برجام از نگاه نمایندگان خراسان
دهقان: دولت باید طبق قانون اقدام متقابل انجام دهد
عضو کمیسیون حقوقی و قضایی مجلس با تأکید بر اینکه اعتماد دوباره به اروپاییها سادهاندیشی و خیانت است، گفت: طبق مصوبه شورایعالی امنیت ملی، در صورت نقض برجام توسط هر یک از طرفهای ۱+۵، دولت باید تعهدات مربوط به برجام را متوقف کند.
محمد دهقانی نماینده مردم طرقبه و چناران و عضو کمیسیون حقوقی و قضایی مجلس شورای اسلامی با اشاره به خروج آمریکا از برجام، اظهار داشت: به لحاظ حقوقی «برجام» زمانی لازمالاجرا شد که یک قانون در مجلس به تصویب رسید و از طرفی مصوبه شورایعالی امنیت ملی هم به تأیید مقام معظم رهبری رسید.
دولت باید طبق قانون با خروج آمریکا از برجام اقدام متقابل انجام دهد
وی افزود: شروطی در این 2 مصوبه داریم که مبنای مشروعیت اقدام دولت برای اجرای برجام بوده است، طبق مصوبه مجلس شورای اسلامی هر گاه هر کدام از طرفین 1+5 برجام را نقض کنند، دولت ایران باید اقدام متقابل نشان دهد، الآن که آمریکا صریحاً و روشن تحریمها را برگردانده و برجام را نقض کرده و از برجام خارج شده، دولت باید طبق مصوبه مجلس اقدام متقابل انجام دهد.
دولت موظف است تعهدات مربوط به برجام را متوقف کند
این عضو کمیسیون حقوقی و قضایی مجلس بر همین اساس یادآور شد: طبق مصوبه شورایعالی امنیت ملی که به تأیید مقام معظم رهبری رسیده، تصریح شده که اگر هر یک از طرفهای 1+5 تحریمها را برگردانند و برجام را نقض کنند، دولت موظف است تعهدات مربوط به برجام را متوقف کند، مصوبه مجلس و مصوبه شورایعالی امنیت ملی 2 قانون کشور هستند که لازمالاجرا هستند اما متأسفانه دولت به هیچ از این قوانین عمل نمیکند.
وی با تأکید بر اینکه دولت در شرایط فعلی باید تعهدات برجام را متوقف کند، گفت: دولت باید تعهداتی که درباره موضوع هستهای به 1+5 داده بود را متوقف نماید چرا که تمام این تعهدات با خروج آمریکا از برجام دیگر ارزش حقوقی ندارند و از حَیِز انتفاع خارج شدهاند و دولت باید اقدام متقابل انجام دهد.
دهقانی اضافه کرد: هر چند با توجه به کاری که با سایت هستهای اراک کردند، شاید 10 سال طول بکشد که به حالت قبل از برجام برگردد، هر چند اگر بخواهند نطنز را دوباره راهاندازی کنند، با توجه به اینکه بسیاری از سانتریفیوژهای ما در این مدت کار نمیکرده و در صورتی راهاندازی خُرد میشود و دوباره باید آبشارهای جدیدی را طراحی کنیم، ممکن است مدتها طول بکشد، حتی بسیاری از دانشمندان و فعالان عرصه هستهای ما به خاطر سرخوردگی و سرکوفتی که زدند، از مسیر کارشان خارج شدند و به فعالیتهای دیگری روی آوردند و جمع کردن این دانشمندان هستهای و سامان دادن تکنولوژی هستهای کشور در شرایط فعلی شاید سالها به طول بیانجامد، اما به هر حال دولت باید طبق 2 مصوبه مجلس و شورایعالی امنیت ملی شروع به کار کند و تعهدات برجامی را متوقف نماید اما متأسفانه دولت شروع نکرده است.
برخی همچنان با جنازه برجام عکس یادگاری میگیرند
وی خاطرنشان کرد: از طرفی به نظر میرسد رفتار فریبکارانهای که اروپاییها پیش گرفتند و جریان داخلی که حیثیت خودشان را به برجام پیوند زدند و همچنان با جنازه برجام عکس یادگاری میگیرند و میخواهند همچنان برجام را حفظ کنند، نیاز به توضیح دارد.
