اصلاح زیرساخت بافتهای ناکارآمد مساعدت ویژه مجلس را میطلبد
سرپرست شرکت عمران و بهسازی شهری ایران گفت: وقتی صحبت از دخالت دولتها به میان میآید باید الزام و اجازه قانونی به دستگاههای دولتی داده شود تا بخشی از فعالیتهای حوزه خود را به منظور اصلاح زیرساخت بافتهای ناکارآمد به این سمت سوق دهندکه مساعدت ویژه مجلس شورای اسلامی را میطلبد.
هوشنگ عشایری با بیان این مطلب افزود: توجه ویژه مقام معظم رهبری و مسئولان نظام به حل معضلات و مسائل بافتهای فرسوده و حاشیه شهرها به ویژه در شهرهای مذهبی و به طور خاص در مشهد مقدس، دغدغهمندی بیشتر سایر مسئولان ذیربط را میطلبد که حضور اعضای کمیسیون عمران مجلس شورای اسلامی و دیگر مسئولان مرتبط در این جلسه موید همین موضوع است.
وی با اشاره به اینکه محلات ناکارآمد شهری، 141 هکتار از مجموع 543شهر با جمعیت بالای50 هزارنفر را شامل میشوند و مجموعا بالغ بر 19 میلیون نفر از جمعیت کشور را در برگرفتهاند، تصریح کرد: باید با بهرهگیری از توان و ظرفیت شهروندان و بخش خصوصی پیرامون اقدامات اثربخش در جهت اصلاح این محلات صورت پذیرد.
عشایری افزود: برای بهبود وضعیت زندگی شهروندان ساکن در 1334 محله موجود در سطح کشور، چه در حوزه کالبدی و سختافزاری و چه از منظر نرمافزاری، اجتماعی و اقتصادی در برنامه ششم قوانین و مقرراتی وضع شده است که طبق پیشبینی ما برای تحقق آنها تا سال 1400 بیش از 133 هزار میلیارد تومان منابع مالی موردنیاز است.
عضو هیئت مدیره و سرپرست شرکت مادرتخصصی عمران و بهسازی شهری ایران ضمن تاکید بر اینکه توان انحصاری بخش خصوصی یا شهرداریها و یا دولت هیچ یک به تنهایی برای اجرای این پروژهها کافی نیست، گفت: اگر سالانه 100 هزار واحد مسکونی جدید با میانگین 85 مترمربع در این فضا ساخته شود، شاهد بالغ بر 48 تا 50 هزارمیلیاردتومان بازگشت سرمایه خواهیم بود.
وی ادامه داد: این میزان تنها 40 درصد از منابع خواهد بود و برای تامین بخش دیگر آن میتوان از 30 درصد توان شهرداریها و 30 درصد دخالت موثر دولت بهره گرفت.

عشایری افزود: به زودی جلسهای ویژه با حضور وزیر راه و شهرسازی، استاندار خراسان رضوی و مدیران شهری مشهد مقدس در جهت حل مشکلات آن خواهیم داشت که امیدواریم نتایج خوبی به دنبال داشته باشد.
