دانشگاه به مترو رفت
شورای اسلامی شهر مشهد در سیامین جلسه علنی خود نام ایستگاه «پارک ملت» خط 1 قطارشهری را به «پارک ملت/دانشگاه فردوسی» و نام ایستگاه «سلامت» خط 2 به «شهرک سلامت/دانشگاه علوم پزشکی» تغییر داد و ایستگاه خیابان شاهد خط3 قطارشهری به «دانشگاه آزاد اسلامی» نامگذاری خواهد شد.
احسان اصولی، رئیس کمیسیون فرهنگی، اجتماعی، زیارت، گردشگری و رسانه شورای اسلامی شهر مشهد در ابتدای بررسی این لایحه، اظهار کرد: طبق بررسیهایی که در کمیسیون فرهنگی انجام شد، دانشگاه فردوسی، دانشگاه علوم پزشکی و هم دانشگاه آزاد اسلامی سه دانشگاه بزرگ و فعال با اساتید و دانشجویان بسیار در شهر مشهد هستند و در مجاورت ایستگاههای این خطوط اماکنی داریم که در اختیار این دانشگاههاست و به جهت هویتی و اینکه توجه و حمایتی از مراکز علمی و دانشگاهی انجام شود تغییر نام سه ایستگاه به نام دانشگاهها تهیه شده است.
وی ادامه داد: همچنین در تبصره این لایحه تغییر نامها منوط به نظرسنجی از مردم شده است.
در ادامه رمضانعلی فیضی، عضو شورای اسلامی شهر مشهد در تذکری طرح تغییر نام در صحن علنی شورا بدون تصویب شورای نامگذاری را خلاف قانون عنوان کرد که این تذکر از سوی رئیس کمیسیون فرهنگی و همچنین رئیس شورا رد و این موضوع قانونی عنوان شد.
محمدهادی مهدینیا، عضو شورای اسلامی شهر مشهد نیز در سئوالی با اشاره طرح مباحثی در خصوص به هزینه 500 میلیون تومانی تغییر نام ایستگاه پارک ملت، پرسید: با توجه به مسبوق به سابقه بودن تغییر نامها، آیا تحقیقی در خصوص بار مالی آن صورت گرفته که این ارقام درست است یا خیر؟
تغییر نام هر ایستگاه حدود 500 میلیون تومان هزینه دارد
محمدحسین ودیعی، عضو شورای اسلامی شهر مشهد در موافقت با این لایحه، گفت: در بسیاری از شهرهای بزرگ دنیا همه ایستگاههایی که نزدیک دانشگاههاست، برای بزرگداشت مقام علم و فرهنگ و متقاضیان زیاد به نام دانشگاههای نزدیک آن ایستگاه نامگذاری شده است.
ودیعی با بیان این که «تغییر نام هر ایستگاه حدود 500 میلیون تومان هزینه دارد»، تصریح کرد: با این حال به نظر من برخی از این هزینهها قابل اجتناب است و میتوان آنها را به مرور انجام داد.
ایراد طوانی بودن وارد است
در ادامه هادی بختیاری، معاون فرهنگی و اجتماعی شهردار مشهد در خصوص این نامگذاری، بیان کرد: در کمیته نامگذاری تغییر نام ایستگاه «پارک ملت» به «دانشگاه فردوسی» تصویب شده بود که یک عبارت تک سیلابی بود. با این وجود این نام در شورا به «پارک ملت/دانشگاه فردوسی» تغییر کرد و در آییننامه نیامده که اگر شورا تغییری در نامگذاریهای کمیته نامگذاری ایجاد کند چه روندی باید طی شود. بر این اساس ایراد طولانی بودن این نام وارد است.
سرانجام با رأی اعضای شورا، نظریه کمیسیون فرهنگی تصویب و نام ایستگاه «پارک ملت» خط یک قطارشهری به «پارک ملت/دانشگاه فردوسی» تغییر پیدا کرد.
شهرک سلامت ممیز دانشگاه علوم پزشکی
در ادامه تغییر نام ایستگاه «سلامت» خط2 قطارشهری به «دانشگاه علوم پزشکی» مورد بررسی قرار گرفت و محمدهادی مهدینیا، عضو شورای اسلامی شهر مشهد در پیشنهادی، عنوان کرد: این مکان هم ستاد مرکزی دانشگاه علوم پزشکی مشهد است و هم تعدادی بیمارستان در آن وجود دارد و قرار است در آینده بیمارستانهای دیگری نیز در آنجا تأسیس شود، به نام شهرک سلامت شکل گرفته است، بنابراین پیشنهاد دارم نام این ایستگاه به ایستگاه «شهرک سلامت/ دانشگاه علوم پزشکی» تغییر کند.
