به گزارش روزنامه صبح امروز، بزرگترین مشکل تولید در ایران بحث تامین مالی است، این چالش باید برای تولیدکنندگان واقعی رفع گردد و سختی‌هایی که در رابطه با این موضوع درگیر آن هستند، باید حل و فصل شود.
مسیر تولید در کشورهای توسعه‌یافته
در بسیاری از کشورهای توسعه یافته، انواع امتیاز‌های اجتماعی را برای تشویق افراد جامعه به سمت تولید و اشتغال مولد در نظر می‌گیرند، در نتیجه از بیشترین مقدار پتانسیل اجتماعی برای ایجاد و خلق ثروت و نیل به توسعه استفاده می‌کنند.

از سوی دیگر، نظام بانکی باید همراهی خود را در این زمینه با تولید بیشتر کند، زیرا بخش بزرگی از تامین مالی به آن مربوط می‌شود که در چند سال اخیر این اتفاق آنگونه که باید و شاید رخ نداده است، یعنی بانک‌ها نتوانسته یا نخواسته‌اند همکاری لازم را با بخش تولید داشته باشند. دولت هم باید نظارت بیشتری بر روی عملکرد نظام بانکی داشته باشد تا تخلفاتی که در حوزه اعطای منابع اتفاق می‌افتد به حداقل ممکن برسد.
مانعی به‌نام بوروکراسی اداری
با شرایطی که اقتصاد ایران در حال حاضر با آن دست و پنجه نرم می‌کند باید کارها و بوروکراسی اداری در حوزه تخصیص منابع برداشته شود و تامین مالی در بخش تولید سریع‌تر صورت گیرد. از سوی دیگر منابع باید به درستی توزیع شود تا دست تولید‌کننده واقعی خالی نماند.
اهمیت بهبود فضای کسبوکار

علی چشمی در گفتگو با «صبح امروز» با طرح این پرسش که تولید چگونه در جامعه‌ای رونق می‌گیرد یا نمی‌گیرد، تصریح می‌کند: بعضی از اقدامات بسیار اساسی است و برخی دیگر اثر دارد، اما اهمیتی ندارد. عواملی که تاثیر بسیاری در تولید دارد این است که یک کشور باید بتواند استراتژی تولید صنعتی خود را مشخص کند این مهم‌ترین عامل است.
اهمیت استراتژی تولید صنعتی
وی در ادامه می‌گوید: یعنی وقتی کسی از تولید صحبت می‌کند، بدانیم استراتژی مشخصی که دارد این است که از عوامل جزئی سخن می‌گوید و در مورد عوامل اصلی به جمع‌بندی نرسیده است. در بحث استراتژی تولید صنعتی نکته مهم این است که یک کشور می‌خواهد در زنجیره ارزش تولید جهانی چه نقشی ایفا کند؟
نقش آمریکا در تولید جهانی
این کارشناس اقتصادی اظهار می‌کند: آمریکا اکنون نقش خود را در زنجیره تولید جهانی بر روی فناوری‌های نوین به‌ویژه بخش ارتباطات و صنایع الکترونیک تعریف کرده و اینها صنایع پیشرو آن هستند و سهم زیادی از اقتصاد جهان را به خود اختصاص داده‌اند، بقیه صنایع آن نیز جایگاه خاص خود را دارند، مانند اپل، گوگل، فیس بوک و آمازون همه اینها شرکت‌های بزرگ آمریکایی هستند.
سهم آلمان و ژاپن از تولید جهانی
وی عنوان می‌کند: آلمان و ژاپن از حدود ۵۰ سال اخیر استراتژی تولید صنعتی خود را بر روی خودرو و لوازم خانگی تعریف کرده‌اند، تا بتوانند به این صورت در اقتصاد جهان تولیدات خود را هدایت کنند و سهم داشته باشند.
چین و اقتصاد جهانی
چشمی مطرح می‌کند: کشور چین زمانی در حوزه پوشاک، مواد‌غذایی و لوازم منزل فعالیت داشت و اکنون کم کم در زمینه موبایل و بخش‌های مالی پیش می‌رود و به دلیل اینکه می‌خواهد نقش بسیار مهمی را در عرصه جهانی داشته باشد، برنامه مفصلی را برای خود تعریف کرده که هم در صنایع سنتی و هم در صنایع نوین و مبتنی بر فناوری‌های جدید نفشی داشته باشد.
جایگاه ایران در تولید جهانی
وی با بیان این سوال که تولید در ایران چه جایگاهی دارد؟ توضیح می‌دهد: تولید ما بر اساس نفت خام، پتروشیمی ( آن هم بیشتر قسمت مواد خام ) و فلزات اساسی مانند فولاد، مس یا کالاهای کشاورزی سنتی تعیین شده است، بنابراین در عرصه جهانی هم به همین اندازه در زنجیره ارزش نقش داریم، در‌نتیجه زمانی‌که تحریم می‌شویم به شدت آسیب می‌بینیم.
این استاد دانشگاه در ادامه می‌گوید: اکنون رئیس‌جمهور جدید باید توضیح دهد که می‌خواهد تولیدات ایران را به چه سمتی ببرد، آیا می‌خواهد همان نفت خام، پتروشیمی و فلزات را ادامه دهد یا برنامه خاصی دارد تا به سمت خودروسازی و لوازم منزل برود؟
وی تبیین می‌کند: به‌طور قطع نکته مهم این است که اقتصاد ما که نیم درصد اقتصاد جهانی است و در سال‌های اخیر کمتر نیز شده نقش بسیار بزرگی در عرصه جهانی نخواهد داشت و حداقل در چهار سال به آن نخواهیم رسید. اما رئیس جمهور جدید باید مشخص کند که می‌خواهد برای اقتصاد در چه مسیری حرکت کند؟
لزوم حفظ نیروی انسانی
علی چشمی عامل مهم دیگر برای تولید را نیروی انسانی بر‌می‌شمرد و اذعان می‌کند: رئیس‌جمهور جدید باید بتواند نیروی انسانی موجود را حفظ کند، ما می‌بینیم و می‌شنویم که نخبگان و نیروی انسانی با استعداد جامعه در حال مهاجرت هستند و اکنون انبوهی از آنان در کشورهای دیگر زندگی می‌کنند، بنابراین آقای رئیسی باید تبیین کنند که برای حفظ و جذب نخبگان چه برنامه‌ای دارند تا به تولید کمک کند.

