آذر ماه سال ۱۳۸۹ طرح هدفمند سازی یارانه ها با مشارکت مجلس شورای اسلامی و دولت آغاز شد و برخی از کارشناسان اقتصادی این طرح را بزرگترین جراحی اقتصادی ایران عنوان کردند؛ این طرح نتایج مثبتی همچون کاهش ضریب جینی را با خود به همراه داشت اما متاسفانه فقط شروع آن خوب بود و نتوانست خود را با شرایط روز جامعه وفق دهد. حال در ایام ماه مبارک رمضان، در حالی که شیوع ویروس کرونا مدتیست کسب و کار مردم جامعه را مختل کرده است، زمزمه‌ هایی در بین مردم شنیده می‌شود مبنی بر اینکه چرا با گذشت ۱۰ سال از آغاز طرح هدفمندی یارانه‌ها و افزایش چند برابری قیمت ها، مبلغ یارانه افزایش پیدا نکرده است، مردم از این  موضوع بسیار گله‌ مند هستند و خواسته شان از دولت این است که یا قیمت اجناس را کاهش داده و کنترل نماید و یا اینکه مبلغ یارانه را افزایش دهد  به طوری که با نرخ تورم همخوانی داشته باشد. گروهی نیز معتقدند که دولت باید یارانه افراد ثروتمند را حذف کند و مبلغ یارانه افراد بی‌بضاعت را افزایش دهد و اگر نمی‌تواند این کار را انجام دهد، یارانه را به طور کامل حذف و قیمت‌ها را به حالت قبل برگرداند .

یکی از اعضای کمیسیون برنامه و بودجه کشور در این خصوص گفت: علت عدم افزایش مبلغ یارانه‌ها این است که دولت در ابتدا قیمت پایه را نسبت به درآمد بیشتر قرار داده است و دلیل دیگر آن این است که ما به التفاوتی که ایجاد شد، صرف بخش های دیگر که در قانون نیز پیش بینی شده، گردید.

۵۰ درصد منابع حامل های انرژی سهم مردم است

محمد حسینی در گفتگو با خبرنگار صبح امروز افزود: قانون هدفمند سازی یارانه ها که ۱۰ سال از آن می گذرد۳ حکم یا ۳ ردیف دارد، ۵۰ درصد از منابع حاصل از افزایش حامل های انرژی یعنی نفت سفید، نفت گاز، بنزین، آب، برق و گاز، به خانوارها داده می شود، ۳۰ درصد به بخش تولید و ۲۰ درصد هم به دولت داده می شود.

افزایش بنزین سهم خانوارها و تولید شد

وی ادامه داد:  قیمت  بنزین  که بزرگترین منبع حاصل از مبحث هدفمندی یارانه ها است، در زمان هدفمندی یارانه ها از ۱۰۰ تومان به ۷۰۰ تومان افزایش پیدا کرد و در سال های ۸۸تا ۹۸ میزان منابعی که از کل افزایش قیمت حامل های انرژی دریافت کردیم، که فقط بنزین و گازوئیل نسبت به آن زمان افزایش قیمت داشت، صرف موارد فوق یعنی خانوارها و بخش تولید شد.

محمد حسینی خاطر نشان کرد: در طی  سال های گذشته منابعی نیز بابت بیمه بیکاری و ماده ۳۴ در بخش بهداشت و درمان و سایر مصارف تولیدی صرف شد، همچنین از ابتدای قانون برنامه ششم توسعه، دوباره تکالیف جدید تری به دولت مبنی بر افزایش حقوق افراد تحت پوشش بهزیستی و کمیته امداد از محل این درآمد ها ابلاغ شد.

