از شفافیت خبری نیست
رئیس کانون کارآفرینان خراسان رضوی: چرا با کسانی که تصمیمهای نابخردانه اقتصادی گرفتند، برخورد نمیشود؟
روز سه شنبه 19 تیرماه بود که سخنانی از قول محمود صادقی؛ نماینده ری، تهران و شمیرانات در مجلس شورای اسلامی درباره فساد سیستماتیک در کشور مطرح شد. این بار پیکان انتقادات حتی نمایندگان مجلس شورای اسلامی را نیز در برگرفت.
رییس فراکسیون شفافسازی و سالمسازی اقتصاد و انضباط مالی مجلس ادعا کرد که در جریان تصویب طرح تحقیق و تفحص از شهرداری تهران یکی از نمایندگان به ارزش یک میلیارد تومان هولوگرام تغییر کاربری و تعدادی دیگر از نمایندگان مجلس کارت پول پنج میلیون تومانی دریافت کردند.
محمود صادقی رییس فراکسیون شفافسازی و سالمسازی اقتصاد و انضباط مالی مجلس شورای اسلامی در نشستی که با عنوان «فساد، معضل فراجناحی جمهوری اسلامی» در خبرگزاری ایرنا برگزار شد، به بیان تعریفی از فساد سیستماتیک پرداخت و افزود: بر اساس متون علمی، فساد سیستماتیک به وضعیتی میگویند که افراد یا سازمانها و گروهها برای پیشبرد کار خود هیچ آلترناتیوی جز آلوده شدن به فساد نداشته باشند. همچنین اگر در دستگاهی که نهاد مسئول مبارزه با فساد است نه تنها عزمی برای مبارزه با فساد وجود نداشته باشد بلکه تسهیلکننده آن نیز باشد، فساد سیستماتیک اتفاق میافتد.
وی اضافه کرد: همچنین من درباره اجرای تکلیفی که بر عهده کمیسیون برنامه و بودجه قرار دارد و بر اساس آن باید سالانه گزارش حسابرسی مجلس را اعلام و منتشر کند نامهای به رییس مجلس نوشتهام اما هنوز حتی خبری از حسابرسی سال ۹۵ مجلس نیست.
صادقی در ادامه با اشاره به رواج فساد شبکهای در کشور، خاطرنشان کرد: «درباره فساد شبکهای مصادیق مشخصی در کشور وجود دارد، از جمله این مصادیق در طرح درخواست تحقیق و تفحص از شهرداری تهران بود که در این موضوع کاملا با فساد شبکهای درگیر شدیم. در رسیدگی به این طرح رانتها و رشوههای بسیاری داده شد که از جمله آنها میتوان به اعطای هولوگرام تغییر کاربری به ارزش یک میلیارد تومان به یکی از اعضای کمیسیون عمران و بعضا دریافت کارت پولهای پنج میلیون تومانی از سوی برخی نمایندگان مجلس اشاره کرد. این موارد بر اساس گزارشهای کارمندان مجلس به دست آمده است. در این زمینه برای تغییر کاربری سندهایی در دست دارم اما برای کارت پول سندی برای اثبات وجود ندارد.»
وی ادامه داد: «درباره دریافت رشوه از سوی نمایندگان مجلس هم در جلسات کمیسیون و هم در روز رایگیری علامتهایی از آلوده شدن نمایندگان مشاهده کردیم.»
این موضوع و سایر مشکلاتی که در ساختارهای مختلف کشور ایجاد شده و گریبان مردم و فعالین بخش خصوصی را گرفته واکنش «محمد حسین روشنک رئیس کانون کارآفرینان خراسان رضوی و رئیس اتحادیه صادرکنندگان استان» را در پی داشت که دیدگاههای او را که در قالب یک یادداشت به دست ما رسید، در ادامه میخوانید.
معضلات از اقتصاد تا اجتماع
«چند صباحی است قلم از دستکاری در ساختارها و هنجاریهای معقول جامعه گلایه دارد، بر عکس در این یادداشت قصد شکایت از عدم مداخله برای جلو گیری از ناهنجاریها و ایجاد ساختارهای غلط که سالهای اخیر در جامعه بخصوص فضای کسب و کار و اقتصاد کشور رواج یافته را داشتم مواردی مثل؛ رشوه خواری و رشوه دهی، پارتی بازی علنی، مدرک گرائی، صدور مدارک بدون پشتیبان عملی، عدم رعایت تعهدات «بدهکاران معوقه»، استفاده از اسناد و مدارک تجاری دیگران، بالا کشیدن پس اندازهای مردم توسط موسسات اعتباری و قرض الحسنه با که اسامی اسلامی و مقدس را یدک میکشیدند. یا معضلات اجتماعی مانند؛ لات و لات بازی، نوچه داری، قهرمان سازیهای توخالی، هیات داری و نوحه خوانی نمایشی و عزادارانی که نمایش بازی میکنند و متاسفانه مداحان دهها میلیونی با اسلحه و بیاسلحه با دارو دسته سینه زن حرفهای که نقش نوچههای قدیم را بازی میکنند و بسیاری موارد دیگر.
اما در مقطع فعلی عدم توجه و رسیدگی به ناهنجاریها در حوزه اقتصاد کشور مورد تاکید من است. به قول دکتر رحمانی که در جلسه مشترک کمیسیونهای صنعت و فضای مناسب کسب و کار اتاق می گفتند به سیاست کاری ندارم، قلم من نیز به سیاست کاری ندارد در مورد همان اقتصاد آنقدر سخن هست که فعلا سیاست را به طرفداران و مخالفین ترامپ واگذار می کنیم.»
