به امید «معجزه و جادو » ادامه میدهیم
روشنک: در کشورهای توسعه یافته زمانی که میخواهند «حتی یک دهم درصد» از سود سپردههای بانکی را کاهش دهند ، ماهها مطالعه و مشورت و برنامه ریزی انجام میدهند
احمدی نژاد و حامیانش از هرچیزی که دفاع کنند از عملکرد اقتصادی دولت متبوع خود نمیتوانند دفاع کنند. چرا که حتی جابجایی آمار، ارقام و تعاریف هم نتوانست تاثیر افزایش تورم و بیکاری، افزایش شکاف طبقاتی و کاهش ذخیره صندوق ملی را برای مردم و کارشناسان پنهان کند.
به گمان کارشناسان، واردات بیرویه کالاهای مصرفی، اخلال در نظام بانکی کشور، رشد قارچ گونه موسسات مالی غیرمجاز، منحل کردن سازمان مدیریت و برنامه ریزی کشور، کاهش ذخیره ارزی با وجود افزایش بی سابقه قیمت نفت و در نهایت «هدفمندی یارانهها» به شیوه غلط و پروش پولدار های غیر مولد هر کدام تیشهای بود که به ریشه نظام اقتصادی کشور زده شد.
بعد از پایان کار دولت پاک دستان، حسن روحانی با شعار نجات اقتصاد ایران توجهها را به خود جلب کرد .
او وعده که دولت تدبیر و امید نخواهد گذاشت جوانان بیکار با وام به بیکاران به بدهکار تبدیل شوند. موانع تولید از سر راه برداشته میشود و «تولید ثروت ملی» و «توزیع عادلانه ثروت» در دستور کار قرار میگیرد. اگر چه دولت در کاهش نرخ بیکاری و مهار تورم تاثیر خوبی از خود بجای گذاشت اما همه وعدههایی که داده بود را محقق نکرد یا نگذاشتند محقق کند.
نامزد آن روزهای ریاست جمهوری مستقیما به احمدی نژاد طعنه زد که؛ «مگر اقتصاد دستوری هم در دنیای امروز معنا و مفهوم دارد؟» « مگر میتوان در یک برنامه تلویزیونی اعلام کرد که نرخ دلار باید به 700 تومان برسد؟ »
«ما شاهد هستیم که دلار بعد از چند ماه به چندین برابر قیمت افزایش پیدا میکند، مشکل کجاست؟ مشکل عدم مشورت، خودشیفتگی، عدم استفاده از ابزار علمی و تجربی برای اداره کشور و بیثباتیها است.»
اگر چه قرار بود کلید تدبیر همه قفلها را باز کند، اما متاسفانه در عمل اتفاق دیگری افتاد.
همین نقل قولهایی که از رئیس جمهور مطرح شد، نشان میدهد که او گامهایی را برداشته که روزگاری از آنها گلایه میکرد. اما مقایسه واقعی سیاستهای اقتصادی دولت یازدهم و دوازدهم با هشت سال قبل از آن را از زبان «رئیس کانون کارآفرینان خراسان رضوی» جویا شدیم تا مشخص شود که آیا واقعا مسیر بی برگشتی در حال تکرار شدن است؟
محمد حسین روشنک درباره وضعیت اقتصادی قبل از روی کار آمدن دولت «تدبیر و امید» گفت: در دولت نهم و دهم بازار «جادو»، «جمبل» و در مواردی «معجزههای» سیاسی و اقتصادی داغ بود.
دیدن هالههای نور ، پاره کردن قطع نامهها، کشف «بابک»ها، گم کردن دکلهای نفتی، توزیع پول بدون اشتغال ، بوجود آوردن پولدار های غیر مولد جدید وبسیاری مشکلات دیگر مطرح بود اما گفته بودند در دولت های یازدهم و دوازدهم از این نوع «معجزات و جادوها» خبری نیست.
