شهردار به ابهامات منطقه ثامن پیرامون پاسخ دهید

هفته گذشته شهردار مشهد در مراسم افتتاح 35 پروژه شهرداری منطقه ثامن مشهد نکاتی را درباره این منطقه شهرداری مطرح کرد که در روزنامه صبح امروز به چاپ رسید و منتشر شد، محمد حسین روشنک رئیس  انجمن کارآفرینان سازنده حریم رضوی سوالاتی نسبت به صحبت های محمدرضا کلائی مطرح کرده است که به شرح زیر است:

در متن روزنامه صبح از صحبت‌های آقای دکتر کلائی شهردار مشهد تنظیم و منتشرشده را مجدد مطالعه کردم اما متأسفانه ابهام‌های بنده و آن‌گونه که بعضی دیگر اعضای انجمن تماس گرفتند برطرف که نشد اضافه هم شد، لذا اگر جناب آقایان دکتر کلائی، مهندس نعمتی، جنابعالی و درنهایت آقای رفیعی که خبر را تنظیم و منتشر کرده‌اند، در جهت رفع ابهام و روشنگری چند موضوع را مشخص بفرمائید حتماً برای مالکان و سازندگان چراغ راه آینده خواهد بود .

۱- در سخنرانی‌های آقایان در مراسم مشخص نگردید که آیا آقایان دکتر کلائی و مهندس نعمتی و..امضاهای خود پای صورت‌جلساتی که در تهران، استانداری و این اواخر دادگستری بدون توجه و برخلاف مفاد قراردادهای منعقده توسط شهرداری ثامن با مالکین و سازندگان و حقوق شرعی آن‌ها بوده و برای مدیران شهرداری که متعهد به اجرای قراردادها می‌باشند «« همان‌گونه که قبلاً آقای خوش‌گفتار دبیر محترم باشگاه سازندگان در همین گروه یادآور شده‌اند عدم وفای به عهد و پیمان از چند جنبه جرم قانونی است »» را پس گرفته‌اند؟

۲- آیا آقایان دکتر کلائی و مهندس نعمتی خود را ملزم به اجرای اصل طرح قانونی《مرحوم کازرونی》می‌دانند ((همان طرحی که البته بدون تخلفاتی که تاکنون توسط وزارت راه و شهرسازی و شهرداری ثامن در مورد صدور مجوز طبقات و تجاری‌های اضافی صورت گرفته است)) مورد تائید نماینده معزز مقام معظم رهبری در استان بوده و آن‌گونه که گفته‌شده به نظر می‌رسد و در نامه تولیت محترم آستان قدس رضوی به ریاست محترم جمهوری نیز نظر مشابه دارد می‌دانند ؟

مالکین و سازندگان بارها اعلام کرده‌اند تسلیم نظر و حکمیت آن دو بزرگوار همراه با استانداری و دادگستری و نمایندگان استان در مجلس شورای اسلامی و شورای اسلامی شهر که متولیان اصلی استان هستند.

۳- آیا آقایان دکتر کلائی و نعمتی خود را به اجرای مصوبه اخیر شورای اسلامی شهر در خصوص طرح ««مرحوم کازرونی »» در منطقه ثامن که به آقای دکتر کلائی شهردار مشهد مقدس  ابلاغ‌شده است، متعهد و موظف می‌دانند؟

۴- آنچه مشخص است نامه ابلاغ‌شده از طرف مجلس شورای اسلامی به وزیر محترم راه و شهرسازی در خصوص نحوه انجام اصلاحات در طرح قانونی در حال اجرای «مرحوم کازرونی » مورد تائید و قبول اعضای محترم شورای شهر و آقای مهندس نعمتی و مالکین و سازندگان قرار دارد ، آیا جناب آقای دکتر کلائی نیز آن را قبول دارند و برآن اساس اقدام خواهند نمود که تا زمان انجام مراحل قانونی اصلاحیه فرضی طرح «مرحوم کازرونی » از بلاتکلیفی خارج شود ؟

۵- جمع‌آوری 《مسجد هفت درب》و ساخت مسجد جایگزین توسط آقای نعمتی مدیر منطقه ثامن که از مدیران آقای دکتر کلائی شهردار محترم مشهد مقدس هستند در قالب طرح قانونی «مرحوم کازرونی » انجام شد آیا این اقدام با هماهنگی آقای دکتر کلائی شهردار محترم بوده و آقای شهردار آن  را تائید کرده و می‌کنند ؟

۶- بخش‌های زیادی از مطالب نقل‌شده توسط ««روزنامه صبح امروز »» از قول جناب آقای کلائی در خصوص اقدامات آقای نعمتی مدیریت منطقه ثامن در سه سال گذشته با آنچه جناب شهردار قبلاً در بسیاری از جلسات به‌ویژه در جمع مالکین و سازندگان منطقه ثامن گفته‌اند و همه دوستان کارآفرین شنیده و احتمالاً ضبط نیز شده است ، مغایرت و تناقض نوددرصدی دارد ، سؤال این است آیا خبر اشتباه تنظیم‌شده یا نظر شهردار محترم مشهد تغییر کرده است؟ اگر واقعاً نظر جناب شهردار تغییر کرده در جلسه‌ای با مالکین و سازندگان موضوع برسی و دلایل بیان شود تا نظرات هماهنگ شود.

۷- اکنون‌که جناب آقای کلائی در خصوص اجرای آسفالت و سنگفرش کوچه‌ها ،گل‌کاری ، پاک‌سازی با پول‌های سرمایه‌گذاران و فروش اوراق که باید در آینده توسط سرمایه‌گذاران منطقه پرداخت شود،  تحت عنوان ۳۵ پروژه عمرانی آقای نعمتی را موردتقدیر قرار داده‌اند؟ آیا در خصوص ۳۰۰ پروژه سرمایه‌گذاری کارآفرینان منطقه که سه سال است بلاتکلیف رهاشده نیز این‌گونه نظری دارند؟ اگر این نظر را ندارند و آیا دلیل داشته که در خبر منتقل‌شده به آن هیچ اشاره نشده است ؟

اگر در این مورد سخنی نگفته باشند باید پرسید آیا ده‌ها بلکه صدها هزار میلیارد تومان سرمایه‌گذاری بلاتکلیف مانده مالکان و سازندگان برای جناب آقای کلائی شهردار مشهد واقعاً این مقدار بی‌اهمیت بوده است؟یا روزنامه در انتشار مطالبی بُرشی از صحبت‌های شهردار را نقل نموده است ؟
