نرخ ارز از مهم‌ترین مولفه های تعیین‌کننده ظرفیت اقتصادی کشور و مهم‌ترین عامل در تجارت خارجی است که نوسانات آن تاثیرات بسیار سریعی بر تولید داخلی کشور می‌گذارد. نرخ واقعی ارز در واقع همان عرضه و تقاضای موثری است که در بازار وجود دارد و قیمت روز براساس آن تعیین می‌شود؛ اما این نرخ مورد تایید بانک مرکزی نیست. افزایش هزینه‌های تولید، کاهش حاشیه سود و کاهش توان رقابتی، کمبود سرمایه در گردش بنگاه‌ها، اختلال در سیستم خریدها و معاملات اقتصادی از مهم‌ترین تاثیرات نوسانات نرخ ارز در اقتصاد کشور است. در چنین شرایطی، تولیدکنندگان نیز ملزم به خرید نقدی مواد اولیه هستند که به دلیل حجم بالای نیاز آنها با مشکل مواجه می‌شوند.

تورم، اثر منفی نوسان ارز

به گزارش (( روزنامه صبح امروز))،  یکی از مسائل مهم و تعیین‌کننده در هزینه تمام‌شده واحدهای صنعتی، نرخ ارز و نوسانات آن است. نوسانات گسترده و وسیع نرخ ارز اثرات منفی و مثبت بسیاری بر پیکره اقتصاد دارد که یکی از آنها بروز تورم‌های بسیار شدید است. تورم می‌تواند منجر به تغییر بافت‌های تولیدی و سرمایه‌گذاری، تغییر وضعیت بازارهای داخلی و خارجی و تاثیر بر تجارت خارجی (صادرات و واردات) شود.

امروز به‌رغم پیشرفت‌های بسیاری که در صنعت و تکنولوژی کشور و رشد و خودکفایی تولیدات صورت گرفته، هنوز ما ناچار به واردات بسیاری از ماشین‌آلات و دستگاه‌ها از سایر کشورها هستیم. بسته‌بندی ما هنوز به خودکفایی کامل نرسیده و ما چاره‌ای جز واردات بسیاری از مواد اولیه بسته‌بندی خود نداریم. تمام این موارد قطعا متاثر از نوسانات نرخ ارز خواهد بود و افزایش نرخ ارز به‌شدت تولیدکنندگان را تحت‌فشار قرار می‌دهد، به‌ویژه اینکه تولیدکننده مجبور است مواد اولیه و ملزومات خود را با نرخ بالای ارز وارد کند و این قطعا هزینه تولید و قیمت تمام‌شده محصول را بالا می‌برد.

 

نرخ ارز یکی از مهم‌ترین متغیرها در تعیین نسبت قیمت واردات و صادرات کسب و کارها و در نتیجه تعیین میزان رقابت‌پذیری آنهاست. کاهش نرخ واقعی ارز از یکسو قیمت کالاهای صادراتی در بازارهای خارجی را افزایش و از سوی دیگر قیمت کالاهای وارداتی در بازارهای داخلی را کاهش می‌دهد که ماحصل آن انتقال تقاضای کل به سمت تقاضای کالاها و خدمات خارجی و عدم استفاده کامل از تمام‌ ظرفیت‌های موجود در اقتصاد است. تولید در اقتصاد ایران به‌شدت به واردات کالاهای سرمایه‌ای، واسطه‌ای و مواد اولیه وابسته است. با در نظر گرفتن چنین شرایطی، تضعیف ارزش پول ملی، افزایش هزینه‌های تولید، رکود و تعطیلی صنایع را باید انتظار داشت.

