منشور حقوق شهروندی، اولویت کاری فرمانداران
معاون سیاسی، امنیتی و اجتماعی استانداری خراسان رضوی گفت: یکی از جدی ترین کارهای دستگاهها و فرمانداران، اجرایی کردن منشور حقوق شهروندی است.
سید جواد حسینی در جمع فرمانداران استان افزود: با توجه به ابلاغ منشور حقوق شهروندی دستگاههای اجرایی استان 5 خدمت پر مراجع خود را احصا کرده و مهندسی مجدد فرآیند این 5 خدمت را با رویکرد تسهیل در ارائه خدمات در دستور کار خود قرار دهند.
وی گفت: با رویکرد تردد امواج به جای تردد افراد میز خدمت الکترونیکی ظرف یکسال آینده در دستگاههای اجرایی راه اندازی خواهد شد و همچنین ظرف 6 ماه آینده نیز میز خدمت حضوری با هدف تسهیل خدمت به ارباب رجوع راه اندازی میشود.
معاون استاندار با بیان اینکه در بررسی نارضایتیهای مردمی دستگاههای اجرایی استان رویکرد برنامه ریزی فعال را جایگزین رویکرد منفعل نمایند اظهار داشت: دستگاههای اجرایی باید در راستای حل مشکلات و نارضایتیها فعالیتهایی که انجام داده اند، میتوانند انجام دهند و انجام خواهند داد را احصا نمایند.
وی افزود: برای تحقق این هدف کارگروه بررسی نارضایتیهای اجتماعی در سطح استان و متناظر آن در فرمانداریها باید فعال شود و این کارگروه انسجام عملکردی دستگاهها و نیز حضور فعالانه دستگاهها به جای رویکرد منفعلانه را وجهه همت خویش قرار دهد. همچنین علاوه بر طرح مسائل در این کارگروه حضور میدانی مسئولان در مناطق نیز وجه همت قرار گیرد.
حسینی حق مشارکت را یکی از حقوق شهروندی دانست و اظهار داشت: خط ممیزه تفکر دولت تدبیر و امید نیز مشارکت نظام مند مردم به عنوان حق شهروندی است.
وی افزود: راه اندازی مجمع مشورتی زنان، راه اندازی خانههای احزاب، جوانان و تشکلهای غیر دولتی ، تدوین و توجه به نظام نامه تفاهم تشکلها با دولت ، راه اندازی پارلمان مشورتی جوانان ، راه اندازی مجامع سلامت و راه اندازی میز گفتگو با اقشار مختلف از جمله فعالیتهای استان در راستای تحقق حقوق شهروندی و مشارکت نظام مند مردم است.
حسینی یکی از حقوق شهروندی را اداره امور جامعه توسط شایستگان دانست و افزود: با رویکرد عدالت ترجیحی باید به جوانان، زنان و اقوام توجه بیشتری شود و عزم دولت آن است که تا پایان زمان کار خود میانگین سنی مدیران خود را از 48 سال کنونی به 40 سال تقلیل دهد و همچنین 30 درصد را پستها را نیز به زنان جوان واگذار کند.
معاون سیاسی، امنیتی و اجتماعی استانداری خراسان رضوی اظهار داشت: 87 نفر از دهیاران استان زن هستند که نسبت به دوره قبل نشان از رشد 65 درصدی دارد.
وی افزود: در کل استان 200 مدیرکل، مدیر عامل و رئیس داریم که 61 نفر از آنان مدیر کل هستند و 3نفر از این تعداد زن هستند.
حسینی اظهار کرد: 73 زن در مشاغل مدیریتی استان مشغول به کار هستند که 50 نفر آنان معاون، و مشاور امور بانوان، 20 نفر روسای ادرات و 3 نفر نیز مدیر کل هستند.
وی تعداد زنان شاغل استان را 64 هزار و 589 نفر دانست و اظهار داشت: 46 هزار و 541 نفر از این تعداد را معلمان زن در استان تشکیل میدهند.
معاون سیاسی، امنیتی و اجتماعی استانداری خراسان رضوی افزود: 116 زن عضوشوراهای شهر و روستا هستند که از این تعداد 24 نفر عضو شوراهای شهری و 92 نفر عضو شوراهای روستایی هستند.
وی گفت: هزار و 31 نفر از اساتید استان از بانوان هستند و در استان 564 هزار و 342 نفر دانش آموز دختر نیز مشغول به تحصیل میباشند.
حسینی تصریح کرد: 187 سازمان مردم نهاد استان با مدیریت بانوان اداره میشود و برای سال 97 در استان رشد 15 درصدی تشکلهای مرتبط با حوزه بانوان هدف گذاری شده است.
معاون استاندار با بیان اینکه 7 حزب از 53 حزب استان با مدیریت بانوان اداره میشود، اظهار کرد: هزار و 271 زن در قالب احزاب در استان فعال هستند و از 320 نشریه موجود در استان 25 نشریه توسط زنان مدیریت میشود.
وی گفت: 500 زن کارآفرین در استان داریم که از این تعداد 300 نفر ساکن مشهد و مابقی ساکن شهرستانهای استان هستند.
حسینی با بیان اینکه در خراسان رضوی 7 شهر تلفیقی داریم که 51 درصد جمعیت آن برادران اهل تسنن و 49 درصد برادران شیعه در آن زندگی میکنند، اظهار کرد: هم اکنون در استان خراسان 13704 کارمند دولت از برادران خوب اهل تسنن ما هستند، 65842 مددجوی کمیته امداد در مناطق تلفیقی را برادران اهل تسنن تشکیل میدهند. 78 مدیر دولتی، بانک و شهرداری را برادران اهل تسنن به عهده دارند که در خدمت نظام و جامعه به ارائه خدمت میپردازند.
معاون سیاسی، امنیتی و اجتماعی استانداری خراسان رضوی در ادامه سخنان خود با بیان اینکه امروزه بدلیل وجود فضای مجازی با مفهوم جامعه بدون مرز مواجه هستیم اظهار داشت: سرعت دگرگونی در این جامعه بالا و فراگیر است و این جامعه را میتوان جامعه طوفانی نیز نام نهاد.
وی افزود: مدیریت در این جامعه طوفانی بسیار سخت است و شبکههای مجازی مولفه جدی برای مدیریت است که باید جدی گرفته شود.
حسینی گفت: یکی از آسیبهای این جامعه طوفانی افزایش آسیبهای اجتماعی است که باید بر روی آن بیشتر تمرکز کرد.
معاون استاندار تصریح کرد: موضوع آسیبهای اجتماعی در کارگروهها جدی گرفته شود و از ظرفیت سازمانهای مردم نهاد و مجمع مشورتی زنان در راستای تعریف پروژه برای کاهش آسیبها میتوان بهره برد.
وی در پایان ضمن تقدیر از برگزاری با شکوه مراسم دهه فجر گفت: 1508 پروژه در ایام دهه فجر با حضور جوانان در استان به بهره برداری رسید.