وی در خصوص افزایش قیمت بنزین در آبان ماه از هزار تومان در سهمیه به هزار و ۵۰۰ تومان و غیر سهمیه ۳هزار تومان، ابراز کرد: افزایش این رقم به یارانه هیچ ارتباطی پیدا نکرد، در سال ۹۹ مبلغی حدود ۳۱ هزار میلیارد تومان به عنوان طرح معیشت پیش بینی شده است که بین افراد و خانوارهای کم درآمد توزیع خواهد شد که بین ۵۰ تا ۲۰۵ هزار تومان است؛ اما به دلیل اینکه در حوزه شناسایی خانوارهای نیازمند، اطلاعات دقیقی نداریم، ایراد هایی را در حوزه توزیع به آن داشته و داریم.

مخالفت دولت با یارانه ۷۳ هزار تومانی

وی در خصوص مبحث افزایش یارانه تصریح کرد: نگاهی که در بحث تخصصی خودمان داشتیم این است که تمام این ارقام رابه محل افزایش قیمت یارانه ها ببریم و مبلغ آن را از ۴۵ هزار تومان به ۷۳ هزار تومان برسانیم، تا مردم نیز این افزایش قیمت را لمس کنند اما دولت زیر بار نرفت و اکنون ما به‌التفاوت افزایش قیمت بنزین  به عنوان طرح معیشت در حال توزیع بین خانوارها است.

بی توجهی به حکم قانون گذاردر رابطه با حذف یارانه ها

عضو کمیسیون برنامه و بودجه کشور در خصوص حذف یارانه اقشار پر درآمد عنوان کرد: ۴سال متوالی است که در بودجه حکم تبصره ۱۴ عنوان می شود که دولت مکلف است، یارانه ۳ دهک جامعه یعنی ۲۵ میلیون نفر را حذف کند، اما در سال ۹۷ تنها یارانه ۳۰۰ هزار نفر حذف شد که این تعداد در سال ۹۷ به کمتر از ۱ میلیون نفر رسید، که در آمد مازاد آنچنانی را ایجاد نکرد، یعنی در رابطه با حذف یارانه ها به حکم قانون گذار به صراحت عمل نشده است.

وی اظهار کرد: در قانون هدفمندی یارانه ها ۵۰ درصد از منابع به صورت نقدی به مردم پرداخت می شود، بر اساس حکم قانون بودجه سال ۹۷ از ۸۷ هزار میلیارد تومان منابعی که تحقق پیدا کرده است نزدیک به ۴۲ هزار میلیارد تومان به خانوارها پرداخت شده است و دولت هنوز ۳۰ درصد بخش تولید و ۲۰ درصد بخش های زیر بنایی را پرداخت نکرده است.

تفاوت فاحش بین دریافتی اقشار کم درآمد و پر در آمد

حسینی در پایان سخنان خود در خصوص پرداخت یارانه ها با توجه به میزان درآمد اقشار مختلف جامعه توضیح داد: بر اساس ماده ۳۱ قانون برنامه ششم توسعه، به اقشار کم در آمد در هرماه ۹۰ هزار تومان همچنین خانوارهای ۲ نفره ۱۷۰ هزار تومان، خانوارهای ۳ نفره ۲۶۰ هزار تومان و خانوارهای ۴یا ۵ نفر به بالا ۳۶۰ هزار تومان خارج از یارانه پرداخت می شود اما افراد این موضوع را ابراز نمی‌کنند، این مبلغ به همان کارت یارانه واریز می شود، همچنین خانوارهایی که تحت پوشش کمیته امداد هستند نفری ۴۵ هزار تومان دریافت می کنند و اکنون نیز ۲۰۵ هزار تومان از محل طرح معیشت دریافت می کنند. این ها تفاوت دریافتی اقشار کم درآمد با پر درآمد است.

با توجه به صحبت های عضو کمیسیون برنامه و بودجه کشور، دولت روش نسبتا خوبی را برای پرداخت یارانه و کمک معیشت به افراد کم درآمد در پیش گرفته است، اما موضوعی که مطرح است عدم موافقت دولت با افزایش مبلغ یارانه نقدی از ۴۵ هزار تومان به ۷۳ هزار تومان است که باید در مورد آن بررسی های بیشتری صورت گیرد زیرا با تمام تدابیر اندیشیده شده بازهم مبلغ یارانه بسیار کم به نظر می آید.