این فعال اقتصادی درباره وضعیت فعلی کشور تصریح کرد: مشخص نیست دولت دوازدهم در شروع سال ۱۳۹۶ تحت تاثیر کدام مشاورین به این نتیجه رسید که مدیریت اقتصاد و سیاست یعنی دخالت و دستکاری در ساختارها آن هم برپایه امید به «معجزه» و «جادو» درست مثل روالی که در دولتهای نهم و دهم تجربه کردیم جواب خواهد داد.
روشنک تاکید کرد: نوع تصمیمات نشان دهنده بهرهگیری از تجارب و نسخه ی مشاورین اقتصادی دولتهای قبلی است. گواه این ادعا کاهش 50درصدی سود سپرده در ۶/۱۱ سال گذشته است. مشاورین اقتصادی دولت قدرت این پیش بینی را نداشتند و یا داشتند ولی ذینفع بودند که با این تصمیم سپرده ها و پس اندازهای خرد و متوسط از ترس کاهش ارزش پول ملی به سمت «طلا» و «ارز» میرود.
آنها نه تنها مسیری برای حرکت پسانداز های خرد و متوسط مردم ایجاد نکردند بلکه تاثیر خروج احتمالی سپرده ها بر نرخ ارز و طلا را نیز در نظر نگرفتند.
رئیس اتحادیه صادرکنندگان خراسان رضوی اضافه کرد: کسانی که علم و تجربهای در اقتصاد دارند میدانند که «اقتصاد متاثر از سازوکارهای تعریف شده مشخصی است » که دستکاری در آن نیازمند تدبیر و برنامه است مثلا در کشورهای توسعه یافته که کسی به «جادو» اعتقاد ندارد زمانی که میخواهند برای تنظیم شرایط اقتصادی «حتی یک دهم درصد» از سود سپرده های بانکی را کاهش دهند ، ماهها مطالعه و مشورت و برنامه ریزی انجام میدهند.
وی اضافه کرد: اما در ایران رئیس دولت های نهم و دهم آموزش داده بود که «معجزه» و «جادو» دولتی در مسائل کشور داری بویژه در اقتصاد جوابگو است.
لذا مسئولین اقتصادی دولت دوازدهم نیز به امید استفاده از «جادو» تصمیم گرفتند بصورت دستوری سود سپرده های مردم نزد بانک ها را به یکباره پنجاه در صد کاهش دهند آنها به حرف دلسوزانی که به «جادو» اعتقاد نداشته و ندارند که اقدام دولت را باعث افزایش شدید نرخ ارز و طلا میدانستند حتی تره خرد نکردند!
رئیس کانون کارآفرینان خراسان رضوی بیان کرد: در ادامه آن دستکاری ویرانگر که به امید «معجزه و جادو» و نه علم و تجربه صورت گرفت بود ، دیدیم که اقتضای طبیعت اقتصاد آن «جادو» را نابود کرد و همان اتفاقی که دلسوزان حامی دولت پیشبینی کرده بودند اتفاق افتاد و نرخ ارز «که البته دستوری و با دستکاری ارزان نگهداشته شده بود » از کنترل خارج شد.
این بار نیز مشاورین اقتصادی دولت بدون اعتراف به اشتباه نابود کننده قبلی خود که باعث شد نرخ ارز و طلا افزایش شدید پیدا کند و تلاش در جهت اصلاح آن اشتباه بزرگ، بدون مشورت با فعالین اقتصادی دلسوز طرفدار دولت در بخش خصوصی اشتباه بزرگتری را رقم زدند.