هادی بختیاری، معاون شهردار در ادامه در این خصوص، گفت: این تغییر نام مصوبه کمیته نامگذاری ندارد و هیچ مطالبهای پشت این نامگذاری نبوده و تصمیمی است که خود شورا میگیرد و نه مردم و نه دانشگاهیان در این خصوص مطالبهای داشتند.
با رأی اعضای شورای شهر مشهد نام ایستگاه «سلامت» خط 2 قطارشهری مشهد به «شهرک سلامت/ دانشگاه علوم پزشکی» تغییر کرد. همچنین نام ایستگاه خیابان شاهد خط 3 قطارشهری مشهد به «دانشگاه آزاد اسلامی» نامگذاری شد.
مسکوت ماندن یک ماهه افزایش نرخ تاکسیهای درون شهری مشهد
سومین دستور کار سی امین جلسه علنی نیز به بررسی نظریه کمیسیون برنامه و بودجه و نظریه کمیسیون حمل و نقل و ترافیک در خصوص لایحه شهرداری در زمینه افزایش نرخ تاکسیهای درون شهری برای سال 97 اختصاص یافت.
در ابتدای بررسی این لایحه، پیشنهاد 5 نفر از اعضا برای مسکوت ماندن یک ماهه آن توسط رئیس شورا قرائت شد.
شهناز رمارم، عضو هیئت رئیسه شورای اسلامی شهر به عنوان یکی از پیشنهاد دهندگان، بیان داشت: اینکه افزایش قیمتها با اندازه تورم در اختیار شورای شهر است شکی نیست و جزء ضروریات است لذا چون لازم است جزییات این افزایش قیمت بررسی بیشتری شود و نحوه افزایش نرخ دقیقتر تعیین گردد زمان یکماهه برای بررسی لازم است.
سید مسعود ریاضی، رئیس کمیسیون ویژه توسعه و عمران توس نیز اظهار داشت: این مصوبه دو طرف دارد که یکی مسافرین بوده و یکی رانندگان هستند. با توجه به اینکه به نظر میرسد بررسی کاملی صورت نگرفته است، لذا پیشنهاد میشود به مدت یکماه مسکوت مانده و در کمیسیونهای تخصصی و مشترک بررسی شود.
محمد حسین ودیعی، دیگر عضو شورا به عنوان مخالف این مسکوت ماندن، تصریح کرد: چون مطالباتی از طرف تاکسیرانان داریم لذا زمان بیشتر از دو هفته را برای مسکوت ماندن را مناسب نمیدانم.
وحید برکچی، معاون حمل و نقل و ترافیک شهرداری مشهد هم در این خصوص گفت: همه بخشها از اول سال دستمزدهایشان گران شده است. لوازم و قطعات تاکسیرانان هم بیش از پیشنهادی که ما دادهایم گران شده است. با توجه به اینکه در مردادماه قرار داریم به تعویق انداختن بیشتر این افزایش قیمت صلاح نیست.
مجتبی بهاروند، رئیس کمیسیون حمل و نقل و ترفیک شورا خاطرنشان ساخت: این موضوع در کمیسیون بررسی شد اما ما پیشنهاد دادهایم که دو هفته دیگر زمان برای بررسی این لایحه اختصاص داده شود.
در نهایت با رای اعضا، پیشنهاد برگشت به کمیسیون مشترک تصویب شد. سپس پیشنهاد مسکوت ماندن دو هفتهای ارائه گردید که این پیشنهاد رای نیاورد لذا این لایحه به مدت یک ماه از دستور کار خارج شد.

اعضا در آخرین دستور کار این جلسه علنی، نظریه کمیسیون مشترک برنامه و بودجه و کمیسیون حمل و نقل و ترافیک در خصوص لایحه شهرداری در زمینه تعیین قیمت کارت شهروندی ( من کارت، مشهد کارت و زائر کارت)، مشوقها و بهای خدمات شارژ را به بحث و بررسی گذاشتند.
رئیس کمیسیون حمل و نقل و ترافیک شورای شهر مشهد در این خصوص گفت: به منظور تشویق شهروندانی که برای شارژ من کارت از ابزارهای الکترونیکی بدون دخالت عوامل انسانی از طرق مختلف نظیر تلفن همراه، کیف پول الکترونیکی و پایانه های غیرنقدی استفاده می کنند پنج درصد اعتبار مازاد بر مبالغ پرداختی اعمال می شود.
مجتبی بهاروند افزود: این مصوبه به صورت آزمایشی و به مدت شش ماه اجرا می شود و اطلاع رسانی لازم از طریق شورای اجتماعی محلات، تبلیغات شهری و توزیع بروشور صورت می گیرد.
