عملکرد شهرداری «فاش» می‌شود

با اجرای مصوبه شفافیت شورای اسلامی شهر مشهد در قالب سامانه «فاش»، عملکرد شهرداری مشهد شفاف می‌شود.

به گزارش ایسنا پ، فضای اطلاع‌رسانی شفاف شهرداری مشهد یا به اختصار «فاش»، سامانه‌ای برای شفاف‌سازی عملکرد شهرداری مشهد است که در راستای مصوبه شفافیت شورای اسلامی شهر مشهد که 20 فروردین‌ماه به تصویب رسید فعالیت خود را آغاز کرده است. تمامی اطلاعات بودجه‌ای، پروژه‌های عمرانی و جاری شهر، مناقصه‌ها و مزایده‌های شهرداری، قراردادهای شهرداری بر روی این سامانه قرار گرفته و عموم شهرواندان به آن دسترسی دارند.

شهریار آل‌شیخ، معاون برنامه‌ریزی و توسعه شهردار مشهد در گفت‌وگو با خبرنگار ایسنا- منطقه خراسان، با اشاره به راه‌اندازی سامانه فضای اطلاع‌رسانی شفاف شهرداری مشهد، اظهار کرد: مطابق دستور شهردار برای تکمیل شفافیت و فضای اطلاع‌رسانی مجموعه اطلاعات مختلفی که برخی پیش از این در اختیار عموم بوده و برخی نبوده است را در این سامانه در اختیار شهروندان قرار می‌دهیم.

وی ادامه داد: بخشی از این سامانه اطلاعات بودجه‌ای را در بر می‌گیرد که شامل تمامی بودجه‌های مصوب، نحوه تخصیص و اجرای بودجه‌ها است. بخش دیگر این سامانه به قراردادها و فراخوان‌ها تعلق دارد که همه قراردادها و فراخوان‌های شهری در این سامانه منتشر می‌شود.

آل‌شیخ افزود: تمام لیست‌های شرکت‌کنندگان و حتی بلک‌لیست‌ها که کدام شرکت‌ها و به چه دلایلی در بلک‌لیست قرار گرفته‌اند نیز وجود دارد و در این سامانه قرار خواهد گرفت. هم‌چنین عملکرد شرکت‌های پیمانکار نیز در سامانه فضای اطلاع‌رسانی شهرداری مشهد قرار خواهد گرفت و تمام فعالیت‌ها و قراردادهای هر شرکتی را که مد نظر باشد در این سامانه قرار دارد.

وی با بیان این که «در مرحله بعد میزان پیشرفت پروژه‌ها نیز در این سامانه قرار خواهد گرفت»، تصریح کرد: سامانه پیشرفت پروژه‌های شهرداری نیز سامانه برخطی است که می‌توانیم بر روی این سامانه قرار دهیم و در اختیار عموم بگذاریم.

معاون برنامه‌ریزی و توسعه شهردار مشهد خاطرنشان کرد: علاوه بر این در حوزه شهرسازی بر روی کار هستیم تا ببینیم امکان قرار دادن مجوزها بر روی این سامانه وجود دارد یا نه، چراکه در حال حاضر ظرفیت‌های ساختمانی موجود است و هر شهروندی می‌تواند مجوزهای ساختمانی خود را مشاهده کند، اما این که بتوان مجازهای ملک‌های دیگر را دید که اگر ساختمانی تخلفی انجام داد را مردم گزارش کنند در حال کار بر روی آن هستیم.

وی با اشاره به این که «در حال حاضر سامانه فضای شفاف اطلاع‌رسانی شهرداری مشهد با اطلاعت مالی سیستم شکل گرفته است»، بیان کرد: هم‌اکنون تمامی قراردادها و فعالیت‌های مالی، بودجه‌ها، ضوابط و مقررات و مناقصات به طور کامل در سامانه موجود است و در آینده سعی داریم حتی ارزیابی عملکردها را نیز بر روی این سامانه ببینیم.

آل‌شیخ با بیان این که «سامانه فاش شهرداری مشهد از روز دوشنبه به طور رسمی افتتاح خواهد شد و به سرعت تکمیل خواهد شد»، عنوان کرد: بخش زیادی از عملکرد این سامانه به استقبال مردم بستگی دارد، ما امیدواریم عموم مردم و به ویژه کارشناسان از طریق این سامانه بر روی کار ما تحلیل خوب و منطقی داشته باشند و ارزیابی کنند و منجر به اصلاح روندهای کاری مدیریت شهری شود. قطعاً استقبال مردم و کارشناسانه به ما انگیزه خواهد خواهد داد تا سایر حوزه‌ها را به موضوع وارد کنیم.

وی با اشاره به نحوه استفاده مردم از سامانه فاش شهرداری مشهد، گفت: این سامانه در اختیار تمام شهروندان قرار دارد و هرکس بخواهد می‌تواند بددون هیچ‌گونه محدودیت به اطلاعات دسترسی داشته باشد.

معاون برنامه‌ریزی و توسعه شهردار مشهد هم‌چنین در خصوص آخرین اقدامات شهرداری مشهد در خصوص طرح تأمین امنیت افشاکنندگان اطلاعات مصوب شورای اسلامی شهر مشهد، گفت: بر روی این طرح یکسری موارد حقوقی وجود دارد، ما در حوزه شهری و شهرداری می‌توانیم این موضوعات را داشته باشیم، اما در کشورهای دیگر یکسری ضوابط حقوقی دارند اما در کشور ما ممکن است این کار طبعات و آسیب‌هایی برای آن فرد داشته باشد که باید از طریق حقوقی مورد بررسی قرار گیرد.

وی ادامه داد: اجرای این طرح به تامین حقوقی نیاز دارد که در حال بررسی آن هستیم. با این وجود این موضوع نباید باعث آن شود که حریم شخصی افراد مخدوش شده و اتهاماتی وارد شود که قابل پیگرد نباشد و باعث تضییع حقوق افراد از منظر شخصیت حقیقی و حقوقی آنان شود.

آل‌شیخ با بیان این که این یک موضوع حقوقی است، تصریح کرد: هم‌اکنون این موضوع از طریق کمیسیون‌های حقوقی در حال بررسی است و هنوز ضوابط آن کامل نشده است اما در صورتی ضوابط آن تکمیل شود آمادگی اجرای آن را داریم.
