رویکرد طرح بازآفرینی شهری حمایت از بخش خصوصی است
معاون وزیر راه و شهرسازی و مدیرعامل شرکت بازآفرینی شهری ایران گفت: رویکرد دولت تدبیر و امید در چارچوب اجرای ‘طرح بازآفرینی شهری' حمایت از بخش خصوصی و توسعه گران برای ورود به بازسازی و نوسازی محلات فرسوده است.
هوشنگ عشایری روز دوشنبه در نشست ستاد بازآفرینی شهری پایدار خراسان رضوی در مشهد افزود: تا سال 1400 می بایست هزار و 334 محله در 543 شهر با جمعیت 10 میلیون نفر در زیرمجموعه فعالیتهای نرم افزاری و کالبدی طرح بازآفرینی قرار گیرند.
وی ادامه داد: اجرای این طرح 66 هزار هکتار از زمینهای شهری، 20 درصد مساحت شهری و 30 درصد جمعیت شهرهای کشور را در بر می گیرد.
مدیرعامل شرکت بازآفرینی شهری ایران گفت: در این چارچوب دولت، شهرداریها، توسعه گران، تسهیلگران و بخش خصوصی در مورد نوسازی و مقاومسازی مسکن، ارتقای خدمات زیربنایی و روبنایی، فضاهای عمومی شهری و توان افزایی اقتصادی و اجتماعی ساکنان محله ها با محوریت مردم و رویکرد پایین به بالا نقش خود را ایفا می کنند.
وی افزود: در اجرای طرح بازآفرینی رویکرد ما حمایت از بخش خصوصی و توسعه گران برای ورود به محلات است. در پرداخت تسهیلات به سازندگان در کلانشهرها، مراکز استانها 500 میلیون ریال وام دو ساله با سود دوره مشارکت 9 درصد و سایر شهرها 400 میلیون ریال دریافت می کنند.
عشایری ادامه داد: همچنین وام ودیعه مسکن برای کسانی که زمین خود را برای ساخت در اختیار سازندگان قرار می دهند 200 میلیون ریال در مراکز استانها و 150 میلیون ریال در سایر شهرها است. برای زوجهای جوان نیز 600 میلیون ریال در شهرها و 800 میلیون ریال با سود شش درصد در تهران پرداخت می شود.
وی گفت: دولت 250 هزار میلیارد ریال با کمک شهرداریها و بخش خصوصی که غالب آن با بخش خصوصی است برای این منظور در نظر گرفته است. جدای از اینکه دولت خدمات روبنایی و منابع را آماده می کند مقرر شد 15 هزار میلیارد ریال نیز برای توزیع در اختیار محلات و تسهیلگران در کنار تمام تخفیفها و مشوقهای فعالیت در مناطق محروم و ناکارآمد قرارداده شود.
معاون وزیر راه و شهرسازی افزود: برنامه بازآفرینی شهری برمبنای سه تجربه قبلی تدوین شده است. رهبر معظم انقلاب اسلامی به سران قوا تاکید کرده اند که به مسئله ساکنان واقع در محلات هدف شهری یعنی همان حاشیه شهرها و بافتهای فرسوده خاصتر توجه شود.
وی همچنین به مبناهای قانونی برنامه بازآفرینی شهری ایران اشاره و بیان کرد: به همین دلیل در چارچوب مواد 59، 61 و 62 قانون برنامه ششم توسعه تاکید شده دولت و شهرداریها برای بازآفرینی سالانه 270 محله ورود پیدا کنند. بر این اساس باید برنامه اقدام مشترک به تصویب ستاد ملی بازآفرینی شهری برسد.
مدیرعامل شرکت بازآفرینی شهری ایران ادامه داد: برنامه باز آفرینی شهری ایران مبتنی بر سه تجربه گذشته تدوین و به ستاد ملی بازآفرینی ارائه شده است. پس از پایان جنگ تحمیلی تا سه پیش سه روش توسعه شهری را پشت سرگذاشته ایم. نخستین آنها بهسازی و نوسازی بافتهای فرسوده بود که کالبد محور بود و از تهران برای محلات پروژه تعریف می شد تا پول بگذاریم، تملک و تخریب کنیم به این امید که کاری در آن زمین تملک شده انجام دهیم. این رویکرد بالا به پائین و کالبدمحور موجب نارضایتی مردم شد و طرح موفق نبود.
وی گفت: اوایل دهه 1380 دولت به این فکر افتاد که به سمت بازآفرینی حاشیه شهرها برود که بومی سازی و برنامه های بهسازی و نوسازی کالبدی نیز به آن اضافه شد اما بانک جهانی که سرمایه گذار بود به دلیل تحریمها عقب نشینی کرد و پروژه ها ناقص ماند.
عشایری تجربه بعدی را ‘مسکن مهر' ذکر و بیان کرد: گرچه اقدام خوبی بود اما در اجرا مناسب نبود و این مداخله مستقیم دولت در مسکن نیز ناموفق بود لذا بر مبنای همین تجربیات ‘برنامه بازآفرینی شهری' نوشته شد.
وی افزود: برنامه اقدام مشترک بازآفرینی شهری پایدار با شش فعالیت غیرکالبدی و نرم افزاری از جمله نهاد سازی، ابزارسازی و جریان سازی آغاز شد.
معاون وزیر راه و شهرسازی ادامه داد: محور اصلی برنامه که پروژه محور بود به محله محور تبدیل شد. هدف بازآفرینی محله است. همچنین به جای اینکه در پایتخت یا مرکز استان برای شهرستانها تصمیم گیری شود و به جای رویکرد از بالا به پائین، برنامه از پائین به بالا تهیه شده است.
وی گفت: در گذشته یارانه بطور مستقیم وارد جریان مسکن می شد و به همین خاطر سوداگری اتفاق می افتاد و فردی که نیاز به مسکن نداشت متقاضی مسکن می شد.
عشایری افزود: در برخی موارد امتیاز مسکن مهر به فروش می رفت و دولت از 20 تا 60 میلیون تومان یارانه مستقیم پرداخت می کرد و تقاضا به سمت بازار مسکن نیز وجه کاذب پیدا می کرد اما اکنون مدل تقاضا مبتنی بر سرمایه گذاری پیش می رود و در روش مسکن یکم تسهیلات با سود شش درصد پرداخت می شود.
وی ادامه داد: با توجه به بازار طلا و سکه بالغ بر 400 هزار نفر در صندوق مسکن یکم کشور سرمایه گذاری کرده اند که این افراد نیازمند مسکن واقعی بوده و افرادی که به دنبال مسکندار شدن هستند در این صندوق سرمایه گذاری می کنند.
مدیرعامل ستاد ملی بازآفرینی شهری به فعالیتهای خراسان رضوی در اجرای طرح بازآفرینی نیز اشاره و بیان کرد: خراسان رضوی تنها استانی است که برنامه اقدام مشترک مصوب دارد و استان پیشرو در این زمینه است.