آمریکا و اروپا در زمینه «برجام» همداستان هستند
دهقانی با تأکید بر اینکه آمریکا و اروپا در زمینه «برجام» همداستان هستند و آن را بیان هم کردهاند و این موضوعی پنهانی نیست و تحلیل هم نیست بلکه خبر است، گفت: آمریکاییها 3 خواسته از ایران را بیان کردند، یکی اینکه ما آن محدودیت هستهای را برداریم، یعنی به جای اینکه 8 سال محدودیت هستهای داشته باشیم، آن را برداریم و نامحدود کنیم و به صورت دائمی محدودیت فعالیت هستهای داشته باشیم، دومین خواسته آمریکاییها از ایران این است که ما فعالیت موشکیمان را متوقف کنیم، خواسته سوم آمریکا هم این است که ما در زمینه مسائل منطقهای عقبنشینی کنیم و تابع سیاستهای آمریکا در منطقه باشیم.
این عضو کمیسیون حقوقی و قضایی مجلس همچنین عنوان کرد: این 3 خواسته آمریکاییها از ایران هم در بیان رؤسا و مسئولان هر 3 کشور اروپایی بیان شده و هم در بیانیه مشترکی که اروپاییها دادهاند، این 3 خواسته را مطرح کردهاند.
وی اضافه کرد: هر آدم بیسوادی هم میفهمد که خواستههای آمریکا و اروپا در این زمینه یکی است، ولی بین خودشان تقسیم کار کردند، قرار است آمریکا فشار بیاورد و تحریمها را برگرداند و ایران را تهدید کند و اروپاییها هم بیایند با آقایان دولتمردان ما دوباره مذاکره کنند و دولتمردان ما را وادار به عقبنشینیهای جدید کنند، خط آمریکا و اروپا در این زمینه یکی است بنابراین اعتماد دوباره به اروپاییها سادهاندیشی و خیانت است.
خیانت است که دوباره ملت را به نحو دیگری معطل بگذارند
به گزارش ایسنا؛ دهقانی در پایان خاطرنشان کرد: الان که تجربه برجام را داریم دیگر خیانت است که دوباره ملت را به نحو دیگری معطل بگذارند و همچنان بخواهند کشور را با جنازه برجام سر کار بگذارند و بین زمین و هوا نگه دارند و مردم همچنان منتظر باشند و دوقطبیهای سیاسی دیگری را در کشور ایجاد کنند، به جای پرداختن به مسائل اصلی کشور مانند افزایش نرخ ارز، بیکاری 30 درصد جوانان کشور، مشکلات معیشتی و رکود اقتصادی حاکم بر کشور، دوباره سرشان را به مسائل بیارزشی گرم کردند که تکلیفش برای مردم روشن شده است اما برخی حاضر نیستند تکلیف خودشان را روشن کنند، انشاءالله خداوند در آینده تکلیفشان را روشن میکند.
رحیمی جهان آبادی: اروپا برای دفاع از حیثیت سیاسی خود تلاش میکند
عضو فراکسیون امید مجلس گفت: اگر اروپاییها هزینهای برای ادامه حیات برجام را متحمل نشوند، به دلایلی در آینده هیچ کس حاضر نیست طرف گفتوگو با اروپاییها شود.
جلیل رحیمی جهان آبادی در خصوص اینکه ژان کلود یونکر رئیس کمیسیون اروپا از تهیه مقررات طرحی در 2 ماه آینده برای حمایت از شرکتهای اروپایی در زمینه تعاملات اقتصادی با ایران خبرداده و از شرکتهای اروپایی خواسته تا بدون توجه به تحریمهای آمریکا با ایران همکاری داشته باشند، اظهار داشت: یکی از مشکلاتی که در خصوص تعهدات اروپاییها در قبال برجام وجود دارد این است که بخش خصوصی امور اقتصادی این قاره را اداره میکند.
