گزارش صبح امروز از پدیده‌ای که در مشهد رواج پیدا کرده است:

نهضت بساز بفروش های متخلف

در سال 1370 شهرک نهضت در انتهای بزرگراه امام علی و مجاورت نمایشگاه بین‌المللی با صدور مجوز بافت مسکونی ایجاد شد اما به مرور این شهرک به بهشتی  برای ساخت وساز برخی از بساز بفروشان متخلف به وجود آورد. متاسفانه در این شهرک کمترین ضوابط و اصول شهرسازی رعایت نشده و ساختمان‌ها به‌صورت شبانه قد کشیده است،بسیاری از این ساختمان‌ها بدون پارکینگ در کوچه‌های باریک مشکلات ترافیکی شدیدی را ایجاد کرده که موجب اعتراض اهالی شده است. گزارش صبح امروز از شهرک نهضت مشهد را می‌خوانید.

بی‎توجهی 137 به ساخت و ساز غیر مجاز

ابراهیمی از کسبه واهالی شهرک نهضت می‌گوید: بارها برای مشکلات این منطقه با 137 تماس گرفتیم اما متاسفانه برای حل این مشکلات هیچ واکنشی دیده نشد.

اوادامه می‌دهد: ورودی شهرک یکی از معضلات اساسی این منطقه است که شامل میدان و ورودی با عرض 8 متراست که با توجه به حجم زیاد ترافیک موجب تصادفات پی‌درپی می‌شود، البته بیشتر این تصادف‌ها منجر به درگیری و گرفتاری می‌شود.

استقرار خانه‌های «تیمی»و مواد فروشان

این شهروند تصریح می‌کند: این شرایط ساخت و ساز باعث شده قیمت‌ها نسبت به دیگر مناطق شهر ارزان‌تر باشد، که موجب استقرار خانه‌های «تیمی»و مواد فروشان شده است‌ِّ، که نا امنی را افزایش داده است.

ابراهیمی تاکید می‌کند: از نحوه ساخت ساختمان‌ها در این شهرک کاملا مشهود است که شرایط ایمنی ساختمان‌ها بسیار پایین است و با کوچکترین زلزله بی شک شاهد خسارات بالایی خواهیم بود.

تخلف 90 درصد ساختمان‌خا

این شهروند ساکن در شهرک نهضت می‌گوید: حدود 90 درصد ساختمان های این شهرک بیش از ضابطه قانون مجاز ساخته شده و تخلف در ساخت و ساز آن‌ها دیده می‌شود.

مهم‌ترین چالش کمبود فضای پارک

او یکی از مهم‌ترین چالش این شهرک با ساخت و سازهای غیر مجاز را نداشتن فضای پارک می‌داند و تصریح می‌کند:  حدود 90 درصد خانه‌های این منطقه دچار این مشکلات هستندو خیلی از این واحدها رای قلع ساخت و ساز غیر مجاز را دارند.

او کمبود فضای پارک را یک مسئله‌ای بسیار حیاتی می‌داند و می‌افزاید: چندی پیش به‌خاطر جای پارک خودرو بین اهالی درگیری پیش آمد و در نهایت به قتل یکی از طرفین منجر شد.

انشعاب اشتراکی

وی ادامه می‌دهد: با توجه به این‌که شهرداری برای آسفالت شکافی برای دریافت انشعاب آب به پایانکار و پروانه نیاز دارد که این شرایط ساخت و ساز باعث شده یک منزل چندین واحد یک یا دو کنتور بیشتر نداشته باشد که باز هم در زمان پرداخت قبوض به شکایت و درگیری می انجامد.

وی تصریح می‌کند: مردم در این شهرک بسیار تحت فشارهستند و شهرداری به کمک دیگر ارگانها باید به‌صورت جدی راه حلی برای این منطقه در نظر بگیرند.

نهضت محصول ساخت و سازهای بدون نظارت در دهه‌های گذشته

موضوع را شهردار منطقه 10 مطرح می‌کنم، سعید اکبریان در گفت و گو با خبرنگار صبح امروز می‌گوید: منطقه نهضت از نظر ایمنی و اجتماعی به یک معضل جدی تبدیل شده، که بر اثر ساخت‌و سازهای بدون نظارت در دهه‌های گذشته رخ داده است.

