خانه های روی آب
جانمایی نامناسب مسکن مهر شهرستان قوچان و اجرای این طرح در مسیر سیلاب و زمینی که خاک مناسب ندارد موجب ترک خوردگی واحدها، سلب آسایش و نگرانی ساکنان آن شده است.
مسکن مهر طرحی بود که در دولتهای نهم و دهم برای خانه دار شدن اقشار کم درآمد با واگذاری قطعه زمین رایگان به آنها به اجرا درآمد اما این پروژه در طول سالهایی که از اجرای آن می گذرد با مشکلات متفاوت و متعدد در ساخت، واگذاری و پرداخت تسهیلات مواجه شده است.
اجرای پروژه مسکن مهر شهرستان قوچان نیز از سال 1389 به صورت رسمی با محوطه سازی آغاز و ساخت یک هزار و 650 واحد آن در سال 1390 در ابتدای جاده قوچان – باجگیران به صورت انبوه سازی شروع شد.
اینک ترک خوردگی برخی واحدهای این پروژه موجب نگرانی و برهم خوردن آرامش ساکنان این واحدها و اعتراض آنان شده است.
احتمال تخلیه کامل مسکن مهر قوچان
دادستان عمومی و انقلاب قوچان در این باره گفت: در بازدید از مجتمع ترک خورده مسکن مهر مشخص شد که ساکنان این مجتمع با خطر مواجه هستند لذا به پیمانکار پروژه برای نقل مکان ساکنان مهلت 24 ساعته داده شد که در این مدت، پنج خانوار از محل نقل مکان کردند و انتقال یک خانوار نیز در حال انجام است.
علی آذری، سهل انگاری در واگذاری زمین با توجه به نوع خاک آن منطقه را علت بروز مشکلات مسکن مهر قوچان دانست و افزود: سطح آبهای زیرزمینی در منطقه ای که مسکن مهر در آن ساخته شده بالاست و بعد از بروز این مشکلات، مهندسان پروژه به وضعیت خاک اسفنجی و مشکلات دفع فاضلاب منطقه پی برده و به فکر اجرای مخزن فاضلاب در این پروژه افتاده اند.
وی اظهار کرد: مشکل این پروژه تنها ترک خوردگی و نشست چند واحد نیست بلکه تمام واحدهای مسکن مهر این شهرستان امنیت لازم را ندارند و نباید فقط بر روی 6 واحد یا یک ساختمان متمرکز شد.
وی گفت: با توجه به اینکه شهرستان قوچان بر روی گسل زلزله قرار دارد، وقوع یک زلزله میتواند بیشترین خسارت را در این منطقه بر جای گذارد.
دادستان عمومی و انقلاب قوچان هدف از ورود دادستانی به موضوع مسکن مهر را حل مشکل ایجاد شده به صورت کارشناسی عنوان کرد و افزود: پس از بررسی، اگر امکان سخت سازی خاک و زمین وجود داشت این امر لازم الاجراست و در غیر این صورت اسکان در این ساختمانها خطرات جانی برای ساکنان به همراه دارد.
وی اظهار کرد: در صورتی که براساس نظر کارشناسان و متخصصان، امکان رفع این خطرها، سخت سازی زمین و دفع فاضلاب ممکن نباشد، احتمال تخلیه تمام واحدهای مسکن مهر شهرستان قوچان وجود دارد.
اداره راه و شهرسازی قوچان پیگیر مشکلات مسکن مهر این شهرستان است
رئیس اداره راه و شهرسازی قوچان هم گفت: زمینی که برای احداث مسکن مهر قوچان انتخاب شده از گونه خاصی است که محتمل است بروز چنین مشکلات ناشی از نوع خاک این منطقه باشد.
برات محمد فتحی افزود: از 2 ماه گذشته که گزارش ترک های ریز در چند واحد مسکن مهر دریافت شد مکاتبه با نهادهای مربوطه در این زمینه صورت گرفت.
