دولت «کاغذ» تهیه می‌کند
معاون اول رئیس جمهور گفت: از سیاست‌های دولت تهیه کاغذ مشابه کالاهای اساسی است؛ چندین قلم را سال گذشته به عنوان کالای اساسی در نظر گرفتیم که در هر شرایطی بتوانیم آن را تهیه کنیم، کاغذ از جمله این موارد است.
به گزارش ایسنا، اسحاق جهانگیری در حاشیه بازدید از نمایشگاه کتابدر جمع خبرنگاران، افزود: کتاب یکی از مهمترین ابزارهای فرهنگی است که همواره مورد توجه حکومت‌ها و مردم بوده است؛ وقتی به رونق اندیشه‌ای فکر می‌کنیم باید به رونق کتاب فکر کنیم. امیدوار هستیم در نظامی که به اسلامی متکی است که معجزه‌اش کتاب است، در جهت ترویج فرهنگ کتاب‌خوانی پیش رویم.
وی ادامه داد: نمایشگاه کتاب فقط برای فروش کتاب نیست، بلکه محلی است برای ترویج کتاب خوانی. خوشبختانه جناب آقای وزیر اعلام کردند امسال بازدید مردم خصوصا نسل جوان بسیار قابل توجه بوده است.
جهانگیری گفت: حمایت از کتاب یکی از سیاست‌های اصلی از بعد انقلاب بوده و از سیاست‌های اصلی این دولت نیز هست، از این منظر که نباید جامعه ما احساس کند مولف و صاحب اندیشه‌ای گوشه‌نشین شده است. باید سیاستی اتخاذ کنیم که تمام کسانی که در حوزه کتاب هستند به فعالیت خود ادامه دهند.
وی خاطرنشان کرد: یکی از دغدغه‌ها در شرایط سخت اقتصادی، مشکلاتی است که برای بنگاه‌های اقتصادی پیش می‌آید، در این میان بخش فرهنگ شاید مقداری از سایر بخش‌ها ضعیف تر باشد. دولت اصرار دارد که حتما وضعیت اقتصادی را حل کند که مهم ترین مشکلی که دولت در سال گذشته برای حل‌اش تلاش کرد و مقام معظم رهبری هم به آن اخیرا اشاره کردند، مسئله کاغذ است.
معاون اول رئیس جمهور با بیان اینکه «از سیاست‌های دولت، تهیه کاغذ مشابه کالاهای اساسی است» گفت: ما چندین قلم را سال گذشته به عنوان کالای اساسی در نظر گرفتیم که در هر شرایطی بتوانیم آن را تهیه کنیم؛ چون آحاد جامعه به آن نیاز دارند، در بین آن‌ها کاغذ هم است. کمترین نرخ ارز را سال گذشته به کاغذ اختصاص دادیم. در این میان عده‌ای ارز ۴۲۰۰ تومانی دریافت کرده، کاغذ وارد کرده و در آن شبکه‌ای که وزارت ارشاد در نظر داشت آن را توزیع نکردند.
وی افزود: این مورد تا آخر پیگیری خواهد شد و برخورد می‌شود. این سیاست را در سال جاری پیگیری می‌کنیم. در سال ۹۸ محدودیت‌های‌مان بیشتر شده تا ارز کاغذ تامین شود، وزارت صنعت باید وقت بگذارند مدیران مناسبی را منصوب کند تا هم کارخانه‌های تولید کاغذ در کشور از همه ظرفیت‌شان استفاده کنند و هم ارز مورد نیاز کاغذ تامین شود.
بر اساس این گزارش، جهانگیری در همین راستا تشریح کرد: ما در کالاهای اساسی در سال جاری دو سیاست را دنبال می‌کنیم؛ یکی آنکه آن بخش از کالاهای اساسی که بخش عمده آن در داخل کشور تامین می‌شود و فقط بخش کمی از آن از بیرون می‌آید را از ارز ۴۲۰۰ تومان به ارز نیمایی ببریم و مابه تفاوت آن به کسانی که استفاده کننده هستند پرداخت شود.
