رئیس سازمان جهادکشاورزی خبر داد:
خراسان رضوی قطب نخست تولید گیاهان دارویی

برگزاری همایش ملی تخصصی امنیت غذایی و رونق تولید در سال مزین به نام رونق تولید از سوی مقام معظم رهبری و با توجه به نقش ویژه بخش کشاورزی در تولید ملی و امنیت غذایی در جامعه، در شهریورماه توسط انجمن اقتصاد کشاورزی به تصویب رسید و دانشگاه فردوسی مشهد به عنوان محل همایش انتخاب و دبیرخانه همایش در مهرماه در گروه اقتصاد کشاورزی دانشگاه فردوسی مشهد افتتاح شد. در پی جلسات متعدد با فعالان بخش کشاورزی استان، مدیران و کارشناسان، دستگاههای اجرایی و اعضای هیئت علمی دانشگاههای مختلف، مهمترین مسائل و چالشهای پیش روی امنیت غذایی و رونق تولید بررسی و بر اساس آن حدود ۱۰ محور اصلی برای همایش انتخاب شد.
متخصصان، صاحبنظران و پژوهشگران نیز مقالات خود را در این زمینه ارسال کردند؛ تعداد مقالات ارسال شده بالای ۱۰۰ مقاله بود، اما ۸۰ مقاله به صورت تخصصی در خصوص امنیت و رونق تولید ارسال گردید که 60 درصد آنها پذیرفته شد.
رئیس سازمان جهاد کشاورزی خراسان رضوی گفت: در توسعه کشت گیاهان دارویی، خراسان رضوی قطب نخست تولید گیاهان دارویی کشور است. بالغ بر ۱۷۰۰ هکتار توسعه کشت گل محمدی در استان داریم. اقدامات بسیار خوبی شروع شده، شرکتهای دانشبنیان بسیار خوبی ورود پیدا کردند و آینده استان در حوزه توسعه کشت گیاهان دارویی خوب و در حال رشد است.
به گزارش صبح امروز، محمدرضا اورانی در همایش ملی تخصصی امنیت غذایی و رونق تولید که در دانشکده کشاورزی دانشگاه فردوسی مشهد برگزار شد، ابراز کرد: از ۳۷ محصول باغی استان، ۱۰ محصول پسته، زعفران، انگور، سیب، انار، آلوبخارا، گیلاس، گردو، هلو و زردآلو بالغ بر ۹۱ درصد سطح زیر کشت، از ۴۰ محصول زراعی در استان، ۱۰ محصول گندم، جو، چغندرقندر، ذرت علوفهای، یونجه، گوجهفرنگی، سیبزمینی، خربزه، هندوانه و پنبه بالای ۹۰ درصد سطح زیر کشت محصولات زراعی و ۴ محصولگندم، جو، پسته و زعفران ۶۰ درصد سطح زیر کشت محصولات زراعی، باغی و کشاورزی استان را تشکیل میدهد.
وی خاطرنشان کرد: در بخش کشاورزی علیرغم اینکه ۹۶ درصد تولید توسط بخش خصوصی انجام میشود ولی مدیریت بخش کشاورزی ۱۰۰ درصد دولتی است. اگر بخواهیم امنیت غذایی تحقق پیدا کند، باید در ابتدا وظایف تصدیگری در بخش کشاورزی واگذار و وظایف حاکمیتی از تهران به استانها تفویض اختیار شود.
حجم واردات نهادههای کشاورزی ما حدود یک میلیون تن است که همه را از بندر امام در بوشهر میآوریم و برای حمل و نقل هر تن ۳۵۰ هزار تومان پرداخت میکنیم. اگر این نهاده که زیرساختهای آن در استان فراهم بوده، از مرز سرخس انجام شود، هزینه حمل و نقل برای هر تن ۱۰۰ هزار تومان میشود.