وی با اشاره به اینکه برای تولید نیاز به سرمایه‌گذاری مالی است، خاطر‌نشان می‌کند: باید شفاف شود که برای حفظ سرمایه‌گذاری یا سرمایه‌های داخلی قرار است چه برنامه‌ای اجرا شود، زیرا ما می‌بینیم به دلیل بی‌ثباتی‌های اقتصادی و نا‌اطمینانی سیاسی که از سال‌های اخیر وجود دارد فرار سرمایه از کشور داشته‌ایم، که رئیس‌جمهور جدید باید برای جلب اعتماد سرمایه‌گذاران برنامه ارائه کند.
چالشی به‌نام امضاهای طلایی
این اقتصاددان می‌گوید: موضوع بعدی محیط کسب و کاری است که فعالان اقتصادی داخل آن کار می‌کنند، ما سال‌های متمادی شعار بهبود محیط کسب‌و کار داده‌ایم، اما مولفه‌های اصلی از جمله مالیات، تامین‌اجتماعی، بانک‌ها و نظام اداری سال به سال بیشتر تولیدکنندگان را تحت فشار قرار داده و به آنها آسیب زده‌اند، بنابراین باید شفاف شود که از طریق الکترونیکی کردن و حذف امضاهای طلایی چگونه می‌خواهند به آنها کمک کنند.
دوراهی افزایش و کاهش مالیات
وی تصریح می‌کند: اکنون دولت کسری بودجه دارد، اما از یک‌سو به‌دلیل حمایت از تولید باید مالیات‌ها را کاهش دهد و از‌سوی دیگر به خاطر کسری بودجه مجبور است مالیات‌ها را افزایش دهد که این موضوع به تولیدکنندگان آسیب می‌زند. رئیس جمهور جدید باید مشخص کند که چگونه می‌خواهد این مسائل را حل کند؟
سمی به‌نام بی‌ثباتی اقتصادی
چشمی استاد اقتصاد دانشگاه فردوسی مشهد توضیح می‌دهد: نکته آخر بحث بی‌ثباتی اقتصادی، سیاسی، اداری و تصمیم‌گیری‌های دولتی است، که آن را به شکل نوسانات نرخ ارز می‌بینیم. رئیس‌جمهور جدید باید برای این بی ثباتی‌ها برنامه داشته باشد.

تسهیلات سهل در سایر کشورها
