چرایی سفر معنادار امیرعبداللهیان به روسیه
تنفس در وین به مقصد مسکو
سفر وزیر امور خارجه ایران به مسکو با توجه به شرایط جدیدی که روسیه در ان قرار گرفته،بطور قطع بستری است برای گفتگوهای جدی، صریح و رو به جلو میان دو کشوری است که نشان داده اند، می توانند همکاری های بسیار نزدیک، تعیین کننده و موفق در موضوعات با پیچیدگیهای بسیار زیاد داشته باشند.
به گزارش روزنامه صبح امروز به نقل از نور نیوز حسین امیرعبداللهیان وزیر اموخارجه جمهوری اسلامی ایران روز دوشنبه ۲۳ اسفندماه برای دیددر و گفتگو با مقامات فدراسیون روسیه عازم مسکو شد.
این سفر در میانه شرایط پیچیده حاکم بر مذاکرات وین و همچنین اوج گیری بحران اوکراین که تقابل کم سابقه غرب و روسیه را بدنبال داشته از جنبه های مختلف می تواند حائز اهمیت باشد.
روسیه هفته گذشته اعلام کرد که آمریکا باید به صورت کتبی به این کشور تعهد بدهد که تحریم های اعمال شده بر علیه مسکو پس از بحران اوکراین مانعی بر سر راه همکاری های اقتصادی و هسته ای این کشور با ایران که بخشی از ان نیز در برجام قید شده ایجاد نخواهد کرد.
این درخواست روسیه موجب شد که رسانه ها و برخی مقامات غربی به حمله شدید به مسکو، این کشور را به سنگ اندازی در مسیر نهایی شدن مذاکرات وین و دستیابی به توافق متهم کنند.
برخی منتقدین و مخالفین همکاری ایران با روسیه در داخل کشور نیز ضمن همراهی با موج غربی ایجاد شده، مسکو را متهم به گروگان گرفتن منافع ایران برای تامین مطالبات خود نمودند.
این فضا تا جایی پیش رفت که حتی موضع بی طرفی فعال جمهوری اسلامی ایران که مبنای آن از یک سو مخالفت با جنگ و از سوی دیگر محکومیت اقدامات تحریک امیز امریکا و غرب در اوکراین بود به کوتاه آمدن کشورمان در برابر شرط گذاری روسیه تعبیر شد و مورد حمله رسانه های غربی و همفکران انها در داخل قرار گرفت
در چنین شرایطی روز گذشته روزنامه وال استریت ژورنال به نقل از یک مقام ارشد در دولت آمریکا نوشت که واشنگتن با درخواست روسیه برای معاف شدن از تحریم ها برای اجرای برجام مخالف است و یک هفته به مسکو مهلت داده که این درخواست را پس بگیرد.

این روزنامه از قول مقام آمریکایی که نام وی را اعلام نکرده اعلام نمود که اگر کرملین از خواسته خود برای مستثنی شدن تحریمها برای اجرای برجام کوتاه نیاید، آمریکا در پی توافقی خواهد رفت که روسیه را از برجام مستثنی کند.
روسیه نیز در برابر اظهارات مقامات غربی که این کشور را به کارشکنی در مذاکرات وین متهم کرده اند ضمن ضمن رد ادعاهای مطرح شده بر لزوم نفع همه طرفها از توافق حاصل از مذاکرات وین تاکید کرده است
وزارت خارجه روسیه روز دوشنبه اعلام کرد: روسیه با این حقیقت پیش می‌رود که «مسیر احیای مؤثر اجرای برجام در سایه احیای توازن بین عناصر هسته‌ای و اقتصادی “توافق” است به طوریکه در راستای منافع تمامی طرفها باشد»
مسکو با اشاره به موضوعات حل نشده میان ایران و آمریکا که در حال حاضر مانع اصلی شکل گیری توافق است خاطر نشان کرده: متن توافق هنوز در مورد مسائل باقی مانده بین ایالات متحده و ایران در حال تنظیم است و شماری از مذاکره‌کنندگان تصمیمات سیاسی درباره تأیید متن نهایی توافق گرفته‌اند و مذاکرات وین طبق روال ادامه خواهد داشت
در چنین شرایطی و با توجه به تهدید امریکا در خصوص کنار گذاشتن روسیه از برجام و اتخاذ مسیرهای دیگر برای دستیابی به توافق، علی شمخانی دبیر شورای عالی امنیت ملی در صفحه اختصاصی خود در توییتر نوشت: “همه ارکان کشور فارغ از فضا سازیهای هدفمند داخلی و خارجی صرفا برای حفظ و ارتقاء منافع ملی تلاش می کنند. تا زمان تامین مطالبات قانونی و منطقی خود و دستیابی به توافق قوی در مذاکرات وین باقی خواهیم ماند.”
اظهار نظر صریح شمخانی نشان می دهد که ایران در چارچوب منافع ملی خود قصد دارد در مذاکرات با ترکیب فعلی باقی بماند ودر تعامل با طرفهای حاضر در مذاکرات به توافق قوی برسد.
تحقق این راهبرد دارای الزاماتی است که از ان جمله تداوم مبادله نوشتارهای غیر رسمی با هیئت امریکایی حاضر در مذاکرات و رایزنی در سطوح بالاتر با مقامات روسیه برای تمرکز بر اشتراکاتی است که بتواند زمینه ساز شکل گیری توافق قوی در وین باشد.

روسیه در جریان مذاکرات وین نقشی سازنده و تسهیل گر برای عبور طرفها از موضوعات پرچالش داشته و در این مسیر همکاری و رایزنی موثری نیز با هیئت مذاکره کننده ایرانی معمول نموده است.
اکنون مذاکرات وین بدلیل تعلل واشنگتن در اتخاذ تصمیمات سیاسی ضروری به آهستگی پیش می رود و تاثیر واقعی عوامل دیگر در شتاب گرفتن مذاکرات تقریبا صفر است
سفر حسین امیر عبداللهیان به مسکو و رایزنی مقامات دو کشور می تواند شرایطی را فراهم کند که ضمن خنثی شدن فرافکنی و عملیات روانی امریکا در مقصر معرفی کردن طرفهای دیگر در ایجاد شرایط موجود، زمینه لازم برای انجام وظایف و تکالیف آمریکا در فرایند مذاکرات وین مهیا شود.