وی با بیان اینکه هم اکنون 2 ساختمان 6 واحده از مسکن مهر قوچان دچار این مشکل شدهاند اظهار کرد: به علت احتمال بروز حادثه و برای بررسی علت ایجاد ترک و بازسازی آن، طی چند روز گذشته قرارداد جا به جایی ساکنان پنج واحد و نقل مکان آنها به ساختمان جدید انجام شد و برای انتقال ساکنان یک واحد نیز رایزنی ها در جریان است.
وی گفت: گروه ژئوتکنیک اعزامی از مرکز استان بررسیهای لازم را روی سازه و نوع نشست زمین انجام و راهکارهای لازم را ارائه خواهد داد اما تا انجام کار کارشناسی هیچ گونه اقدامی انجام نخواهد شد.
فتحی افزود: زمان برطرف شدن این مشکل در واحدهای تحت بررسی مشخص نیست اما تا زمان حل کامل مشکل، اجاره بهای ساکنان ساختمان ترک خورده توسط اداره راه و شهرسازی پرداخت می شود.

فرماندار قوچان هم در این باره گفت: گزارشهای اولیه کارشناسی حاکی از آن است که با توجه به ترکهای ایجاد شده در قسمتهایی از ساختمان یکی از بلوکهای مسکن مهر این شهرستان، محاسبات ساختمان سازی و ملاحظات خاک شناسی در پروژه مسکن مهر در نظر گرفته نشده و احتمال نشست ساختمان بر اساس تنش های وارد شده به خاک وجود دارد.
علیرضا قامتی افزود: در پروژه مسکن مهر این شهرستان مکان یابی مناسب صورت نگرفته و این پروژه علاوه بر آن که از نظر موقعیت زمین شناسی در مکان مناسبی قرار ندارد به علت قرار داشتن در مسیر سیل همواره در معرض خطر است.
وی اظهار کرد: به رغم وجود این مشکلات می توان با محاسبات فنی مشکل را حل کرد و مسیر سیلاب را تغییر داد و زمین را مقاوم نمود که در این زمینه از مجموعه راه و شهرسازی به عنوان مسئول مستقیم در پروژه مسکن مهر خواسته شده مطالعات فنی را در دستور کار قرار دهد.
وی گفت: اداره راه و شهرسازی با پیمانکار مکاتباتی در زمینه جنس خاک رسی و انجام تمهیدات لازم برای رفتار خاک انجام داد و به پیمانکار پیشنهاد حفر چهار حلقه چاه داد که بر اساس گزارش اولیه به جای چهار حلقه چاه برای جذب رطوبت و آب از زیر پی های ساختمان، فقط 2 حلقه چاه حفر شده است.
قامتی افزود: نظریه اولیه اداره راه و شهرسازی در این زمینه در حال بررسی توسط تیم کارشناسی است و هم اکنون مسئولان، منتظر اعلام نتایج آزمایشهای ژئوتکنیک، محاسباتی و مقاومت خاک هستند تا برای تصمیم گیری نهایی به مراجع ذیربط ارجاع دهند.
تایید نقشه مسکن مهر وظیفه نظام مهندسی قوچان نبود
رئیس نظام مهندسی قوچان نیز با بیان اینکه طراحی نقشه های مسکن مهر توسط مسئولان سابق اداره راه و شهرسازی و یک شرکت مشخص انجام شده است گفت: وظیفه نظام مهندسی ساختمان، تأیید نقشه نیست و مهندسان ناظر تنها وظیفه دارند بر اجرای طرح بر اساس نقشه نظارت کنند.
محسن محمدتقی زاده افزود: طبق بررسیهای انجام شده نقشه ابلاغی از سوی اداره راه و شهرسازی با اجرای آن متناسب است اما محاسبات از طریق سازمان نظام مهندسی انجام نشده بلکه به شکل مستقل صورت گرفته است.
پروژه مسکن مهر شهرستان قوچان شامل هزار و 640 واحد می باشد که بیش از 300 واحد آن واگذار شده است.
