تصویب دریافت عوارض از گردشگران خارجی
به گزارش صبح امروز اولین دستور کار این جلسه علنی به بررسی نظریه کمیسیون فرهنگی، اجتماعی، زیارت، گردشگری و رسانه در خصوص لایحه در زمینه نامگذاری معابر فرعی به نام مفاخر دانشگاه فردوسی مشهد اختصاص داشت.
احسان اصولی، رییس کمیسیون فرهنگی و اجتماعی شورای شهر در این خصوص گفت: در راستای سیاست شورای پنجم جهت تکریم مفاخر دانشگاهی، مکاتباتی با دانشگاهها منجمله دانشگاه فردوسی داشتیم که پیشنهاداتی در این خصوص ارائه شد و ساعتها در کمیته نامگذاری و کمیسیون فرهنگی کار کارشناسی صورت گرفته است. در ادامه این لایحه تصویب شد.
دریافت عوارض از گردشگران خارجی در مشهد
در ادامه نظریه کمیسیون برنامه، بودجه و نظریه کمیسیون فرهنگی، اجتماعی، زیارت، گردشگری و رسانه در خصوص لایحه شهرداری در زمینه دریافت عوارض از گردشگر خارجی حوزه سلامت بررسی شد. بتول گندمی، رئیس کمیسیون برنامه و بودجه شورای شهر گفت: استنادات قانونی برای این لایحه وجود دارد که بر اساس آن ما در شورای شهر میتوانیم به وضع عوارض جدید بپردازیم لذا این موضوع نیز با تغییراتی، تصویب شد. پیشنهاد شده 10 یورو از هر گردشگر خارجی در ابتدای ورودش به شهر مشهد به عنوان عوارض اخذ شود. وی افزود: همچنین مقرر شده است 10 درصد از هزینه درمان گردشگران سلامت خارجی مازاد بر هزینه درمان آنها نیز به عنوان عوارض دریافت شود.
خواجه نایینی، معاون مالی و پشتیبانی شهرداری مشهد در این خصوص نیز اظهار کرد: با توجه به کار کارشناسی دقیقی که انجام شده است، متن نهایی مورد تایید ما نیز است. این لایحه نیز با رای مثبت اعضا، تصویب شد.
رئیس شورای اسلامی شهر مشهد درباره این مصوبه گفت: به منظور توسعه زیرساختها و خدمات گردشگری شهر مشهد تا 10 درصد عوارض وصول شده از گردشگران خارجی به مرجع وصول کننده(غیر از شهرداری) و تا 10 درصد نیز به طرحهای مشترک شهرداری و اداره کل میراث فرهنگی خراسان رضوی اختصاص مییابد.
تعیین تکلیف پیمانهای فاقد تعدیل و مشمول مبادلات ارزی شهرداری مشهد
در سومین دستور کار این جلسه علنی نظریه کمیسیون مشترک برنامه و بودجه، فناوری اطلاعات و منابع انسانی و حقوقی و نظریه کمیسیون عمران و شهرسازی درخصوص لایحه شهرداری در زمینه تعیین تکلیف پیمانهای فاقد تعدیل و مشمول مبادلات ارزی بررسی و تصویب شد.
شهریار آل شیخ، معاون برنامهریزی و توسعه سرمایه انسانی شهرداری مشهد گفت: ماهیت لایحه برای جبران تغییر نرخ ارز است. در پیمانهای کوچک تا 20 درصد منطقی است اما در پیمانهای بزرگ، منطقی نیست.
بتول گندمی، رئیس کمیسیون برنامه و بودجه گفت: ما تفاوت قیمت را اینگونه گرفتهایم که اگر تفاوتی ایجاد شد، تا 80 درصدش را ما میپردازیم و 20 درصدش را نیز خود پیمانکار باید بر عهده بگیرد.
احمد نوروزی، رئیس کمیسیون اقتصادی شورای شهر تصریح کرد: افزایش قیمتها ایجاب میکند به صورت واقعی تصمیمگیری شود تا ایجاد مشکل نشود.
ساماندهی اراضی بزرگ مقیاس محدوده و حریم شهرمشهد
در چهارمین دستور کار این جلسه نظریه کمیسیونهای اقتصادی، حقوقی، برنامه، بودجه، عمران و شهرسازی و مناطق پیرامونی در خصوص لایحه شهرداری در زمینه ساماندهی اراضی بزرگ مقیاس محدوده و حریم شهر مشهد بررسی شد.
احمد نوروزی، رییس کمیسیون اقتصادی شورا در این باره گفت: معمولا در ساخت و سازهای غیر مجاز در حاشیه شهر فقط با معلول مبارزه میکنیم چون یک سری افراد زمینهای بزرگ مقیاس را گرفته و قطعهبندی کرده و به افراد میفروشند و بعد که افراد آنها را ساختند، شهرداری با آنها برخورد میکند که این رویه باید تغییر یابد.