تقش واردات در اقتصاد ایران

امروز به‌رغم پیشرفت‌های بسیاری که در صنعت و تکنولوژی کشور و رشد و خودکفایی تولیدات صورت گرفته، هنوز ما ناچار به واردات بسیاری از ماشین‌آلات و دستگاه‌ها از سایر کشورها هستیم. بسته‌بندی ما هنوز به خودکفایی کامل نرسیده و ما چاره‌ای جز واردات بسیاری از مواد اولیه بسته‌بندی خود نداریم. تمام این موارد قطعا متاثر از نوسانات نرخ ارز خواهد بود و افزایش نرخ ارز به‌شدت تولیدکنندگان را تحت‌فشار قرار می‌دهد، به‌ویژه اینکه تولیدکننده مجبور است مواد اولیه و ملزومات خود را با نرخ بالای ارز وارد کند و این قطعا هزینه تولید و قیمت تمام‌شده محصول را بالا می‌برد.

واردات نقش مهمی در اقتصاد ایران دارد. با توجه به اینکه کالاهای نیمه‌ساخته، مواد اولیه خام و حتی خرید تکنولوژی برای تولید داخلی مبتنی بر واردات بوده و ارزبر هستند، اگر نرخ ارز افزایش پیدا کند قاعدتا قیمت تولیدات داخلی ما هم به دلیل افزایش واردات نهادهای تولید افزایش پیدا می‌کند. همچنین افزایش نرخ ارز باعث کاهش ارزش پول ملی کشور می‌شود.

نوسانات ارز امکان برنامه‌ریزی صحیح را از فعالان اقتصادی و تولید کنندگان صلب می‌کند، زیرا نمی‌دانند که باید با چه قیمتی تولید کنند، قیمت تمام شده محصولشان چقدراست ، چه میزان باید خرید کنند و با چه قیمتی باید آن را بفروشند و این نابسامانی امکان برنانه‌ریزی‌های بلندمدت، میان مدت و سرمایه‌گذاری را با چالش مواجه می‌کند.

 

با بالا رفتن نرخ ارز، ‌ برخی از شرکت‌های صادرکننده رشد خواهند کرد و صادرکنندگان به صادرات بیشتر تشویق می‌شوند که البته این امر اجتناب‌ناپایدار است. افزایش نرخ ارز باعث رشد ناپایدار و مقطعی برخی از شرکت‌های صادرکننده می‌شود، صادرات تا اندازه‌ای به نفع اقتصاد کشور است؛ اما به علت اینکه محصولات داخلی کشور تحت‌تاثیر افزایش قیمت‌های نسبی ناشی از تورم دلار هستند، مزیت رقابتی خود را از دست می‌دهند؛ بنابراین بنگاه‌های اقتصادی قادر به تولید با مقدار و کیفیت مناسب به همان قیمتی که قبل از صادرات داشتند، نیستند.

برای بررسی تاثیرات تغییرات نرخ ارز بر تولید به سراغ یک اقتصاددان و نایب رئیس دوره دهم کمیسیون اقتصادی  مجلس شورای اسلامی رفتم تا با وی به گفتگو بپردازم.

سید فرید موسوی در گفتگو با ((صبح امروز)) میگوید: نوسانات قیمت ارز به تنهایی تاثیری بر تولید ندارد و تاثیر نرخ ارز بر تولید به عوامل مختلفی بستگی دارد که این عوامل شامل صادرات محوربودن صنعت، بهرمندی صنعت از ارز‌های دولتی یا نیمایی، نسبت واردات مواد اولیه یک صنعت به کل مواد اولیه.

تاثیرات نوسانات ارز بر صنایع کشور

وی می‌افزاید: افزایش ارز برای صنایع صادرات محورمفید است  اما صنایعی که مواد اولیه‌شان وارداتی است، بیشتر تحت تاثیر نوسانات قرار می‌گیرند، از سوی دیگر این نوسانات دو تاثیر جدی بر‌روی کلیه صنایع می‌گذارد اول اینکه باعث به‌هم ریختن آرامش روانی جامعه می‌شود و تقریبا سپرده‌گذاری در بانک‌ها با چالش مواجه می‌شود و افراد ترجیح می‌دهند به جای‌اینکه سرمایه خود را در اختیار بانک‌ها قراردهند، آن را به بازار‌های دیگر منتقل کنند وبه روش‌های دیگری سرمایه‌گذاری کنند که این امر توان اعطای تسهیلات بانک‌ها را کاهش می‌دهد که این تسهیلات به دلیل اینکه صرف بخش تولید می‌شود، اگر کاهش پیدا کند، بخش تولید بیشترآسیب می‌بیند.

