کمیسیون اجتماعی مجلس افزایش سن بازنشتگی را نپذیرفت

سرویس اقتصاد | در تبصره ۲۰ ماده واحده لایحه بودجه سال ۱۴۰۱ به پایدارسازی منابع صندوق‌های بازنشستگی اشاره و در آن به مواردی چون «افزایش دوساله سنوات خدمت مورد قبول برای بازنشستگی تمام مستخدمین زن  و مرد دارای حداقل مدرک کارشناسی معتبر در تمام صندوق‌های بازنشستگی اعم از کشوری، لشگری و سازمان تأمین اجتماعی»، «افزایش دوساله حداقل و حداکثر سن بازنشستگی تمامی مستخدمین مرد و زن به هر میزان سابقه خدمت در صندوق تأمین اجتماعی» و «محاسبه حقوق بازنشستگی در تمام صندوق‌های بازنشستگی اعم از کشوری، لشکری و سازمان تأمین اجتماعی بر اساس متوسط سه سال آخر زمان اشتغال» اشاره شد.

به گزارش روزنامه «صبح امروز» این موضوع از همان ابتدا با واکنش‌های بسیاری مواجه و باعث بروز نگرانی به ویژه برای شاغلانی شد که در آستانه بازنشستگی قرار داشتند. به همین جهت ابهامات این طرح صدای اعتراض و گلایه منتقدان را در آورد.

موج بازنشستگی در آخر سال

به طور نمونه در این خصوص محمدحسن زدا، سرپرست سابق سازمان تامین اجتماعی در یک لایو اینستاگرامی گفته بوده: درست است که صندوق‌ها باید به پایداری برسند، اما با این شدت نمی‌شود و خسارتی که به تامین اجتماعی وارد می‌شود، موجی است که ممکن است آخر امسال برای درخواست بازنشستگی راه بیفتد. ممکن است ۲۰۰ تا ۳۰۰ هزار نفر درخواست بازنشستگی بدهند که به این کاهش از سال آینده، نخورند. به این ترتیب ۲۰۰ تا ۳۰۰ هزار بیمه پرداز را از دست داده و باید از اول سال آینده به آنها حقوق هم بدهیم. معلوم است که جمع این موارد با همدیگر و یک مرتبه اعلام کردنش تبعات اجتماعی دارد. ما قبلا پیشنهاد کرده بودیم که سالی شش ماه و طی ۱۰ سال به سن و سنوات اضافه شود تا صندوق بتواند به پایداری برسد.

۳۰ درصد از سهم بیمه به صندوق‌ها داده می‌شود

همچنین رئیس تشکل‌های کارگران ساختمانی و عضو سابق هیئت امنای سازمان تأمین اجتماعی در گفتگو با  مهر گفت: دو سال پرداخت حق بیمه بیشتر یعنی ۳۰ درصد از سهم بیمه به صندوق‌ها داده می‌شود و این دو سال مبلغ هنگفتی از درآمد کارگر و فرد بیمه شده را شامل می‌شود.

به گفته اکبر شوکت، برای بهبود وضعیت صندوقهای بیمه‌ای نباید چنین قوانین و طرح‌هایی را تصویب کرد که کاملاً یک طرفه و فقط به نفع دولت و صندوق‌ها و بدون در نظر گرفتن حق و حقوق جامعه کارگری و بازنشستگی است.

لزوم کنار رفتن دولت از مدیریت سازمان تامین اجتماعی

رئیس کانون بازنشستگان کارگری تهران نیز در گفتگو با ایلنا گفته بود: از سال ۸۹ که مدیریت سازمان تامین اجتماعی دولتی شد، وضعیت سازمان رو به افول رفت؛ نمودارها و داده‌ها این حقیقت تلخ را به خوبی نشان می‌دهد. امروز مدیریت سازمان، دولتی است و برای همین است که بحران داریم؛ از ۹ نفر هیات امنای سازمان، ۶ نفر دولتی هستند و آن سه نفر دیگر نیز حکم خود را از وزیر کار می‌گیرند پس استقلال کامل ندارند و نمی‌توانند جامعه‌ی هدف را به خوبی نمایندگی کنند. در این چیدمان، دولت که خود را صاحب صندوق می‌داند، به تنهایی تصمیم می‌گیرد که سن و سابقه بازنشستگی افزایش یابد؛ در حالیکه این تصمیم اصلاً قانونی نیست.

علی دهقان کیا به عنوان نماینده بازنشستگان، راه حل بحران را نه در افزایش سن و سابقه بلکه در کنار رفتن دولت از مدیریت سازمان و پرداخت بدهی خود به تامین اجتماعی می‌داند.