محمدرضا حسیننژاد، معاون معماری و شهرسازی شهرداری مشهد نیز در این باره اظهار کرد: این موضوع بسیار مهم و حساس است. شهر هر وقت در تجدید طرح جامع قرار میگیرد در معرض تشکیل سکونتگاههای غیر رسمی است. در حریم به دلیل بانک زمینی که برای شهرداری ایجاد میشود، ظرفیتی برای طرح جامع وجود دارد. اعضای شورای شهر به این لایحه نیز رای مثبت دادند.
اعطای مشوقهای جدید سرمایهگذاری
دستور کار بعدی جلسه علنی شورای شهر مشهد، نظریه کمیسیون مشترک اقتصادی، سرمایه گذاری و مشارکتها – حقوقی – کمیسیون برنامه، بودجه، فناوری اطلاعات و منابع انسانی – عمران و شهرسازی در خصوص لایحه شهرداری در زمینه آیین نامه اجرایی مشوقهای سرمایه گذاری در حوزه ساخت و ساز بررسی شد.
احمد نوروزی، رئیس کمیسیون اقتصادی شورا در این مورد عنوان کرد: در بخشهایی از شهر خدمات ارائه نمیشود به طور مثال تراکم خدمات درمانی در بخشی از شهر بوده و در برخی از نقاط با فقر مراکز درمانی مواجهیم لذا فرمولهایی برای کاربریهایی پیشنهاد شده که اگر در یک پروژه این خدمات مانند ورزشی، درمانی و … وجود داشته باشد، مشوقهایی به آن پروژه تعلق میگیرد تا پروژهها تک کاربری نباشند و ترکیبی شوند.
رضا خواجهنایینی، معاون مالی و پشتیبانی و رئیس سازمان سرمایهگذاری و مشارکتهای اقتصادی شهرداری مشهد در این خصوص گفت: این دستورالعملِ تهیه شده، بعد از صحبت با سرمایهگذاران موفق در سطح کشور و 6 ماه کار مطالعاتی به نتیجه رسید. بدلیل غیر اقتصادی بودن بسیاری از پروژهها در مناطق کم برخوردار، معمولا آن پروژهها اجرایی نشده و سرانههای مورد نیاز در آن مناطق تامین نمیشود لذا مشوقهایی را برای هر سرانه تا توجیه پذیر شدن و اقتصادی شدن پروژه، در نظر گرفتهایم حتی تا 90 درصد تخفیف برای برخی پروژهها در نظر گرفته شده است که این لایحه برای پروژههای بالای 5 هزار متر یا همان گروه دال است.
وی تصریح کرد: تصویب این لایحه به عنوان مشوقهای سرمایهگذاری، گام سوم شورای پنجم و مدیریت شهری و تکمیل کننده دو گام قبلی یعنی حل مشکل پروژههای سرمایهگذاری و مشارکتی و تصویب 10 پروژه جدید سرمایهگذاری است.
این لایحه نیز تصویب شد.
تخفیف ویژه حمل و نقل عمومی در ایام تعطیل
ششمین دستور کار این جلسه علنی نیز به بررسی نظریه کمیسیونها در خصوص طرحی در زمینه اختصاص تخفیف ویژه در ایام تعطیل به حمل و نقل عمومی اختصاص داشت که پس از اظهار نظر ودیعی نایب رئیس کمیسیون برنامه و بودجه، شهناز رمارم عضو کمیسیون عمران و شهرسازی و عضو هیئت رییسه شورای شهر مشهد، سید مسعود ریاضی، نائب رئیس کمیسیون عمران و شهرسازی و رئیس کمیسیون ویژه توسعه و عمران توس، جمال حسن بارانی، مدیر کل برنامه و بودجه شهرداری مشهد و محمدهادی مهدینیا، رییس کمیسیون عمران و شهرسازی شورای شهرکلیات طرح تصویب شد اما با درخواست اعضا و تصویب شورا، طرح برای بررسی بیشتر به کمیسیون مشترک با محوریت کمیسیون حمل و نقل و ترافیک بازگشت تا با فرصت یک ماهه، به شورا بازگردد.
حمایت و تشویق مادی و معنوی از گزارشگران تخلفات
آخرین دستور کار این جلسه بررسی نظریه کمیسیون حقوقی و نظریه کمیسیون برنامه، بودجه، فناوری اطلاعات و منابع انسانی در خصوص طرح شورا در زمینه حمایت و تشویق مادی و معنوی از گزارشگران تخلفات اختصاص یافت که به تصویب رسید.
شهرداری مشهد مکلف است، در راستای اجرای قانون ارتقا سلامت نظام اداری و مقابله با فساد و بهمنظور ایجاد امنیت در گزارش دهی، حمایت و تشویق مادی و معنوی از گزارشگران تخلفات واقعشده و یا در حال وقوع در شهرداری، سازمانها، موسسات و شرکتهای وابسته به آن، نسبت به تهیه آییننامه جامع حمایت قانونی و تشویق گزارشگران تخلفات (اعم از تخلفات مرتبط با معاملات، مجوزهای صادره، استعلامات و …) مبتنی بر برترین تجربیات بین المللی، حداکثر ظرف مدت 3 ماه اقدام و طی لایحهای برای تصویب، به شورای اسلامی شهر ارسال کند.
