بانک مرکزی نظارت مناسبی ندارد
نماینده مشهد و کلات در مجلس شورای اسلامی گفت: گستردگی صندوقهای قرض الحسنه در سراسر کشور که بالغ بر ۵ هزار صندوق بوده و برخی آمارها تا ۷ هزار صندوق را اعلام کرده سبب شده که بانک مرکزی در عمل نظارت مناسبی بر این صندوقها نداشته باشد.
حجت الاسلام محمدحسین حسین زاده بحرینی در تشریحنشست روز سه شنبه کمیته پول، بانک و بازار سرمایه کمیسیون اقتصادی مجلس شورای اسلامی افزود: در جریان تصویب طرح بانکداری جمهوری اسلامی ایران در کمیسیون اقتصادی موضوع مربوط به صندوقهای قرض الحسنه و بانکهای قرض الحسنه به کمیته پول، بانک و بازار سرمایه ارجاع شد تا به صورت دقیق تر بررسی شود.
نماینده مردم مشهد و کلات در مجلس شورای اسلامی، با بیان اینکه درباره صندوقهای قرض الحسنه با یک واقعیت اجتماعی مواجه هستیم مبنی بر اینکه این صندوقها نهادهای مردمی ریشه داری هستند، افزود: موسسان بسیاری از این صندوقهابا نیت خیر تشکیل صندوق را آغاز کرده اند و در گره گشایی از کار مردم و نیازمندان صندوقها توفیق خوبی داشتند، بنابراین صندوقها باید با شکل مناسبی حفظ شوند.

وی ادامه داد: از سوی دیگر گستردگی این صندوقهای قرض الحسنه در سراسر کشور که بالغ بر 5 هزار صندوق بوده و برخی آمارها تا 7 هزار صندوق را اعلام کرده سبب شده که بانک مرکزی در عمل نظارت مناسبی بر این صندوقها نداشته باشد.
حسین زاده بحرینی با بیان اینکه صندوق قرض الحسنه نهادی است که از مردم سپرده گیری میکند و این سپردهها را در قالب تسهیلات قرض الحسنه به نیازمندان میدهد، تاکید کرد: هر نهاد پولی باید الزاما زیر نظر بانک مرکزی فعالیت کند، بنابراین این مشکل که امروز با آن مواجه هستیم یعنی نظارت ناکافی بانک مرکزی بر موسسات قرض الحسنه و صندوقهای قرض الحسنه سبب شد که روز گذشته جلسه ای با حضور اعضای کمیسیون اقتصادی، بانک مرکزی، وزارت امور اقتصادی و دارایی و دو بانک قرض الحسنه فعال مهر ایران و رسالت برگزار و این موضوع بررسی شود که راه حل این مسئله چیست که ضمن اینکه صندوقها را کاملا حفظ و حتی این نهادها را به شکل خوبی توسعه دهیم نظارت بانک مرکزی را نسبت به آنها فراگیر کنیم.
با موضوع قرض الحسنه در نظام بانکداری چگونه برخورد شود؟
وی افزود: ایدههایی در این نشست مطرح و قرار شد که در مرکز پژوهشهای مجلس بیشتر روی این موضوع کار شود تا در جلسات بعدی که با حضور رئیس کل بانک مرکزی، وزیر امور اقتصادی و دارایی و سایر مسئولان بحث را نهایی کرده و سپس در کمیسیون و در صحن علنی مجلس مطرح میشود.
رییس کمیته پول، بانک و بازار سرمایه کمیسیون اقتصادی مجلس شورای اسلامی، با بیان اینکه موضوع دومی که درجلسه امروز مطرح شد این بود که با موضوع قرض الحسنه در نظام بانکداری چگونه برخورد شود، ادامه داد: یکی از نمایندگان آقای حسن نژاد این ایده را مطرح کرد که سپردههای قرض الحسنه را از نظام بانکی کشور جدا کرده و برای آن نهادی مستقل داشته باشیم.
وی تصریح کرد: این موضوع که منابع قرض الحسنه با منابع انتفاعی بانکها و منابع سپرده مدت دار با یکدیگر مخلوط هستند از دید آقای حسن نژاد در کار بانکها و بانکداری کشور اخلال ایجاد کرده که این نماینده ایده ای مطرح کرد مبنی بر اینکه این 2 منابع از یکدیگر تفکیک شده و متناسب با منابع قرض الحسنه نهاد مستقلی در کشور ایجاد شود و به اندازه ای که منابع قرض الحسنه وجود دارد، متعهد شویم.
عضو کمیسیون اقتصادی مجلس شورای اسلامی، با بیان اینکه براساس پیشنهاد آقای حسن نژاد طبیعتا برای نیازهای مازاد همانند وام قرض الحسنه ازدواج یا زندانیان کشور که خانوادههای آنها محتاج تسهیلات قرض الحسنه هستند یا نیازمندیهای مددجویان کمیته امداد امام خمینی(ره) و بهزیستی تدبیر دیگری اندیشیده شود، گفت: یعنی اگر حکومت خود را موظف به تامین نیازهای این گروهها میداند از طرق غیربانکی تدبیر کند که بحث فراوانی روی این ایده صورت گرفت که در نهایت مقرر شد پیشنهاد دهنده با همکاری مرکز پژوهشها این پیشنهاد را به شکل حقوقی تنظیم کند تا در کمیسیون مطرح و نظر نمایندگان اخذ شود
