است) را باید در کنار هم تحلیل کرد. ترامپ تا به حال قصد جنگ نداشته است؛ اما این دلیل نمیشود که بازماندگان تیم B (بنیامین نتانیاهو، بن سلمان و بن زاید) از تلاش خود برای گشودن پای آمریکا در جنگ با ایران دست بردارند. سیاست فشار حداکثری آمریکا دارای جنبههای اقتصادی و دیپلماتیک بوده است. تحریمهای اقتصادی با اعلام رسمی آمریکا به منظور محدود کردن قدرت پشتیبانی و لجستیک ایران از محور مقاومت انجام شده است. اما این پروژه در صحنه دیپلماتیک تا به حال موفقیتی به دست نیاورده است. یکی از موانع اصلی پیشبرد طرح گروه B تا به حال، عدم تمایل شدید رئیس جمهوری آمریکا برای شروع یک جنگ دیگر بوده است. ولی ترامپ که خط قرمز اصلی را کشته شدن شهروندان آمریکایی اعلام کرده بود، مجبور شد تا نسبت به کشته شدن یک پیمانکار آمریکایی در عراق واکنش نشان دهد و بهانه آن را به گردن ایران بیندازد. باید توجه داشت که شکست گروه B در پیشبرد برنامه دیپلماتیک خود در صحنه جهانی از یک سو و شاید وضعیت نامطمئن رئیسجمهوری آمریکا در صحنه داخلی این کشور به خاطر استیضاح موجب شد تا آنها به دنبال تلهگذاری برای ایران و بهانهسازی برای ورود آمریکا به یک جنگ دیگر روی آورند. حمله به نقاط استراتژیک حشد الشعبی در عراق و واکنشهای مردمی علیه اقدام آمریکا و سفارت این کشور در عراق در همین زمره قابل رهگیری است. چه بسا پیشبینی میکردند که عنصر کلیدی محور مقاومت با حضور میدانی خود درصدد بررسی و کنترل وضعیت برآید و به همین دلیل فرصت را غنیمت شمردند. از سوی دیگر شکست سیاست خارجی ترامپ درباره ایران و کره شمالی و پررنگ شدن فضای اجتماعی استیضاح او در داخل آمریکا در آستانه انتخابات، وی را به این فکر انداخته باشد که برای فرافکنی افکار عمومی داخلی، جریان فکری جامعه پوپولیست امروز آمریکا را به سوی یک جنگ اجتنابناپذیر دیگر سوق داده و همگان را بر سر این مسئله متحد کنند تا جایی که فضای استیضاح را به محاق بفرستند. (توئیت رئیسجمهور آمریکا بعد از انجام این ترور که پرچم آمریکا را نشان میدهد بسیار تاملبرانگیز است.) در اینجاست که منافع گروه B با منافع شخص رئیسجمهور برای انتخاب مجدد در دوره بعدی بر سر به راه اندازی جنگی دیگر با یکدیگر گره میخورد. چنانچه این سناریو در دستور کار باشد، اقدام هیجانی ایرانی در انتقامگیری به حق از شهادت سردار محور مقاومت، بازی در زمین طراحی شده دشمن است. بنابراین توصیه میشود که در وهله اول سیاستگذاران با نگاهی از دور به طراحی زمین بازی، تمامی زوایای آن را مورد ارزیابی دقیق قرار دهند. در قدم بعدی با توجه به اعلام رسمی مقامات ایران بر ضرورت انتقامگیری، این امر باید کاملا حساب شده و با زمینهسازیهای حقوقی ـ دیپلماتیک همراه باشد. یکی از این زمینهها میتواند تاکید بر مسئولیتپذیری عراق نسبت به حضور مستشاری سردار شهید سلیمانی در این کشور باشد تا در مرحله بعد بتوان مسیر آن را در شورای امنیت دنبال کرد. همچنین تاکید بر اجرای سیاست انتقامگیری از دو جهت ضروری است: اول آن که ایران نمیتواند نسبت به ماجراجویی خطرناک آمریکا ساکت بماند. چرا که این سکوت به تقویت موضع نظامی و سیاسی آمریکا و تیم B در منطقه منجر خواهد شد. دوم آن که عدم اجرای سیاستهای اعلامی در این سطح به ضعف قاطعیت نظامی ـ دیپلماتیک ایران در صحنه جهانی منجر خواهد شد.
