چاپ غیرقانونی کتب ناشران دیگر باعث تعلیق ناشر خاطی می‌شود
معاون فرهنگی اداره کل فرهنگ و ارشاد خراسان رضوی گفت: چاپ و نشر کتاب به‌صورت غیر قانونی با موضوعیت فرهنگی آن در تضاد بوده و قابل پذیرش نیست؛ این تخلفات پیگیری و ناشران متخلف، تعلیق یا مجوز آن‌ها لغو می‌شود.
یوسف امینی در گفت‌وگو با ایسنا- منطقه خراسان، عنوان کرد: مسئله چاپ غیرقانونی کتاب بیشتر در تهران وجود دارد اما وقتی مشکلی در پایتخت بوجود می‌آید، فراگیر می‌شود و شهرستان‌ها هم با آن دست‌وپنجه نرم می‌کنند.
وی افزود: تاکنون در مشهد موارد محدودی موجود بوده است و همین موارد محدود هم مورد بررسی قرار گرفته و تذکر داده شده است و کمیته رسیدگی به تخلفات ناشرین در این زمینه فعال است و ناشرانی از این دست را شناسایی کرده و با آن‌ها برخورد می‌کند.
معاون فرهنگی اداره کل فرهنگ و ارشاد خراسان رضوی اظهار کرد: مشکلاتی که در این زمینه بوجود می‌آید از طریق تذکر و آگاهی دادن به ناشران قابل حل است زیرا تعدادی از ناشران به علت آگاهی نداشتن، اقدامات غیرقانونی در حوزه چاپ و نشر کتاب انجام می‌دهند و تعدادی از آن‌ها به علت منفعت طلبی‌های شخصی دست به چنین اقداماتی می‌زنند.
امینی خاطرنشان کرد: کتابی که مورد استقبال عموم قرار می‌گیرد، دچار آفت چاپ غیرقانونی توسط دیگر ناشران با کیفیت بسیار پایین‌تر از کیفیت اصلی و اولیه می‌شود. ناشران دیگر همان کتاب را بدون هیچ تغییری یا با اعمال تغییرات جزئی به چاپ مجدد می‌رسانند و حقوق ناشر اصلی کتاب را رعایت نمی‌کنند.
وی بیان کرد: اگر کتاب‌فروشی‌ها دچار تخلف شوند، اتحادیه صنف فروشندگان کتاب و نوشت افزار پیگیری می‌کند اما اگر مرتبط با نشر کتاب باشد به اداره فرهنگ و ارشاد اسلامی ارجاع داده می‌شود.
معاون فرهنگی اداره کل فرهنگ و ارشاد خراسان رضوی گفت: تخلفاتی که در این زمینه صورت می‌گیرد در تهران بسیار حاد شده و افزایش یافته است اما در خراسان این مسئله محدود و افزایش نداشته است.
امینی ادامه داد: چاپ و نشر غیرقانونی بیشتر در حوزه کتاب‌های کمک آموزشی، رمان‌ها، کتاب‌هایی مربوط به مهارت‌های زندگی و عمومی صورت می‌گیرد اما در مجموع این تخلفات محدود است و با وجود آسان و سریع‌تر شدن چاپ و نشر کتاب نسبت به گذشته، میزان این تخلفات تغییر نکرده و رشد نداشته است.
وی عنوان کرد: اگر مواردی در زمینه چاپ و نشر غیر قانونی کتاب، توسط فروشندگان و ناشران شناسایی شد حتما اطلاع‌رسانی کنند، تا به آن‌ها رسیدگی کنیم. توصیه ما ورود افراد علاقه‌مند به‌صورت تخصصی و قانونی به حوزه نشر است.
معاون فرهنگی اداره کل فرهنگ و ارشاد خراسان رضوی اظهار کرد: در استان خراسان تاکنون موارد این چنینی محدود بوده است اما وجود همان تخلفات محدود هم توسط کمیته رسیدگی به تخلفات بررسی می‌شود و اکنون حدود دو سال از تشکیل این کمیته می‌گذرد.
امینی عنوان کرد: هیچ محدودیتی در حوزه صدور مجوز نشر وجود ندارد و اگر فردی واقعا علاقه‌مند به این حوزه است، مستقیما اقدام به تهیه مجوز کند و از راه قانونی وارد شود، زمانی که راه قانونی وجود دارد و نهایت همکاری صورت می‌گیرد نیازی به تخلف و از بین بردن دست‌رنج دیگران نیست.