روشنک تصریح کرد: مشاورین دولت اقدام به دستکاری و مداخله عجیبی کردند که از تصور خارج بود. آنها دولت را وادار به مداخله ای کردند که بسیاری از هنجارها و ارتباطات جاری فعالیت های اقتصادی را کاملا بهم ریخت حتی اعلام خبر دخالت جدید دولت در ساختارهای اقتصادی در ساعت 23 شب بیستم فروردین انهم توسط معاون اول رئیس جمهور که نرخ دلار را 4200 تومانی برای واردات هر نوع کالای حتی عروسک چینی بدون محدودیت نیز از تصور خارج بود مگر بر پایه «امید» بهره گیری از «معجزه» و «جادو»
وی درباره پیامدهای این دخالت جدید دولت در ساختارها تصریح کرد: نتیجه عملی دستکاری ساعت ۲۳ این است که تولیدکنندگان زعفران ، پسته ، داروهای گیاهی ، فرش دست باف و صنایع دستی ، صنایع کشاورزی و کوچک و… محصولات خود را با محاسبه ارزش ارز ۴۲۰۰ تومانی به بازار بفروشند و یا به صادرکنندگان عرضه کنند تا ارز آن به دولت ویا همان سامانه «نیما» با نرخ ۴۲۰۰ تومانی واگذار شود.
در مقابل چه اتفاقی میافتد؟ دولت و سامانه «نیما» نیز آن ارز ها را برای واردات عروسک چینی ، گوشی موبایل آمریکایی، بنز آلمانی، پژوی فرانسه، دیوه و سامسونگ و ال جی کره، لوازم آرایش ایتالیا، منسوجات ترکیه با نرخ ۴۲۰۰ تومان اختصاص میدهد. البته در تمام این شرایط امید به «معجزه« برای تحقق «اقتصاد مقاومتی» همچنان پابرجاست.
رئیس کانون کارآفرینان خراسان رضوی تاکید کرد: شاید مشاورین اقتصاد دان دولت و توصیه کنندگان ذینفع امید داشته باشند که بتوانند با «جادو» افراد و بنگاههایی که بیش از بیست میلیارد دلار ارز ۴۲۰۰ تومانی را در مدت ۲ماه اول سال و تا ده روز قبل که حالا بسیار بیشترنیز شده و حدود ۲۰ میلیارد نیز در نوبت هستند را مجبور کنند کالای وارداتی و یا تولیدی محصول مواد اولیه آن ارز ها را با ارز ۴۲۰۰ تومانی محاسبه و قیمت گذاری و در بازار داخل و یا به صادرکنندگان بفروشند تا صادرکنندگان ارز حاصله را به سامانه «نیما» به نرخ ۴۲۰۰ تومان ارائه کنند،امری که طبیعت اقتصاد و تجربه میگوید غیر ممکن است مگر با کمک همان «جادو»
وی اضافه کرد: سرنوشت وجود حدود ۲۲۰۰تومان تفاوت قیمت در این ۲۲ میلیارد دلار که یقینا تا زمانی که دولت مجددا مجبور به دستکاری دیگری برای سرپوش گذاشتن به اثرات منفی تصمیم اشتباه ساعت۲۳ به۴۴ میلیارد دلار میرسد، نامشخص است. مگر اینکه کاری از «معجزه» و یا «جادوی» دانشمندان طرف مشورت دولت ساخته باشد.
اما تصور این اتفاق در عمل غیر ممکن است، همچنان که برگشت دلارهای حاصل از صادرات کالاهایی که براساس نرخ ارز۶۴۰۰ تومانی از بازار خریداری و صادر میشود، به سامانه «نیما» با قیمت ۴۲۰۰تومانی قابل تصور نیست.
روشنک هشدار داد: هر دستکاری جدیدی همانند مداخلات و تصمیمات «جادویی» دولتهای نهم و دهم که اثرات اصلی تخریبی آن تا سالها ادامه داشته و خواهد داشت ، طولانی مدت خواهد بود.
این صادرکننده نمونه کشور در پایان گفت: مشاورین اقتصادی دولت ها درایران شانس بزرگی دارندکه شکستن کاسه و کوزه اشتباه های خود بر سر مداخلات خارجی است.
حال باید منتظر ماند تا ببینیم که آیا دولت برای اصلاح امور از علم اقتصاد و تجربه دلسوزان استفاده میکند یا بر این دریای مواج اقتصادی آشفتگی دیگری را میافزاید؟