اروپاییها در سال 1996 در قبال تحریمهای آمریکا علیه کوبا چه اقدامی را انجام دادند؟
عضو فراکسیون امید مجلس شورای اسلامی بیان کمرد: اروپاییها تجربهای در سال 1996 میلادی دارند که پس از تحریم کوبا از سوی ایالات متحده، قانونی را مصوب کردند و دولتهای اروپایی به بخش خصوصی فشار آوردند تا به تحریمهای آمریکا بیاعتنایی کنند و با کوبا همکاری داشته باشند.
در مذاکرات ایران با اروپاییها چه نکاتی مدنظر است؟
وی با بیان اینکه اقدام اروپایی ها در 3 بخش قابل تامل است، افزود: بخش اول اینکه با ضمانتهای بانکی، فعالیت و همکاری تجار و بازرگانان اروپایی را با ایران تضمین کنند، بخش دوم آنکه قانون حمایت از بخش خصوصی و اجبار این بخش به عدم همکاری با آمریکا را در نظر داشته باشند و نکته سوم نیز این است که باید مشوقهایی را برای بخش خصوصی خود در نظر بگیرند تا در ایران فعالیت کنند، اگر هم ضرر و زیانی از سوی آمریکاییها به شرکت های اروپایی وارد شد، اروپاییها بتوانند جبران کنند.
رحیمی جهان آبادی ادامه داد: در مذاکرات ایران با اروپاییها این نکات مدنظر است و قرار است در مهلتی 2 ماهه به نتیجه برسند تا آنها بتوانند حمایتهای لازم از بخش خصوصی اروپا را داشته باشند.
حمایت از شرکتهای اروپایی در مقابل تحریمهای آمریکا کار راحتی نیست
رئیس کمیته بین الملل کمیسیون قضائی و حقوقی مجلس در پاسخ به این سوال که آیا با انحصار سوئیفت ممکن است شرکتهای اروپایی را به همکاری با ایران ترغیب کنند، گفت: واقعیت این است که حمایت از شرکتهای اروپایی در مقابل تحریمهای آمریکا کار راحتی نیست ولی تجربه نشان داده که در سال 1996 اقدام اروپاییها برای حمایت از کوبا در مقابل تحریمهای آمریکا جو.اب داده است.
اروپا برای دفاع از حیثیت سیاسی خود باید برای تسهیل همکاری با ایران تلاش میکند
اگر اروپاییها این هزینهها را متحمل نشوند، در آینده هیچ کس حاضر نیست طرف گفتوگو با اروپاییها شود زیرا میدانند که بهتر است مشکل خود را با آمریکا حل کنند.
نماینده مردم تربت جام، تایباد و باخرز در مجلس شورای اسلامی با اشاره به اینکه اروپاییها میدانند فقط بحث اقتصادی شرکتها نیست بلکه استقلال سیاسی و جایگاه اتحادیه اروپا در این زمینه مطرح است، اظهار داشت: اگر اروپاییها این هزینهها را متحمل نشوند، در آینده هیچ کس حاضر نیست طرف گفتوگو با اروپاییها شود زیرا میدانند که بهتر است مشکل خود را با آمریکا حل کنند.
چرا میتوان به به آینده مذاکرات ایران و 3 کشور اروپایی امیدوار بود؟
عضو هیات رئیسه کمیسیون قضائی و حقوقی مجلس شورای اسلامی گفت: اروپاییها نمیخواهند جایگاه سیاسی خود را در جهان از دست بدهند و نفوذ خود را در منطقه و جهان محدود کنند، جمیع جهات نشان میدهد که میشود به آینده مذاکرات ایران و 3 کشور اروپایی امیدوار بود.
پژمانفر: اروپایی ها توانی برای حل مشکلات ندارند
نایب رئیس کمیسیون فرهنگی مجلس با تأکید بر اینکه دولتیها دیگر خودشان هم خجالت میکشند بگویند مشکلات اقتصادی حاصل رفتار دولت قبل است، گفت: اعتماد مجدد به اروپاییها از چاله به چاه افتادن است، چون آنها بدون آمریکاییها حتی آب هم نمیخورند.
