عزیز اله اف و کرونا !
در ایام درگیری همه اقشار جامعه با موضوع کرونا و با رعایت پروتوکل های بهداشتی جلسه بررسی وضعیت مرمت و بازسازی سرای عزیز اله اف روز گذشته به دعوت شهردار منطقه ثامن، با حضور سید محمدرضا هاشمی،معاون استاندار خراسان رضوی و فرماندار مشهد مقدس ، مکرمی فر مدیرکل اداره میراث فرهنگی ، صنایع دستی وگردشگری استان و حجت الاسلام صالح معاون دادستان مشهد و رییس مجتمع قضایی ثامن در محل سالن جلسات شهرداری منطقه ثامن برگزار گردید.
به گزارش صبح امروز، مردادماه سال 1398 بود که پس از برگزاری جلسات متعدد از سال 96، نهایتا با اتخاذ تصمیم جمعی و دستور مقام محترم قضایی،حیاط کوچک سرای عزیز ا… اُف تخلیه و جهت انجام مرمت و بازسازی تحویل اداره کل میراث فرهنگی صنایع دستی و گردشگری استان خراسان رضوی گردید.
بر اساس توافقات انجام شده وظیفه مرمت و بازسازی سرای عزیزالله اف بر عهده اداره کل میراث فرهنگی صنایع دستی و گردشگری قرار گرفته و شهرداری منطقه ثامن، ضمن تامین یک سوم هزینه های مرمت و بازسازی در خصوص جابجایی کسبه و تحویل محل کسب موقت در سایر مراکز تجاری در این زمینه همکاری می نماید.
در این راستا کمیته راهبری با حضور نمایندگان اداره کل میراث فرهنگی صنایع دستی و گردشگری استان، شهرداری منطقه ثامن، مجتمع قضایی ثامن و فرمانداری مشهد مقدس برای بررسی موضوعات مرتبط با مرمت و بازسازی سرای عزیزا… اف شکل گرفت، که دبیرخانه آن در شهرداری منطقه ثامن مستقر می باشد.
برای حل و فصل موضوعات چند وجهی منطقه ثامن کمیته آسیب شناسی از سالیان قبل با حضور فرماندار مشهد، معاون دادستان و رئیس مجتمع قضایی ثامن، شهردار منطقه ثامن، فرماندهی نیروی انتظامی منطقه ثامن و نمایندگان اداره کل میراث فرهنگی صنایع دستی و گردشگری استان، اداره اماکن،نیروی انتظامی،مرکز بهداشت ثامن، پلیس راهور،و سایر دستگاه های خدمات رسان منطقه ازجمله شرکت برق،آب و فاضلاب و گاز به صورت ماهیانه تشکیل می گردد.
موضوع سرای عزیزالله اف در ۶ جلسه از جلسات کمیته آسیب‌شناسی طرح موضوع شده تا اینکه عملیات اجرایی آن آغاز گردیده است اینک با توجه به کندی عملیات اجرایی مرمت و بازسازی سرای عزیزالله اف و برای تسریع در انجام کار و رسیدن به برنامه زمانبندی مناسب جلسه مذکور به دعوت شهردار منطقه ثامن تشکیل گردیده است.
در این جلسه سید محمدرضا هاشمی معاون استاندار خراسان رضوی و فرماندار مشهد مقدس با اشاره به اینکه خوشبختانه با پیگیری های شهرداری منطقه ثامن اقدامات بسیار خوب و اثرگذاری از سوی مدیریت شهری در دوره پنجم در طرح نوسازی و بهسازی بافت پیرامون حرم مطهر رضوی شکل گرفته و پروژه‌های بزرگی در این محدوده به سرانجام رسیده است،گفت: در مسائل مختلف استان و به ویژه شهر مشهد مقدس خوشبختانه همدلی و وفاق مناسبی را از سوی مجموعه مدیران دستگاه‌های مختلف شاهد هستیم و امیدواریم با ادامه این روند اجرای سایر پروژه های این محدوده از جمله طرح مرمت و احیای سرای عزیزاله اف هر چه سریعتر به انجام برسد.
وی پس از شنیدن نظرات اعضای جلسه در خصوص علل کندی پیشرفت عملیات اجرایی این پروژه افزود با توجه به توضیحات مدیر کل میراث فرهنگی صنایع دستی و گردشگری استان در رابطه با محدودیت بودجه‌ای، که یکی از علل طولانی شدن طرح مرمت سرای عزیزاله اف می باشد، اظهار کرد: شهرداری منطقه ثامن با همان جدیت و همتی که در اجرای دیگر پروژه‌ها داشته است در این مسیر یاری گر اداره کل میراث فرهنگی و صنایع‌دستی و گردشگری استان باشد.