چرا برخوردی صورت نمیگیرذ؟
« اولین سخن قلم این است که چرا با ناهنجاریهای فروان در تصمیم گیری مشاورین و دست اندرکاران اقتصادی کشور در ردههای مختلف اعم از قانون گذاری، دولتی، خصولتی و خصوصی برخورد نمیشود؟ همان کسانی
که بجای در نظر گرفتن مصلحت جامعه و کشور، منفعت خود و یا سفارش کنندگان هدف را مورد توجه قرار داده اند؟ چرا با کسانی که نابخردانه عمل کرده و با ساختارشکنی مشکلات فروان امروز را برای اقتصاد کشور رقم زده اند برخورد نمی شود؟ چرا هیچ فردی بخاطر تصمیمات غلط نابود کننده اقتصاد کشور محاکمه و زندانی و یا حداقل از بدنه تصمیم گیری اخراج نمیشود؟
چرا هیچ نهادی پیشنهاد دهندگان و تصمیم گیران بخشنامههای ۱۳۹۶/۶/۱۱ و۱۳۹۷/۱/۲۰ مورد سوال قرار نمیدهد؟
برخورد با رشوهگیران یا بازخواست صادقی
«چرا به آنچه این روزها از قول آقای دکتر محمود صادقی نماینده مجلس شورای اسلامی در خصوص رشوه خواری جمع زیادی از نمایندگان مجلس شورای اسلامی در شبکههای اجتماعی مطرح است رسیدگی نمیشود؟
اگر آنچه اقای صادقی گفته است صحت داشته باشد آیا میتوان امیدوار بود که
با ادامه حضور نمایندگان رشوه خوار و تصویب قوانین به ویژه قوانین اقتصادی توسط آنها جامعه به سمت پوچی بیش از پیش حرکت نمیکند؟
آیا اگر آنچه گفته شده یک واقعیت تلخ باشد رشوه گیرندگان نه بعنوان یک فرد رشوه گیر که بعنوان ایجاد فساد در قوانین کشور مفسد محسوب نشده و نباید به فوریت از مجلس اخراج و محاکمه شوند؟»
«حالت دیگری هم وجود دارد، اگر خبر اعلام شده توسط اقای صادقی صحت نداشته و ندارد، نفس این کار یک ایجاد ناهنجاری در جامعه و بد نام و بیاعتبار کردن قوانین مصوبه مجلس شورای اسلامی نیست؟
اقای صادقی که یک فردی عادی نبوده بلکه شخصی اثر گذار در جامعه است آیا اگر دروغ گفته باشد نباید به فوریت از مجلس اخراج و برابر قانون مجازات شود تا از اینگونه ناهنجاری و ساختارشکنیها جلوگیری گردد؟»
در واقع در اینجا تنها دو گزینه مطرح است و «نظام یکی از دو اقدام برخورد با نمایندگان رشوه خوار؛ در صورت صحت ادعای اقای صادقی و یا برخورد و محاکمه شخص ایشان در صورت عدم صحت موضوع را باید پیگیری کند.
در غیر این صورت این سوال مطرح است که چه بلایی به روز هنجارها و باورهای جامعه خواهد آمد؟
موارد دیگری نیز وجود دارد که جای تامل است. «چرا باید ناهنجاری و اقدام ضد ساختاری بزرگی تحت عنوان خلف وعده و تعهد جمعی از تسهیلات بگیران بانکی «بدهکاران معوقه» در جامعه رواج داشته باشد و مورد رسیدگی قرار نگیرد؟
گفته میشود موارد بسیاری از تبانی مانند تصویب پرداخت وام بدون داشتن توجیه اقتصادی، قیمت گذاری ناصحیح و بسیار بیش از ارزش وثایق، عدم نظارت بر هزینه تسهیلات پرداختی در محل طرح، عدم پیگیری برای وصول مطالبات و بسیاری موارد مشابه دیگر به ایجاد ناهنجاری و ساختار غلط منجر شده است و باز پس ندادن بدهکاریها و خارج شدن سرمایهها از مسیر صحیح اقتصادی به جای ناهنجاری به عنوان یک «هنجار» و حتی «افتخار» تبدیل شده است.
ناهنجاریهایی که مایه افتخار شد
اینکه چرا بانک مرکزی ، وزارت امور اقتصادی و دارایی، بانکها، اتاقهای؛ بازرگانی، تعاون، اصناف و قوه قضائیه به موضوع ورود پیدا نمی کنند تا تکلیف این ناهنجاری را مشخص کنند خود ناهنجاری و ساختارشکنی نیست؟ و پاسخی در کار نیست؟
اگر نهادهای مسؤل تکلیف این ناهنجاری و ساختارشکنی را مشخص و بنگاهی که واقعا بدون تقصیر به این بلا گرفتار شده اند را تفکیک می کردند، میتوانستیم دسته اول را به خاطر تبانی و سودجویی محاکمه و مجازات کنیم و به بنگاههای اقتصادی دسته دوم که آسیب دیده هستند، فرصتی دهیم تا توان خود را به دست آورند.
«آیا در این صورت جلوی ناهنجاری ساختار شکنانه اقتصاد کشور که اکنون به افتخار تبدیل شده گرفته نمیشد؟»
