تنها حذف اعدام برای جرائم مواد مخدر راهگشا نیست
سردار محمد مسعود زاهدیان در «همایش صیانت و گفتمانسازی اجتماعی شدن مبارزه با مواد مخدر» در مشهد اولویت نخست در برخورد با آسیبهای اجتماعی را مبارزه با مواد مخدر ذکر و بیان کرد: مافیای بین المللی مواد مخدر وابسته به استکبار در جهت کشت و توسعه این مواد با سرویسهای اطلاعاتی مشارکت دارند که یکی از اهداف اصلی آنها ورود آسیبهای اجتماعی به ایران است.
وی افزود: سال 2001 میلادی و همزمان با ورود آمریکا به افغانستان 185 تن مواد مخدر در کشور همسایه تولید شده است. این میزان پارسال به چهار هزار و 400 تن رسید و پیش بینی می شود امسال میزان تولید مواد مخدر در افغانستان به هفت هزار تن برسد.
رئیس پلیس مبارزه با مواد مخدر نیروی انتظامی جمهوری اسلامی ایران به شرایط نابسامان امنیتی در افغانستان و پاکستان در منطقه مرزی با ایران اشاره و بیان کرد: ناتوانانی همسایگان در کنترل مرزها وظیفه پلیس ایران را برای حفاظت از مرز بیشتر کرده است و تلاش بیشتر این نیرو را درکنار مرزبانی در مبارزه با پدیده شوم مواد افیونی میطلبد. پلیس مبارزه با مواد مخدر در این مسیر هشت شهید و 10 جانباز تقدیم کرده است.
پلیس در برخورد با مواد مخدر جدی است
سردار زاهدی همچنین گفت: هشت هزار و 880 عملیات مسلحانه پلیس برای مبارزه با مواد مخدر پارسال انجام شد است که نشانگر جدیدیت برخورد با عاملان این پدیده خانمان برانداز است. در این مدت 710 تن مواد مخدر در سطح کشور کشف شد که 630 تن آن توسط پلیس مبارزه با مواد مخدر و 79 تن توسط سایر نهادها از جمله وزارت اطلاعات، سپاه و گمرک به دست آمد.
رئیس پلیس مبارزه با مواد مخدر نیروی انتظامی ادامه داد: 130 هزار معتاد متجاهر نیز پارسال در سطح کشور جمع آوری شده اند. این میزان نسبت به مدت مشابه قبل 35 درصد رشد داشت. در سه ماه نخست امسال هم 48 هزار و 717 متجاهر و 26 هزار و 500 خرده فروش جمع آوری شدهاند.
حذف اعدام در جرایم موادمخدر صلاح نیست
رئیس کل دادگستری خراسان رضوی نیز در این همایش گفت: نباید برای خوشایند دولتهای غربی و نهادهای استکباری مجازات اعدام از قوانین مبارزه با مواد مخدر حذف شود زیرا اگر هزاران تغییر در خود ایجاد کنیم از مخالفت و عناد آنها با جمهوری اسلامی ایران کاسته نمیشود.
حجت الاسلام علی مظفری افزود: قرآن و روایات مبنای شرعی مجازات اعدام در مبارزه با مواد مخدر است که به عنوان افساد فی الارض به حساب میآید. اعدام برای این جرائم بخاطر در نظر گرفتن مصلحت جامعه بشری است. مواد مخدر زمینه ساز فساد اخلاقی، اقتصادی و دیگر موارد مفاسد و جرائم است که آثار سوء آنها از همه موارد دیگر بیشتر است. همچنین در پایان این همایش در مشهد 17 تن مواد مخدر کشف شده در استانهای خراسان رضوی، شمالی، گلستان و مازنداران امحا شد.
همه نهادها و تشکلهای مردمی پای کار بیایند
علیرضا رشیدیان بیانکرد: در جامعه در حال گذر و تحول ما دولت، نیروی انتظامی، دستگاه قضایی و نهادهای غیردولتی نمیتوانند به تنهایی کاری از پیش ببرند. همه با آثار سوء مواد مخدر در همه زمینه های اجتماع و خانواده آشنا هستند و مقابله با آن تلاش جدی همه دستگاههای دولتی و غیردولتی را طلب میکند.
استاندار خراسانرضوی گفت: همکاری نهادهای مختلف دولتی زمانی نتیجه میدهد که عنصر همکاریهای مردم و نهادهای مردم نهاد نیز وجود داشته باشد و در کنار اینها آگاهی بخشی و اطلاع رسانی در خصوص مواد مخدر نیز جایگاه ویژهای دارد. رسانهها، صاحبان تریبون و منابر رسالت اصلی اطلاع رسانی در خصوص مواد مخدر صنعتی و مقابله با آن را برعهده دارند و اگر به دنبال جامعه سالم و پاک هستیم مستلزم آن است که فراتر از اقدامات سلبی که دستگاههای قضایی و امنیتی انجام میدهند در حوزه ایجابی و به خصوص در خانواده کار انجام شود.
توانمندسازی معتادان بهبود یافته اهمیت زیادی دارد
وی افزود: باید از روشهای متکی بر مجازات به سمت رویکردهای ایجابی مبتنی بر پیشگیری حرکت کنیم. در شرایطی که با رویکرد مواد مخدر در بین جوانان به سمت مواد صنعتی با انگیزه های جعلی کاهش وزن و تمرکز ذهن مواجهیم توجه جدی خانوادهها بر کنترل فرزندان بیشتر احساس میشود. افراد گرفتار با مواد مخدر بعد از جمع آوری و درمان نیاز به جامعه پذیری دارند. این امر نیازمند انجام کارهای بیشتری در زمینه توانمندسازی است.
با فروشندگان مواد مخدر به هیچوجه راه نمیآییم
فرمانده انتظامی خراسان رضوی نیز در این همایش گفت: ظرف سه ماه اخیر هفت تن و 700 کیلوگرم مواد مخدر توسط نیروی انتظامی و 2 تن نیز توسط نیروهای مرزبانی در این استان کشف و ضبط شده است.
سردار بهمن امیری مقدم ادامه داد: در همین مدت 228 محل توزیع مواد مخدر در سطح استان پلمب و 20 باند توزیع مواد افیونی متلاشی شده است. به موضوع مبارزه با مواد مخدر باید بطور اعتقادی نگاه شود زیرا در غیر این صورت پیشرفتی در کار نخواهد بود ضمن اینکه پیشگیری در این زمینه اهمیت فراوانی دارد. در مبارزه با مواد مخدر همه نهادها در کنار یکدیگر هستند و در زمینه برخورد با سوداگران مرگ به هیچ عنوان کوتاه نمیآییم. همچنین در پایان این همایش در مشهد 17 تن مواد مخدر کشف شده در استانهای خراسان رضوی، شمالی، گلستان و مازنداران امحا شد.