هاشمی تاکید کرد به معاون عمرانی خود نیز ماموریت می دهد تا در جلسات آتی کمیته راهبری طرح مرمت سرای عزیزالله اف حضور یافته تا فرمانداری هم در صورت نیاز چه از نظر مسائل فنی و جز نظاره منابع مالی بتواند به روند مرمت و بازسازی سرای عزیزاله اُف سرعت ببخشد.
سید مصطفی نعمتی شهردار منطقه ثامن در ابتدای این جلسه گزارشی از پیگیری ها و اقدامات شهرداری منطقه ثامن در خصوص سرای عزیزا… اف ارائه نمود و گفت: متاسفانه روند اجرایی مرمت سرای کوچک که مسئولیت اجرای آن به عهده اداره کل میراث فرهنگی صنایع دستی و گردشگری استان می باشد، به کندی در حال اجراست؛که باید دلایل این مسئله بررسی و نسبت به رفع موانع تصمیم گیری مناسب صورت پذیرد.
وی با اشاره به اینکه مدیریت شهری پس از ارزیابی های انجام شده و با توجه به مشاهده وضعیت اسف‌بار کالبدی سرای عزیزاله اف یکی از اولویت‌های کاری خود را برطرف کردن وضعیت آن قرارداده افزود: پس از هم افزایی همه دستگاه‌ها و جمع‌بندی مطالعات اولیه و برنامه‌ریزی‌های به عمل آمده، در نهایت در مرداد ماه سال گذشته طبق مصوبات کمیته راهبری شهرداری منطقه ثامن نسبت به واگذاری ۵۰ واحد تجاری به عنوان مکان موقت به کسبه این مجموعه در مجتمع تجاری اداری عدالت و بازار عباسقلی خان اقدام و با حمایت مجتمع قضایی ثامن تخلیه سرای کوچک انجام شد، و همچنین با اخذ پیمانکار از سوی اداره کل میراث فرهنگی، صنایع دستی و گردشگری استان عملیات مرمت بنا آغاز گردید.
شهردار منطقه ثامن با بیان اینکه علل اصلی عدم پیشرفت مناسب این پروژه نبود برنامه زمانبندی و مشخص نبودن برآورد ریالی پروژه مذکور می باشد، گفت: به منظور دستیابی به هدف استحکام‌بخشی و مرمت سرا، می بایست دو فاکتور مهم هزینه و زمان را با برنامه‌ریزی دقیق ترین مدیریت نمود.
مکرمی فر مدیرکل میراث فرهنگی صنایع دستی و گردشگری استان نیز در ادامه با بیان اینکه منابع مالی ما برای مدیریت این مجموعه بزرگ محدود می باشد و اگر بخواهیم به صورت متمرکز بر روی یک پروژه به خصوص کار را به انجام برسانیم، ممکن است در مدیریت دیگر پروژه ها به مشکل بر بخوریم، از شهرداری منطقه ثامن خواست با توجه به عدم امکان تامین اعتبار در ابتدای سال از سوی اداره کل میراث فرهنگی، صنایع دستی و گردشگری استان؛ شهرداری با تامین اعتبار در ابتدای سال در خصوص تسریع در مرمت و بازسازی سرای عزیزا… اُف به کمک این مجموعه بیاید.
شایان ذکر است در نهایت حسب همفکری و توافق انجام شده در این جلسه مقرر شد فعالیت مجدد مرمت و بازسازی حیاط کوچک سرای عزیزالله اف حداکثر ظرف مدت یک هفته آینده از سوی اداره کل میراث فرهنگی صنایع دستی و گردشگری استان آغاز و برنامه زمانبندی اجرای کار نیز از سوی اداره کل میراث فرهنگی، صنایع دستی و گردشگری استان به کمیته راهبری سرای عزیزاله اف ارائه شود تا پس از تصویب معیار بررسی پیشرفت کار قرار گیرد.
همچنین در این جلسه مقرر شد شهرداری منطقه ثامن با تامین اعتبار لازم در ابتدای سال همراهی مناسب را با اداره کل میراث برای تسریع در عملیات مرمت و بازسازی سرای عزیزاله اف به کار بندد.
در پایان این جلسه مدیر کل میراث فرهنگی صنایع دستی و گردشگری استان اظهار امیدواری کرد که عملیات مرمت و بازسازی این بخش از سرای عزیزالله اف تا پایان سال جاری به اتمام برسد.
