رئیس کمیسیون ویژه توسعه و بهسازی توس شورای اسلامی شهر مشهد از بی‌نتیجه ماندن بررسی‌های طرح راهبردی منطقه منفصل توس در جلسه روز گذشته کمیته فنی شورای عالی شهرسازی در وزارت راه و شهرسازی خبر داد.
به گزارش صبح امروز، سیدمسعود ریاضی با اعلام این خبر گفت: متأسفانه باوجود تأکیدات چندباره و صریح مقام معظم رهبری در باب خدمات‌رسانی و بهبود شرایط منطقه منفصل توس، با اینکه هفت سال از مصوبه شورای عالی شهرسازی در باب اتصال منطقه منفصل توس به شهر مشهد می‌گذرد اما هنوز این منطقه ۴۰ هزارنفری فاقد هرگونه طرح شهرسازی بوده و جلسه کمیته فنی شورای عالی نیز بدون نتیجه‌گیری و خروجی مشخص پایان‌یافته است.
وی با اشاره به تأخیر بسیار در برگزاری جلسات بررسی طرح راهبردی در کمیته فنی گفت: جلسه قبلی این موضوع ۱۳ ماه قبل برگزار شده و قاعدتاً وقتی چنین تأخیرهایی در برگزاری جلسه‌های کمیته فنی وجود دارد در هر جلسه با تغییرات مدیریتی، تغییر کارشناسان و یا تغییر دولت‌ها مواجه می‌شویم که قاعدتاً نتیجه‌گیری و به سرانجام رساندن جلسه‌ها را با مشکل مواجه می‌کند. در این جلسه نیز باوجودآنکه مذاکرات گذشته به نقطه امیدوارکننده‌ای رسیده بود اما مجدداً بحث‌ها به گذشته‌های دور بازگشته و زمان جلسه کفاف دفاع مشاور از طرح تنظیم‌شده را به دست نداده است.
وی خاطرنشان کرد: سال‌ها پیش مقام معظم رهبری در فرمایشات خود خواستار رسیدگی به وضعیت منطقه تاریخی شده و همچنان در این مورد دغدغه دارند، با این‌وجود این‌همه تعلل در به سرانجام رسیدن برنامه‌های توسعه این منطقه جای ابهام بسیار دارد و دست‌کم باید برای مردم مشخص شود چه نهاد یا اشخاصی تمایل به بهبود شرایط زندگی ساکنان این منطقه ندارند. باید مشخص شود که کم‌کاری و قصور یا مقاومت از جانب وزارتخانه یا اداره کل راه و شهرسازی استان، استانداری، شرکت مشاور، نمایندگان شهر یا هر بخش دیگری است.
به گفته ریاضی، برای نظام جمهوری اسلامی زیبنده نیست یک منطقه باوجود سابقه هفت‌ساله اتصال به کلان‌شهر مشهد همچنان بی‌برنامه بوده و امکان خدمات‌رسانی و پاسخگویی به مردم و ساکنان آن فراهم نباشد.
رئیس کمیسیون ویژه توسعه و بهسازی توس شورای اسلامی شهر مشهد یادآور شد: نبود طرح راهبردی مشکلات عدیده‌ای برای شهرداری و شهروندان ایجاد کرده است ازجمله آنکه هرگونه ساخت‌وساز در این منطقه تخلف از قانون به شمار می‌رود چراکه بدون وجود طرح مشخص شهرداری امکان صدور هیچ‌گونه مجوز ساختمانی اعم از تغییرات، تعمیرات یا احداث بنای جدید را ندارد در حالی‌که ساکنان و شهروندان نمی‌توانند سال‌ها در بلاتکلیفی به سر برده و از برنامه‌های زندگی خود صرف نظر کنند.
وی ادامه داد: بدتر از این هم مشکلات خدمات شهری شهرداری است. در حال حاضر شهرداری مشهد حتی امکان آسفالت بسیاری از معابر این منطقه را ندارد چراکه به دلیل عدم وجود طرح مشخص عرض و طول و مسیر معابر قطعی و مشخص نیست و اساساً اقدام شهرداری در این حوزه‌ها اقدامی غیر قانونی قلمداد شده که موجب برخورد نهادهای نظارتی خواهد شد.
ریاضی تأکید کرد: متأسفانه تمام این مشکلات در نگاه شهروندان ساکن در منطقه منفصل توس تقصیر شهرداری دیده‌شده و قاعدتاً هیچ‌کس از مردم عادی به سوال از دستگاه راه و شهرسازی نمی‌پردازد. ازاین‌رو طی سال‌های گذشته ناراحتی و اعتراضات فراوانی از سمت ساکنان شاهد بوده‌ایم و گهگاه کار به درگیری بین مردم و پلیس ساختمان یا کارشناسان نظارتی و فنی شهرداری کشیده است.
از دیگر مشکلاتی که به گفته ریاضی نبود طرح راهبردی باعث آن می‌شود عدم ورود سرمایه‌گذاران برای شرکت در برنامه‌های ویژه گردشگری و توسعه بافت تاریخی شاهنامه، است.
رئیس کمیسیون ویژه توسعه و بهسازی توس شورای اسلامی شهر مشهد ادامه داد: وقتی طرح مشخصی برای مدیریت و توسعه منطقه وجود نداشته باشد امکان مذاکره و توافق با سرمایه‌گذار برای اجرای پروژه‌های زیرساختی در جهت رونق اقتصادی منطقه، بهبود شرایط کسب‌وکار و زندگی و جذب گردشگر که درنتیجه تمام این‌ها ارتقاء وضعیت اقتصادی منطقه و شهر را باعث می‌شود فراهم نیست. لذا بدون طرح راهبردی مصوب تنها در حد پروژه‌هایی که اکنون در جریان است مانند احداث جلوخان یا بهسازی محور شاهنامه برای شهرداری امکان‌پذیر است که قاعدتاً جوابگوی نیازهای منطقه نخواهد بود.
وی همچنین گفت: باوجودآنکه سازمان میراث فرهنگی نیز در حوزه منطقه منفصل توسط دغدغه‌های فراوانی داشته اما طی سال گذشته و با جلسات کارشناسی متعدد و تعامل و تفاهم ایجادشده شهرداری مشهد مشکلات و دغدغه‌های میراث فرهنگی را برطرف کرد. درحالی‌که در جلسه روز گذشته به دلیل تأخیر فراوان و فاصله طولانی بین دو جلسه مجدداً بحث‌ها به نقطه قبل از توافق با میراث فرهنگی بازگشته است.
ریاضی تصریح کرد: مقرر شده جلسه بعدی کمیته فنی هفته آینده برای پیگیری موضوع برگزار شود. باتوجه به اینکه این جلسه با تاخیر فراوان مواجه شده و اهمیت این طرح بر هیچ کس پوشیده نیست، امیدواریم جلسه آتی با حضور شخص استاندار خراسان رضوی و یا نماینده ایشان برگزار شود تا ضمن نشان دادن اهمیت موضوع به اعضای کمیته فنی، درنهایت و با تاخیر فراوان این طرح در هفته آتی در کمیته فنی به سرانجام رسیده و به شورای عالی ارسال شود.