وی ادامه می‌دهد: باید تدابیری در راستای مقاوم‌سازی، حل معضلات و همچنین رویکرد پیشگیرانه نسبت به آینده داشته باشیم.

او می‌گوید: آنچه متعلق به آینده است نظارت مستمر همکاران ما در حوزه اداره نظارت بر ساخت‌وسازهاست که مراقبت جدی را در این حیطه دارند، و لازم به ذکر است که این ادارات،  قوی، موثر و دارای رتبه‌های نظارتی در مشهد مقدس بوده و حداکثر مقابله را در خصوص ساخت‌وسازهای غیر مجاز انجام می‌دهند.

نهضت نیازمند تسهیلگری

اکبریان تصریح می‌کند: باید در نظر داشت به علت اینکه اراضی به صورت غیر مجاز تفکیک و ساته شده و همچنین زمین‌ها قولنامه‌ای و وکالتی خرید و فروش می‌شود، باید تسهیلگری انجام شود، تا مردم بتوانند روی زمین وکالتی ساخت و ساز اصولی و فنی داشته باشند.

شهردار منطقه 10 مشهد ادامه می‌دهد: باید از نظر مالکیت و اسناد قولنامه‌ای تسهیلات لازم را در نظر بگیریم، در غیر این صورت مردم مجبور می‌شوند ساخت‌وسازهای غیر فنی انجام داده که خطرات جانی دربر خواهد داشت.

وی تاکید می‌کند: مهم‌ترین اقدام شهرداری در این مدت با انجام استعلام حقوقی و تعهدات و مستندات شورای شهر اجازه ساخت‌وساز با پروانه ساختمانی را می‌دهد که براین اساس افراد می توانند به‌صورت قانونی شرایط را فراهم کرده تا از نظر ایمنی تهدیدی برای منطقه نباشد.

ما وارث این مشکلات در این محله هستیم

او می‌افزاید: متاسفانه ما وارث این مشکلات در این محله هستیم، با این وجود ما نامه‌ای به سازمان بازآفرینی محلات ارائه کردیم و تاکید شد این محله مشمول محلات هدف‌های بازآفرینی قرار ‌گیرد. در صورتی که تا کنون مشمول برنامه‌های بازآفرینی نبوده تا از امکانات و امتیازاتی که شهرداری مشهد برای بازآفرینی محلات در نظر گرفته برخوردار باشد. تا مردم بتوانند برای مقاوم سازی ، تخریب و نوسازی و تراکم تشویقی و سایر خدمات اجتماعی و همچنین اشتغال و کارآفرینی محلات برنامه ریزی کنند، که اگر مورد تایید قرار گیرد مردم می توانند از این امکانات بهره‌مند شوند.

اکبریان درباره وابسته بودن دریافت انشعاب آب به مجوزهای شهرداری اظهار می کند: طبق قانون دستگاه‌های نظارتی باید اول از شهرداری استعلام بگیرند تا بر اساس تعداد واحدی که پایان کار و یا پروانه گرفته‌اند ما مجوز آسفالت شکافی را جهت دریافت کنتور صادر می کنیم در غیر این صورت شخص تخلف کرده و باید تبعات قانونی و قضایی آن را بپذیرد.

آمار دقیقی از آراء قلع صادر شده نداریم

شهردار منطقه 10  درباره آمار رای قلع صادر شده در شهرک نهضت می گوید: فعلا آمار دقیقی برای ارائه آمار رای قلع ندارم، ولی از مردم درخواست داریم در صورت مشاهده هر گونه تخلف ساختمانی و عمرانی همکاران ما را در جریان گذاشته تا در اسرع وقت اقدامات قانونی صورت گیرد.

او ادامه می دهد: قانون مسیر را برای ساخت و ساز با توجه به قانون ماده 100 باز گذاشته و اگر کسی خارج از این ضوابط کاری انجام دهد تخلف شخصی محسوب شده و پیگرد قانونی دارد.

اکبریان درباره مطالبه شهروندان درباره ورودی این شهرک اظهار می‌کند: با توجه به شرایط خاص ورودی شهرک نهضت پیگیری آن را در دستور کار قرار خواهیم داد.