اورانی در ادامه شرایط تحقق امنیت غذایی اضافه کرد: در تصمیماتی که میگیریم، باید تاثیر آن را بر آب، خاک و محیط زیست به جد لحاظ کنیم. امروز در شاخصهای جهانی، شاخص تولید نیست، محیط زیست است، اگر تولیدی داشته باشیم که محیط را به مخاطره بیندازد، این تولید پایدار نخواهد بود و این امر نیز زمانی امکانپذیر است که باز هم مدیریت استانی از اختیارات لازم و کافی برخوردار باشد.
مورد بعدی ارتقای بهرهوری و توسعه بازار، فضای کسب و کار و تولید پایدار بوده که با تحقیقات و پژوهش مزرعهمحور امکانپذیر است، اما ما هرچه در مدیریت نمیفهمیم، میگوییم نمیشود که این تعارض ما با نخبگان و دانشبنیان است، بنابراین استفاده از ظرفیت دانشگاهها، مراکز تحقیقاتی و شرکتهای دانشبنیان باید سرلوحه برنامهریزیها باشد.
حضور تشکل در تصمیمگیریها
رئیس سازمان جهادکشاورزی اظهار کرد: آموزش و توانمندسازی تشکلهای موجود بخش و ساماندهی الباقی بهرهبرداران و صاحبان واحدهای تولیدی در قالب تشکلهای مورد نیاز است. نگاه به تشکلها، نگاه نمکدانی بوده، هرجا میخواهیم روحیه مردم را داشته باشیم، میگوییم مردم شما هم بیایید. اگر بخواهیم کشاورزی را به سرانجام برسانیم، باید تشکلها را در تصمیمسازیها و تصمیمگیریها مشارکت دهیم.
آموزش توانمندسازی و ترویج انتقال یافتههای تحقیقاتی به مزرعه و واحدهای تولیدی نیز از اهمیت بالایی برخوردار است. بهترین و کمهزینهترین کار آموزش و توانمندسازی خود مردم است. هر وقت در جلسهای کشاورز و تولیدکننده بالای جلسه بوده و بیش از ۵۰ درصد جلسه را تشکیل میداد، میتوان کاری انجام داد، اما هنوز به آن مرحله نرسیدیم. تمام صحبتهای ما برای افراد دیگر است، در حالی که باید خود آنها باشند.
اورانی در پایانن افزود: الگو قرار دادن فرهنگ دفاع مقدس میتواند در جنگ اقتصادی نیز راه نجات ما باشد، اما باید یادمان باشد که در فرهنگ دفاع مقدس نشاط، انرژی، انگیزه، پاکدستی، صداقت، فداکاری، روحیه کار دستهجمعی و مسئولیتپذیری سهم ۹۹ درصدی در پیروزی دفاع مقدس داشت، بنابراین در جنگ اقتصادی نیز این خصوصیات میتواند ما را به سرانجام برساند.
اعلام قیمت تضمینی بدون توجه به هزینهها
عبدالرضا خزایی کشاورز نمونه درهمایش امنیت غذایی و رونق تولید گفت: من به عنوان نماینده همه افرادی که در زمینه دامداری و کشاورزی فعالیت میکنند صحبت میکنم. خریدهای تضمینی محصولات کشاورزی مخصوصا در زمینه گندم و کلزا بدون توجه به هزینههای تولید اعلام میشوند. قیمت تضمینیای که در این نوع محصولات اعلام میشود باید پس از بدست آوردن قیمت تمام شده محصول باشد که البته پرداخت همین مقدار هم تا مدتها به طول میانجامد و ما نمیتوانیم با وجود کمبود نقدینگی مشکلاتمان را حل کنیم. عدم تنظیم بازار مناسب داخلی و صادرات محصولاتی مانند پیاز، زعفران و سیب زمینی و… در ماههای اخیر مشکلات فراوانی برای ما بهوجود آمد. همچنین با بسته و باز شدن بازار صادراتی عراق و آسیای میانه بازار داخلی ما را هم به شدت تحت تاثیر قرار داده است. ما در این راستا تثبیت قیمت نداریم تا بتوانیم فعالیتی هم داشته باشیم.