سیدفریدموسوی بابیان اینکه ((هفته پیش اعلام شد که۳۵ درصد بخش صنعت و معدن از تسهیلات بانکی است)) بیان می‌کند: دومین تاثیر که این نوسانات بر بخش تولید دارد این‌است که، اختلال در سیستم فعالان اقتصادی در بخش خرید مواد اولیه است، زیرا زمانی که نوسانات شدید است بازار به دنبال خرید‌های نقدی حرکت می‌کند و این موضوع با توجه به چالش‌هایی که در شبکه‌های بانکی وجوددارد، بخش تولید را باچالش مواجه می‌کند.

نوسانات ارز باعث بلاتکلیفی تولید کنندگان

این اقتصاددان با بیان اینکه ((بحث نوسانات بیشتر از افزایش نرخ ارز جامعه و بخش تولید را ناراحت می‌کند))، می‌گوید: نوسانات ارز امکان برنامه‌ریزی صحیح را از فعالان اقتصادی و تولید کنندگان صلب می‌کند، زیرا نمی‌دانند که باید با چه قیمتی تولید کنند، قیمت تمام شده محصولشان چقدراست ، چه میزان باید خرید کنند و با چه قیمتی باید آن را بفروشند و این نابسامانی امکان برنانه‌ریزی‌های بلندمدت، میان مدت و سرمایه‌گذاری را با چالش مواجه می‌کند.

ارز چند نرخی فساد‌زا است

وی در خصوص مبحث ارزچند نرخی تصریح می‌کند: نرخ چند‌گانه در هر بخشی فساد‌زا است و اقتصاد‌دانان و کارشناسان بر این نکته تاکید دارند که نرخ چند‌گانه در هر بازار اختلال ایجاد می‌کند و به هرحال گروهی از این وضعیت استفاده می‌کنند اما گروهی دیگر نمی‌توانند از این وضعیت استفاده کنند و زمانی که این اتفاق در بخش تولید رخ دهد، انگیزه فعالیت سالم اقتصادی از فعا اقتصادی صلب می‌شود، زیرا گروهی از افراد  به مزایایی دست پیدا می کنند که ممکن است سایر افراد نتوانند به آن دست پیدا کنند.نرخ چند‌گانه یکی ازمعضلاتی است که در مواقعی که اقتصاد ما درگیرآن بوده‌است، آسیب زیادی به‌ پیکره آن وارد شده‌است.

سیدفرید موسوی عضو کمسیون اقتصادی مجلس دهم شورای اسلامی در خصوص نظارت ضعیف وتخلفاتی که در حوزه ارز صورت می‌گیرد خاطر نشان می‌کند: بانک مرکزی نمی‌تواند به تمام افراد نظارت کند و آنان را رصد نماید، بانک مرکزی در دورانی که حسب به اعلام دستگاه‌های زیربط مانند وزارت جهاد کشاورزی و وزارت صنعت ومعدن عنوان کردند که ارز را تخصیص داده‌اند، این تخصیص‌ها بی ضابطه صورت گرفت و تقریبا بعد از ۴ ماه اصلاح شد و بانک مرکزی این تخصیص‌ها را انجام داد.

وی در ادامه عنوان می‌کند:  انتظار است که بانک مرکزی و دستگاه‌هایی که این تخصیص را انجام دادند نسبت به معرفی افراد متخلف و کسانی که حسب اعلام اولیه اقدام درستی انجام ندادند، اقدام کنند و دستگاه‌های نظارتی باید به این امر رسیدگی کنند و احقاق حق نمایند.