نصرالله پژمانفر نماینده مردم مشهد و عضو کمیسیون فرهنگی مجلس شورای اسلامی با اشاره به خروج آمریکا از برجام، اظهار داشت: از ابتدا هم روشن بود که از توافق برجام چیزی عاید ملت ایران نمیشود، اما شاید مهمترین ثمره برجام این بود که شبهه برخی افراد مبنی بر اینکه آمریکاییها قابل مذاکره هستند و میشود منافع خودمان را با مذاکره از آمریکاییها بگیریم، برطرف شد و امروز دیگر کسی نمیتواند چنین سخنی را مطرح کند که با دیپلماسی لبخند و دست در دست یکدیگر دادن و عکس یادگاری گرفتن میتوان مشکل را حل کرد، این موضوع دیگر برای همگان روشن شده و بسیار شفاف است.
وی افزود: ما برجام را طبق قوانین بینالمللی ولو خیلی ظالمانه پذیرفتیم و موظف بودیم به آن عمل کنیم، طبق بند 36 برجام، ما موظف بودیم در صورتی که نقض برجام صورت بگیرد اقدام متقابل انجام دهیم، هر چند تاکنون آقایان میگفتند برجام نقض آشکار نشده و روح برجام صدمه نخورده اما امروز که آمریکا صراحتاً از برجام خارج شده دیگر روح برجام نیز صدمه خورده و فاتحه آن را خواندند، بنابراین امروز طبق قانون حتما باید طی 2 سال فعالیتهای هستهایمان آغاز کرده و به آن نقطهای که بوده برسانیم.
نماینده مشهد در مجلس تصریح کرد: امروز مسئلهای با اروپاییها نداریم که بخواهیم با آنان دوباره مذاکره و آن را حل کنیم، طبق قانون با توجه به خروج آمریکا از برجام موظفیم فعالیتهای هستهایمان را آغاز کنیم، طرف مقابل رسماً برجام نقض را کرده و ما بر اساس قوانین داخلی و بینالمللی وظایفی داریم که باید به آنها عمل کنیم.
وی اضافه کرد: مذاکره با اروپاییها و اعتماد مجدد به آنان از چاله به چاه افتادن است، اروپاییها چاه هستند، چون توانی برای حل مشکلات ندارند، تاکنون نیز نشان دادهاند که بدون آمریکاییها حتی آب هم نمیخورند، فلذا آنان نمیتوانند مسائل را به طور مستقل حل کنند.
این عضو کمیسیون فرهنگی مجلس یادآور شد: در تمامی تعهداتی که طرف مقابل در برجام داشت، قرار بود تمامی تحریمها را بردارند، اروپاییها میتوانستند خودشان بسیاری از تحریمها را بردارند، اما هیچ اقدامی نکردند، این نشاندهنده آن است که اروپاییها نقش بازی میکنند و آمدهاند طبق این نقشه و پاس گلی که آمریکاییها به آنان دادند، امتیاز جدیدی از ایران بگیرند و ما را بیشتر تحت فشار قرار دهند.
وی اضافه کرد: مهمترین اتفاقی که در این میان افتاد این بود که برای همه روشن شد دیپلماسی وادادگی دیگر به سر آمده و امروز باید دیپلماسی تغییر کند، دولت باید از ملت عذرخواهی کند، درست است که خسارتهای مالی و حیثیتی زیادی به کشور زدند که قطعاً جبران نمیشود، اما با عذرخواهی دولت از ملت حداقل مردم متوجه میشوند که مسئولان این مقدار انصاف را دارند که در صورتی اشتباه، آن را بپذیرند.
پژمانفر با بیان اینکه امروز باید به سمت دیپلماسی استقامت و ایستادگی پیش برویم و از آن بچههای بسیجی که در جبههها داشتیم، یاد بگیریم، تأکید کرد: ما میتوانیم با تکیه بر ظرفیتهای داخلیمان مشکلاتمان را حل کنیم، با توجه به ضعف دولت در حل مشکلات اقتصادی مانند افزایش نرخ ارز و بیکاری جوانان، دیگر جا ندارد ملت را معطل نگه دارند، دولتیها دیگر خودشان هم خجالت میکشند بگویند مشکلات اقتصادی امروز حاصل رفتار دولت قبل است، بیش از 5 سال است از دولت روحانی آنان میگذرد و این دولت هیچ قدمی برای حل مشکلات کشور برنداشته است.