حذف افزایش سن بازنشستگی در بودجه 1401

اکنون اما رییس کمیسیون اجتماعی مجلس شورای اسلامی از حذف افزایش سن بازنشستگی در بودجه سال ۱۴۰۱ با پیشنهاد این کمیسیون خبر داد و گفت: افزایش 2 سال بازنشستگی از دیگر مواردی بود که به طور کل حذف کردیم و پیشنهاد دادیم با توجه به اینکه از ماهیت احکام دائمی برخوردار است در برنامه هفتم توسعه لحاظ شود، همچنین میانگین 3سال حقوق بازنشستگی که پیش از این دو سال تعیین شده بود را به این دلیل که دارای ماهیت برنامه احکام دائمی است، حذف کردیم بنابراین باید یا دولت در این رابطه لایحه ارائه داده و یا مجلس طرح ارائه دهد چراکه نمی‌توان آن را در قانون بودجه سنواتی لحاظ کرد.

ولی اسماعیلی همچنین در گفت‌وگو با ایسنا، در رابطه با حذف افزایش دو ساله سن بازنشستگی در لایحه بودجه ۱۴۰۱ بیان کرد: در بودجه ۱۴۰۱ بندی آورده‌اند که دو سال به سن بازنشستگی اضافه شده است، به این عبارت که کسانی که دارای مدرک کارشناسی هستند ۳۲ سال و کسانی که دارای مدرک کارشناسی ارشد که ۳۵ بوده ۳۷ سال شوند. این کار با این هدف و توجیه صورت گرفته است که منبع درآمدی برای صندوق های بازنشستگی باشد.

وی افزود: اما برای اینکه درآمد صندوق ها را پایدار کنیم راه حل آن افزودن دو سال به سن بازنشستگی در بودجه سنواتی نیست. چرا که این موضوع اولا مغایر با برنامه ششم توسعه بوده و ثانیا اینکه احکام دائمی را نمی‌توانیم در بودجه سنواتی بیاوریم. همچنین در کل دنیا اگر بخواهند چنین کاری انجام دهند ابتدا بازه زمانی برای این کار اعلام می کنند که مثلا هر سال سه ماه اضافه شود. به طور مثال این موضوع را دولت می تواند در برنامه هفتم بیاورد که مثلا در عرض ۵ سال هر سال ۳ ماه اضافه شود و با توجه به تبعاتی که دارد انی کار را انجام می دهند.

با ذی نفعان این بحث مشورتی نشده است

رئیس کمیسیون اجتماعی مجلس شورای اسلامی گفت: دلیل اصلی حذف این مساله توسط کمیسیون اجتماعی این بود که با ذی نفعان این بحث مشورتی نشده است و افراد زیادی به بنده مراجعه کرده و اعلام کردند که ما هم روی بحث پاداش بازنشستگی حساب باز کرده و برنامه ریزی کرده بودیم که اول فروردین ۱۴۰۱ بازنشست شویم ولی الان برخی زندگی ها با این کار دارد به هم می ریزد.

اسماعیلی با بیان اینکه ما به عنوان مجلس و صدای مردم نمی توانیم این موضوع را نادیده بگیریم، بیان کرد: بنابراین این موضوع را حذف کردیم و در صحن مجلس نیز از آن دفاع خواهیم کرد تا حق مردم ضایع نشود. ضمن اینکه ما طرح پایدارسازی منابع صندوق ها را در دستور کار قرار داده ایم و راه حل آن این نیست که سن بازنشستگی را دو سال افزایش دهیم.

وی در رابطه با پیشنهاد افزایش مبلغ وام ازدواج از سوی کمیسیون اجتماعی مجلس شورای اسلامی بیان کرد: این موضوع در لایحه بودجه ۱۴۰۱  آورده نشده است و به صورت کلی آورده شده بود که بانک مرکزی، وزارت اقتصاد و وزارتخانه ها تصمیم بگیرند و مبلغی را مد نظر قرار دهند. اما کمیسیون اجتماعی اعلام کرده که  باید مانند سال ۱۴۰۰ باشد و مبالغ آن را زیاد کردیم. کمیسیون بند الحاقی در این رابطه آورده است که از منبع تخصیص منابع و با توجه به تورم و افزایش قیمت فعلی که در خصوص لوازم خانگی وجود دارد، مبلغ ۱۵۰ میلیون تومان برای هر زوج در نظر گرفته شده است. همچنین برای زوج های سن پایین هم به عنوان مشوقی برای ازدواج باشد با توجه به طرح جوانی که به عنوان پیشنهادات کمیسیون تخصصی جمع بندی کردیم که به کمیسیون تلفیق ارائه کرده ایم و از آن دفاع خواهیم کرد.
