عزم دو کشور بر ارتقاء روابط سیاسی و اقتصادی است
رئیس گروه دوستی پارلمانی ایران و روسیه با تشریح نتایج سفر چهار روزه به مسکو گفت: کارگروه پارلمانی ایران و روسیه که ذیل گروه دوستی پارلمانی دو کشور تشکیل شد، هر دو ماه یکبار تشکیل جلسه میدهد.
رمضانعلی سبحانیفر افزود: سفر هفته گذشته رئیس مجلس شورای اسلامی به همراه گروه دوستی پارلمانی ایران به روسیه به دو منظور انجام شد. هم برای شرکت در کنفرانس مبارزه با مواد مخدر و هم به مرحله اجرایی درآوردن توافقات سفر قبلی لاریجانی به سنپترزبورگ که در آبانماه انجام شد.
نماینده مردم سبزوار در مجلس با تشریح نتایج سفر دوم رئیس مجلس شورای اسلامی به روسیه، گفت: لاریجانی در کنفرانس مبارزه با موارد مخدر و همچنین کارگروهها و نشستهای فرعی این اجلاس دیدگاهها و نظرات جمهوری اسلامی ایران را تبیین کرد و در نهایت بیانیهای چند مادهای اجلاس صادر شد. در این بیانیه مجالس کشورهای عضو بر یکسانسازی قوانین مبارزه با مواد مخدر موظف شدند همچنین مجالس کشورها باید تلاش کنند تا اگر فردی در یک کشور مجرم شناخته شد، فرد مجرم نتواند به کشور دیگر فرار کند و جرمش در آن کشور نیز با عواقب یکسان مجازات شود.
رئیس گروه دوستی پارلمانی ایران و روسیه، ضبط اموال قاچاقچیان، تشدید مسئولیتها برای جذب جوانان، تنظیم مطالبات مشخص شده، جلوگیری از قانونسازی و تشکیل بانک قانون جرایم مواد مخدر را از دیگر محورهای مورد تاکید در قطعنامه پایانی این اجلاس برشمرد.
سبحانیفر با تشریح دومین دلیل سفر رئیس مجلس شورای اسلامی به مسکو، گفت: در سفری که لاریجانی در آبان ماه به سنپترزبورگ داشت بر یافتن راهکارهای اقتصادی برای ارتقاء و تحکیم روابط سیاسی و اقتصادی توافقاتی با رئیس دومای روسیه داشت. در سفر هفته گذشته پارلمان دو کشور به این جمعبندی رسیدند که برای اجرایی شدن این توافقات کارگروهی ذیل گروه دوستی پارلمانی دو کشور تشکیل دهند تا راهکارهای مناسب بررسی شود تا اگر نیاز به تصویب قوانین جدید باشد یا گرههایی در اجرای قوانین و مقررات وجود دارد، مجالس دو کشور اقدام کنند.
نماینده مردم سبزوار در مجلس از تشکیل کارگروه پارلمانی ایران و روسیه ذیل گروه دوستی پارلمانی دو کشور خبر داد و افزود: رئیس مجلس شورای اسلامی و رئیس دومای روسیه پس از افتتاح کارگروه پارلمانی دو کشور ابراز تمایل کردند جلسات این کارگروه به صورت مستمر تشکیل شود. از این رو توافق شد تلاش پارلمان هر دو کشور این باشد که جلسات کارگروهها هر دو ماه یک بار در یکی از این کشورها تشکیل شود تا روند اجرایی توافقات به خوبی دنبال شود.
وی با تاکید بر اینکه شرایط دیپلماتیک و سیاسی ایران و روسیه در بهترین شرایط طی دهههای گذشته است، گفت: این شرایط ایجاب میکند سطح روابط بین دو کشور در همه زمینهها به ویژه در حوزههای سیاسی و اقتصادی ارتقاء یافته و تحکیم شود. موفقیتهای جمهوری اسلامی ایران در سیاست خارجی و سیاست راهبردی ایران در تعامل با روسیه موفقیتهای خوبی را عاید دو کشور کرد که یکی از نتایج آن پایان داعش در سوریه بود.
رئیس گروه دوستی پارلمانی ایران و روسیه به تشریح اولین نشست کارگروه پارلمانی ایران و روسیه در مسکو پرداخت و افزود: در این نشست که با حضور رئیس مجلس شورای اسلامی و رئیس دومای روسیه انجام شد در سه محور سوریه و آینده این کشور، تروریسم و امنیت منطقه و روابط اقتصادی دو کشور بحث و تبادل نظر شد و مقرر شد نشستهای کارگروه هر دو ماه یک بار در یکی از دو کشور برگزار شود تا مباحث مورد علاقه دو کشور به صورت جدیتر و عملیاتی پیگیری شود.
سبحانیفر تقویت روابط اقتصادی ایران و روسیه را از مهمترین اهداف نشست کارگروه پارلمانی دو کشور دانست و خاطرنشان کرد: برای ارتقاء سطح روابط اقتصادی ایران و روسیه هم نیازمند تصویب قوانین و مقررات جدید و هم نیازمند تسهیل روابط اجرایی هستیم که با عملیاتی شدن توافقات کارگروه پارلمانی ارتباط بین دو ملت در حوزه اقتصادی نیز وضعیت فعلی خارج و سطح آن ارتقاء معناداری خواهد یافت. کارگروه مذکور تلاش میکند تا نشستهای بعدی ضوابط مورد نیاز را تهیه کند.
وی ابراز امیدوار کرد: آثار و نتایج سفرهای رئیس مجلس شورای اسلامی به روسیه مثبت و امیدوار کننده است و انشاءالله موجب سرعت گرفتن توسعه اقتصادی کشور میشود.
