۳۹ اثر تاریخی خراسان رضوی در مسیر احیا

مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی گفت: هم اکنون ۳۹ اثر تاریخی دارای شرایط برای واگذاری به بخش خصوصی در استان شناسایی شده است که از این تعداد ۱۸ اثر در اولویت واگذاری قرار دارد.
ابوالفضل مکرمی فردر گفت و گو با صبح امروز با بیان این مطلب افزود: به استناد دستورالعمل شرایط واگذاری طرحهای تملک داراییهای سرمایه ای جدید، نیمه تمام، تکمیل شده و آماده بهره برداری به بخش غیردولتی و در اجرای ماده۲۷ قانون الحاقی برخی از مواد به قانون تنظیم بخشی از مقررات مالی دولت امسال ۱۸ اثر تاریخی به بخش خصوصی واگذار خواهد شد.
وی اضافه کرد: در گام نخست تعداد هشت اثر شامل، مرمت، بهسازی و احیای کاروانسرای یونسیبجستان، مرمت، بهسازی و احیای کاروانسرای فخر داوود شهرجدیدبینالود، مرمت، بهسازی و احیای کاروانسرای مزینان، مرمت، بهسازی و احیای کاروانسرای کامه تربت حیدریه، مرمت، بهسازی و احیای کاروانسرای آهنگبجستان، مرمت، بهسازی و احیای حمام تاریخی حاج رئیس تربت حیدریه و مرمت، بهسازی و احیای مصلای تاریخی سبزوار واگذار می شود.
مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی درباره نحوه و مدت واگذاری این ابنیه به بخش خصوصی گفت: این پروژه ها به صورت قرارداد بی.او.ال.تی (bolt) با مضمون ساخت، بهره برداری و اجاره در دوره های پنج، ۱۰ و ۱۵ ساله خواهد بود.
مکرمی فر از برگزاری جلسه کارگروه واگذاری ماده ۲۷ خبر داد و افزود: در جلسه این کارگروه با حضور نمایندگان سازمان مدیریت و برنامه ریزی استان، دادگستری کل استان، اتاق اصناف استان و دیگر اعضای این کارگروه برگزار و مصوب شد که در گام نخست هشت پروژه واگذار شود.
وی با اشاره به حجم سرمایه ای که توسط این پروژه ها جذب خواهد شد ادامه داد: در مجموع، این هشت پروژه حدود ۱۶۰ میلیارد ریال سرمایه جذب خواهد کرد.
او با اشاره به محدودیتهای منابع مالی دولتی گفت: علاوه بر استفاده بهینه از منابع دولتی باید به دنبال راهکارهای دیگری از جمله استفاده از منابع بخش خصوصی و هم افزایی بخش دولتی باشیم که واگذاریهای ماده ۲۷ یکی از راهکارهای قانونی استفاده از منابع بخش خصوصی است.
مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی گفت: قبل از واگذاری مطالعات انجام می شود و میزان سرمایه گذاری لازم، شرایط اقتصادی و اجتماعی منطقه و نرخ بازگشت سرمایه بررسی شده است و بر مبنای این مطالعات واگذاریها صورت خواهد گرفت.
مکرمی فر افزود: آثار تاریخی برابر قانون به افراد دارای صلاحیت واگذار می شود که علاوه بر جنبه اقتصادی، حفظ اثر تاریخی نیز مد نظر آنها باشد و فقط به منافع اقتصادی ناشی از سرمایه گذاری نیندیشند.
وی ادامه داد: از مجموع ۳۹ اثر منتخب، امسال تعداد ۱۸ اثر واگذار می شود و بقیه در سال آینده در دستور کار خواهد بود و به زودی مناقصه واگذاری این پروژه ها از طریق روزنامه های کثیر الانتشار اعلام خواهد شد.
مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی با اشاره به طرح مثلث اقتصادی استاندار خراسان رضوی گفت: یکی از زمینه هایی که مثلث توسعه اقتصادی فرهنگی می تواند ظهور و بروز پیدا کند حوزه های سه گانه این اداره کل است که تاکنون اقدامات زیادی در این راستا انجام شده است.
مکرمی فر به حمایت استاندار از طرحهای توسعه گردشگری، صنایع دستی و میراث فرهنگی اشاره کرد و افزود: ایجاد اقامتگاه های بومگردی در شهرستانها و به ویژه روستاهای استان علاوه بر ایجاد ثروت در روستاها و توسعه اقتصادی روستاها از مهاجرت بی رویه به شهرها جلوگیری می کند.
وی ادامه داد:با توجه به رفتار مهمان نوازانه و روی گشاده روستائیان، جذب گردشگر به راحتی امکان پذیر است و تقریبا جریان از گردشگری روستائی و بومگردی به راه افتاده که با استقبال مردم همراه بوده است.
او اضافه کرد: راه اندازی و تشکیل انجمنهای میراث فرهنگی باعث توجه ویژه روستائیان به آثار تاریخی و فرهنگی شده که با مشارکت مردم روستاها همراه بوده و تاکنون در۴۵۰ روستای استان انجمن میراث فرهنگی تشکیل شده است.
هم اکنون استان خراسان رضوی بیش از هزار و ۵۶۰ اثر تاریخی، فرهنگی و معنوی ثبت شده در فهرست آثار ملی دارد.
