چالش های قیمت گذاری دستوری و جذب سرمایه گذار

در چند سال گذشته، تعداد قابل توجهي از كشورهاي در حال توسعه براي قرار گرفتن در مسير افزايش رشد اقتصادي شروع به تغيير سياستهاي خود در جهت جذب سرمايهگذاري خارجي در بخش هاي مختلف اقتصادي نموده اند. آنچه مسلم است، اصالح مديريت سرمايهگذاري خارجي كاري آسان نيست. چراکه اصالح ساختاري ساده، پايدار نخواهد ماند و اصلاح واقعي نياز به برنامهاي دارد كه دقيق تدوين شده باشد و به گفته کارشناسان اقتصادی منش بوروكراتيك را به حساب آورد. به عقیده آنان اصالحات، بدون پشتيباني يك ارادة سياسي قوي به وقوع نخواهد پيوست.

در این خصوص عضو هیات نمایندگان اتاق تهران با بیان اینکه دولت باید از خروج سرمایه جلوگیری کند، گفت: از جمله موانع جذب سرمایه، قیمت گذاری دستوری و عدم پیش بینی پذیری نرخ ارز است.

به گزارش روزنامه «صبح امروز»، عباس آرگون در گفت و گو با خبرنگار مهر درباره رویکردهایی که دولت سیزدهم باید برای جذب سرمایه‌های جدید در دستور کار قرار دهد، اظهار داشت: قبل از تصمیم گیری در مورد نحوه برخورد با سیاست گذار خارجی، ابتدا باید بدانیم که با سرمایه‌های داخلی چه رفتاری داشته باشیم؛ دولت باید برای هدایت سرمایه‌های داخلی به سمت بخش‌های مولد برنامه ریزی کند.

لزوم ریل گذاری دقیق دولت

عضو هیأت نمایندگان اتاق تهران افزود: در واقع یکی از مهم‌ترین برنامه‌های دولت بعدی باید جذب سرمایه داخلی و جلوگیری از خروج این سرمایه‌ها از کشور باشد.

وی ادامه داد: دولت باید با برنامه‌های حمایتی خود و ریل گذاری‌های دقیق، حاشیه سود بخش‌های غیرمولد اقتصادی را کاهش دهد تا منابع و نقدینگی به سمت بخش‌های مولد هدایت شود؛ بخش‌های تولیدی و واقعی که می‌توانند ارزش افزوده ایجاد کنند. باید انگیزه لازم در این زمینه فراهم شود.

نایب رئیس کمیسیون بازار پول و سرمایه اتاق بازرگانی تهران گفت: دولت باید توان کنترل بخش‌های واسطه گری در کشور را داشته باشد و تمام تلاش خود را برای هدایت سرمایه‌های داخلی به سمت بخش‌های واقعی و مولد به کار گیرد.

زیرساخت‌های جذب سرمایه خارجی باید فراهم شود

وی افزود: همچنین در مورد نحوه جذب سرمایه گذار خارجی باید تاکید شود که ما نیاز به فراهم شدن زیرساخت‌های جذب سرمایه خارجی داریم؛ همچنین باید فرهنگ سازی لازم و حمایت‌های کافی جهت جذب و حفظ سرمایه خارجی در دستور کار قرار گیرد.

آرگون اظهار داشت: تأمین امنیت برای سرمایه گذاری ضروری است؛ قابل پیش بینی پذیر کردن نرخ ارز تا دو سال آینده بسیار ضروری است زیرا کسی که می‌خواهد سرمایه گذاری کند نیاز به آینده نگری دارد و باید بداند دو سال آینده وضعیت به چه شکلی خواهد بود.

قیمت گذاری دستوری مخل سرمایه گذاری است

عضو هیأت نمایندگان اتاق تهران گفت: قیمت گذاری دستوری باید لغو شود چرا که مخل سرمایه گذاری است. وقتی کالایی تولید می‌شود و فرد قصد سرمایه گذاری در آن بخش را دارد و دولت با دخالت‌های خود، قیمت آن کالا را تعیین می‌کند عملاً حاشیه سود را برای سرمایه گذار از بین می‌برد. سرمایه گذار نیاز دارد که بداند قیمت کالا بر اساس ضوابط بازار تعیین می‌شود و قیمت گذاری به صورت دستوری تعیین نمی‌شود.

وی افزود: فضای کلی جذب سرمایه باید فراهم شود. اگر اولویت بندی شود می‌توان برای نحوه سرمایه گذاری نیز برنامه ریزی کرد و حمایت‌های لازم را انجام داد. امروز جذب سرمایه گذاری یک صنعت است. اینکه کشور بتواند با استفاده از منابع دنیا خود را توسعه دهد یک صنعت و هنر است.

آرگون گفت: منتهی وقتی سرکوب نرخ ارز داشته باشیم نه تنها ورود سرمایه نخواهیم داشت بلکه همچون سنوات گذشته شاهد خروج سرمایه نیز خواهیم بود.