وی ادامه داد: البته این مورد در بخش کاغذ نیازمند این است که وزارت فرهنگ و ارشاداسلامی برنامه مشخصی را برای آن تدوین کند. در برخی مواردی که گفته شد یارانه نقدی پرداخت می‌شود و عملا اتفاقی نیفتاده است، این بدبینی در بین مردم ایجاد شده که آیا این قول عملی خواهد شد یا نه.
معاون اول رئیس جمهور همچنین گفت: در همین هفته یا هفته آینده با وزیر محترم یا کسانی که نمایندگان مسئولین و مطبوعات هستند جلساتی خواهیم داشت یا با فرمول ارز نیمایی عمل خواهیم کرد یا همان ارز نرخ سال گذشته را سیاست خواهیم گذاشت.
وی با اشاره به روند خصوصی سازی در کشور گفت: بعد از دوره جنگ ما سمت آزادسازیاقتصاد حرکت کردیم، یک بخش این مورد خصوصی سازی بود، یک بخش آن مقراراتی بود که در کنترل دولت بود و آزاد شد. حتما مردم ایران اطلاع دارند قبل از جنگ تقریبا حوزه وارداتتوسط دولت انجام می‌گرفت و در سیستم کوپنی توزیع می‌شد. دولت خیلی بزرگ بود، به مرور دولت این‌ها را واگذار کرد. حتی الان دولت گفته کالاهایی که در مقطع فعلی ارز دولتی به آن‌ها اختصاص می‌دهیم وارد کننده‌اش بهش خصوصی است، این طور نیست که دولتی باشد.
جهانگیری در ادامه به تشریح دو راه حل پیش روی دولت جهت کنترل شرایط اقتصادیپرداخت.
وی گفت: الان با توجه به شرایط جدید اقتصادی دو بحث ایجاد شده است. به سمت محدودیت‌های بیشتری داریم پیش می‌رویم، پس احتمالا نقش دولت پر رنگ تر می‌شود. شاید مجبور شویم در برخی کالاها به سمت سهمیه بندی و کوپنی شدن پیش برویم. این نظری است که در دولت و خارج از دولت طرفدار دارد. پیش نیازش این است که دولت خودش دوباره وارد یکسری از فعالیت‌های اقتصادی شود.
معاون اول رئیس جمهور به اندیشه مقابل کوپنی شدن اشاره کرد و گفت: عده‌ای از فعالان اقتصادی با این نظریه مخالف هستند. آن‌ها معتقد هستند در چنین شرایط سختی باید ما به سمت آزاد کردن اقتصاد پیش برویم؛ حتی قید و بندهایی که قبلا داشتیم را رفع کنیم . به جای اینکه کالای مورد نظر اقشار ضعیف را با سهمیه بندی تامین کنیم اقتصاد را آزاد کنیم و یارانه‌های پنهان را به صورت نقد در اختیار مردم بگذاریم.
وی سپس خطاب به منتقدین و صاحب نظران گفت: من از همه صاحب نظران درخواست دارم راجب به این دو نظریه شفاف صحبت کنند و نقد کنند؛ ما باید به زودی تصمیمی بگیریم که آینده کشور را تحت تاثیر قرارمی‌دهد. کاغذ یکی از این موضوعات است. اینکه دولت چه مقدار توان کنترل دارد همین قدر است. سی سال است از بعد جنگ به سمت آزادسازی و کوچک کردن دولت حرکت کردیم امروز به یکباره همه آن قوانین و مقررات گذشته را باید باز گردانیم. باید سازمان‌های نظارتی و اجرایی وسیعی اجرا کنیم که به راحتی امکانپذیر نیست. من معتقد هستم می‌توانیم با مدیریت و تصمیم صحیح از این دوران عبور کنیم.
