آمایش سرزمین و ابر بحران زیست محیطی زاینده رود

بنظر می رسد بحرانهای زیست محیطی به دلیل حس برتری طلبی تکنوکراثی، فن گرایی، مدیریت بخشی نگر و  سیاسی در 40 ساله اخیر بر الگوی جامع  و یکپارچه  مدیریت عقلانی آرایش سرزمین (آمایش) نه تنها در منطقه اصفهان، بلکه در سراسر ایران به ابر بحرانهای سیاسی ـ اجتماعی و زیست محیطی تبدیل شده است.

اینکه این بحران ها افزایش درجه حرارت و کاهش بارندگی و به تبع آن تغییرات اقلیمی و محدود شدن منابع آبی و خاکی را به دنبال داشته ، نتیجه غیر قابل انتظاری نیست. اینکه در بسیاری از مناطق کشور آب و مدیریت آب به عنوا ن محور توسعه مطرح شده است هم تا حدی در مطالعات آمایش استانها مشخص شده است ، مانند نتایج مطالعات آمایش استان خراسا ن رضوی در سال 1390 ، مدیریت منابع آبی و آب را مهمترین مانع و  محور توسعه استان خراسان رضوی معرفی کرده است.

استان اصفهان و یا به طور کلی حوضه آبریز زاینده رود با توجه به شرایط بوجود آمده در آن حوضه قبل از انقلاب (احداث صنایع فولاد  و…) و بعد از انقلاب تداوم صنعتی شدن بی حد و حصر در منطقه اصفهان، انتقال آب از سرچشمه‌های  زاینده رود به سایر استانها (یزد و…) و عدم وجود یک برنامه جامع مطالعات آمایش سرزمین برای این حوزه (زاینده رود) به منظور هدایت توسعه و عملیاتی نمودن مدیریت عقلانی سرزمین(آمایش) و تداوم کشتهای آب بر و عدم اصلاح سیستهای آبیاری و تغییر الگوهای کشت، عدم توجه به توسعه جدی سیستم پساب منطقه و استفاده از پساب  شهرهای منطقه برای فعالیتهای کشاورزی، بی توجهی سیستم مدیریتی به مسایل محیطی منطقه ، و الویت دادن به فعالیتهای صنعتی و غیره ، بحران زیست محیطی منطقه را به سمت یک ابربحران سیاسی – اجتماعی و زیست محیطی چند جانبه تبدیل نموده است که هر چند مهار، کنترل، مدیریت  و هدایت آن کار آسانی نیست اما امکان پذیر می باشد و فعالیتی بسیار طولانی مدت و طاقت فرسا می طلبد.

برای حل تدریجی و طولانی مدت بحران بوجود آمده در حوضه آبریز زاینده رود،  با توجه به شرایط اقلیمی موجود و آینده و تداوم خشکسالی‌ها و کاهش بارش و افزایش تبخیر و تعرق بالقوه و بالفعل و مصرف بی رویه آب این گوهر گران بهاء،  چاره ای جز اجرای طرح ویژه آمایش حوضه آب زاینده رود نیست

برای حل تدریجی و طولانی مدت بحران بوجود آمده در حوضه آبریز زاینده رود،  با توجه به شرایط اقلیمی موجود و آینده و تداوم خشکسالی‌ها و کاهش بارش و افزایش تبخیر و تعرق بالقوه و بالفعل و مصرف بی رویه آب این گوهر گران بهاء،  چاره ای جز اجرای طرح ویژه آمایش حوضه آب زاینده رود نیست.

آمایش سرزمین نیز باید رویکر پهنه بندی پایه مطالعاتی تقسیمات سرزمینی ( بخش  ، شهرستان  و استان ) را به حوضه های آبریز تغییر دهد و ممکن است مانند حوضه آبریز اصفهان چند استان را در بر گیرد. طرح آمایش جامع حوضه آبریز زاینده رود با طرحهای مطالعاتی منابع آب که در دستگاههای اجرایی مانند وزارت نیرو ویا طرح جامع کشاورزی که در وزارت کشاورزی و یا طرحهای ساماندهی صنایع که در وزارت صنعت و معدن انجام شده، متفاوت و در واقع ترکیب این طرحها وسنتر آنها می باشد، که با رویکرد توسعه پایدار و توجه ویژه به حفظ اکوسیستم پایدار زاینده رود که پایداری شهر اصفهان را تامین کند، می باشد.

در این رویکرد آب زاینده تا تالاب بین المللی گاو خونی جریان و ممکن است الگوی کشت ، سناریوی انتقال آب از خلیج فارس، بهره برداری از منابع آب زیر زمین در حد بهره برداری مجاز ، استفاده از آب مجازی ، تغییر شیوه های آبیاری در شرق وغرب اصفهان ، استفاده از پسابهای شهری به سناریوهایی باشند که مطرح خواهند شد. ودر نهایت  الگوی آرایش سرزمین دچار تغییرات اساسی در راستای توسعه پایدار حوضه آبریز زاینده رود شود.

به هرحال سناریوهای متعدی را می توان برای غلبه بر بحران سیاسی ـ اجتماعی و زیست محیطی موجود برای حوضه آبریز زاینده رود تصور  و ارایه نمود و این نیز ،  نیاز به انجام مطالعات آمایش سرزمین در  قالب الگوی مطالعات آمایش حوضه آبریز زاینده رود دارد.
