حمایت یا نقد مشفقانه

این روزها رابطه دولت و اصلاح طلبان حسابی شکرآب است. آنقدر که شخص رئیس جمهور هیچ تریبونی را برای بیان گلایه های خود از دست نمی دهد. فعالان سیاسی اصلاح طلب نیز از همه ابزار رسانه ای خود برای انتقاد از عملکرد دولت استفاده می کنند. البته اصلاح طلبان هنوز هم ترجیح می دهند پشت واژه هایی مثل حمایت مشفقانه و حمایت منتقدانه پنهان شده و به قول محمدرضا عارف رئیس فراکسیون امید صورت خود را با سیلی سرخ نگاه دارند اما حسن روحانی چنین ملاحظاتی ندارد. اتفاقا برعکس، اینطور که از سخنان او معلوم شد ترجیح می دهد هرچه زودتر حساب خود را از جریان اصلاح طلب جدا کند.
ارزیابی دقیق از روابط اصلاح طلبان و دولت نیازمند توجه به هر دو روی سکه و در نظر گرفتن منفعت و زیان هر کدام از طرفین در دو رویکرد حمایت و نقد است. نگاهی به اظهارنظرهای اصلاح طلبان در ماه های اخیر نشان می دهد که نقدهایی جدی به عملکرد دولت دارند اما نمی خواهند خیلی بی مهابا در مقابل آن بایستند. هرچه باشد خودشان بودند که کرسی ریاست جمهوری را تقدیم روحانی کردند. اصلاح طلبان که به گفته خود در انتخابات 92 بر مبنای اضطرار زمان و در حالی که گزینه های اصلی خود را پشت فیلتر نهادهای نظارتی جا گذاشته بودند، از روحانی حمایت کردند. پای بد و خوب دولت یازدهم ایستاده و به ثمربخشی مذاکرات هسته ای و تلاش های دولت برای بهبود تعامل با جهان و به خصوص غرب دل خوش کردند. در انتخابات 96 نیز از رای خود برنگشته و بر همان طبل کوبیدند. عملکرد دولت دوازدهم اما بدتر از آن بود که حدس می زدند. مشکلات معیشتی و اقتصادی گسترده موجی از ناامیدی اجتماعی را به راه انداخته و جایی برای دفاع باقی نمانده است. اصلاح طلبان می دانند که اگر حساب خود را از دولت جدا نکنند، این موج آن ها را نیز با خود خواهد برد. آنان دریافته اند که ادامه حمایت ها از دولت روحانی با چالشی جدی به نام ریزش رای همراه است و همین دی ماه گذشته نیز شمه ای از پیامدهای ناامیدی جامعه را دیده اند. اظهارات عباس عبدی فعال سیاسی اصلاح طلب در مورد اینکه باید با مردم صادق بود و در شرایطی که جای امیدواری وجود ندارد و دولت قادر به کار کردن نیست بی خود از تزریق امید نگفت؛ مصداق این مدعا است.
فاصله گرفتن از دولت از جنبه دیگری نیز به سود اصلاح طلبان خواهد بود. روشن است که در همه انتخابات ها شانس منتقدان وضع موجود بیش از مدافعان آن است. در شرایط فعلی که کمتر از یک سال تا انتخابات مجلس مانده و انتخابات 1400 نیز از همین حالا فضای سیاست کشور را تحت شعاع قرار داده است؛ وقت تغییر جهت و تبدیل شدن به منتقد است. اصلاح طلبان این را خوب می دانند اما در رودربایستی با دولت برآمده از حمایت خود مانده اند. از سوی دیگر مایل نیستند که حمایت از روحانی را یک اشتباه تلقی کرده و صراحتا بگویند که از او دور شده اند. برای همین شاهدیم که مواضع کج دار و مریز می گیرند و از عبارتی مثل نقد مشفقانه استفاده می کنند. دولت را سر کار آورده اند که در کابینه و دیگر مسئولیت ها به آنان پر وبال بدهد و از نظرات کارشناسی آن ها بهره بگیرد، ولی در عمل هیچ یک از این موارد، آنگونه که اصلاح طلبان می خواستند محقق نشد. مشکلات دولت هر روز بیشتر شده و دست و پا زدن در این باتلاق دردی از مردم دوا نمی کند. در این وضعیت اصلاح طلبان سعی می کنند که به قول عارف صورت خود را با سیلی سرخ نگاه دارند. حسن روحانی اما با کسی رودربایستی ندارد. او نمکدان اصلاح طلبان را همان وقت چینش کابینه شکست و حالا هم از چرخش بیشتر به راست ابا ندارد.
روحانی سیاست مدار کهنه کاری است و خوب می داند که اصلاح طلبان حتی اگر تا کنون هم چشم روی کاستی ها بسته باشند از این بیشتر نمی توانند و نزدیک شدن به فضای انتخابات میزان انتقادات را افزایش می دهد. از همین رو از هر تریبونی به این موضوع گریز زده و یادآور می شود که حواسش به همه چیز هست.
او همین چهارشنبه گذشته در جلسه هیات دولت گفت: « تا انتخابات زمان بسیاری باقی مانده است.هیچ کس نباید تصور کند که تخریب دولت می‌تواند برای آنها چه در انتخابات سال آینده و چه در انتخابات سال 1400 رای بوجود بیاورد و کسانی که اینگونه فکر می‌کنند مردود این آزمایش تاریخی در ایران خواهند بود و ملت ایران راجع به آنها قضاوت خواهد کرد و پس از آنکه از این گردنه عبور کردیم، در تاریخ حرف‌ها، رفتار و جملات آنها باقی خواهد ماند و مردم قضاوت می‌کنند که در شرایط سختی آنها برای کاهش یا افزایش دشواری مردم چه رفتاری داشته‌اند.»
رئیس جمهور یک هفته قبل و در جشنواره ملی شهید رجایی نیز با اشاره به وجود انتخابات در سال آینده و اینکه شرایط انتخابات را به خوبی درک می‌کند، گفته بود: «امروز باید همه چیز را کنار بگذاریم و شرایط کنونی روز آزمایش ملی است. در این شرایط اگر جناحی تصور کند که چنانچه علیه دولت حرفی بزند، محبوب می‌شود، در خطا و اشتباه است و بدانید که مغضوب خواهید شد و مردم به شما پشت خواهند کرد.»
این اظهارات در لفافه اما تنها مصداق فاصله گرفتن روحانی از اصلاح طلبان نیست. او در دو راهی اصلاح طلبان و حاکمیت، حاکمیت را برگزیده و تا آنجا پیش رفته که اکنون به سختی صدای اصلاح طلبان را می شنود. مصداق این نشنیدن نیز همان است که در جلسه سوال از رئیس جمهور به پیغام اصلاح طلبان مجلس که علی مطهری آن را منتقل کرده بود، بی توجهی کرد و گفت : «مهم نیست رای ندهند.»
همین جمله روحانی را می توان اصلی ترین دلیل فاصله گرفتن از اصلاح طلبان دانست. او دیگر به رای نیاز ندارد. نه در جلسه سوال از رئیس جمهور که قانع نشدن نمایندگان به جایی نمی رسد و نه در انتخابات آتی که مطابق قانون قادر به کاندیداتوری در آن نیست. روحانی هیچ وقت اصلاح طلب نبوده و چنین ادعایی هم نکرده است. نزدیکی او به این جریان سیاسی فقط و فقط با انگیزه استفاده از بدنه رای اصلاح طلبان و پیروزی در انتخابات بود. به قول اصلاح طلبان بنا بر اضطرار. اضطراری که دیگر موجود نیست.
