یادآوری حقوق ملت بود
نماینده تربتجام، تایباد و باخرز در مجلس شورای اسلامی گفت: معتقدم ضرورتی برای طرح موضوع همهپرسی در شرایط فعلی وجود ندارد البته اشاره رئیسجمهور به این موضوع یادآوری حقوق ملت است.
جلیل رحیمی جهانآبادی با اشاره به موضوع اصل 59 قانون اساسی و موضوع مطرح شده توسط رئیسجمهور مبنی بر برگزاری همهپرسی در موارد مورد اختلاف افزود: اینکه به اصلی از قانون اساسی و ظرفیتهای آن و به بخشی از حقوق ملت مبنی بر اینکه میتوانند پیرامون مسائل اساسی نظام از طریق همهپرسی تصمیمگیری کند، اشاره کنیم به صورت کلی ایرادی ندارد، اما به نظر من در این شرایط ضرورت طرح این موضوع زیاد احساس نمیشود.
وی اضافه کرد: ظرفیتهای درون نظام دینی وجمهوری جامعهای که در آن زندگی میکنیم، تعریف شده است. یکی از اصلیترین ظرفیتهای تعریف شده در این نظام این است که ما هرگونه اختلافنظری با هم داریم به انتخابات منتهی شود. در واقع فصلالخطاب رای مردم و انتخابات باشد، وقتی مردم رای و نظر میدهند و دیدگاههی را قبول میکنند این را بپذیریم و کارشکنی و سنگاندازی نکنیم. فکر میکنم بخشی از خطاب رئیسجمهور این است که این موضوع را به خیلی از افراد یادآوری کند.
تصریح کرد: هم علیه رئیسجمهور، هم نسبت به دولت ایشان و همچنین نمایندگانی که تفکر اصلاحطلب دارند، سنگ اندازیهایی وجود دارد و ما نمیتوانیم این موضوع را پنهان کنیم. یا میپذیریم که نهادهای انتخاباتی در این کشور حقی دارند یا میپذیریم که در قانون اساسی ملت حقوقی دارند یا اینکه از کل ریشه این موضوع را قبول نداریم. ما باید این تکلیف را در جامعه مشخص کنیم. اگر قبول داریم که نهادهای انتخاباتی و حق انتخاب مردم دارای ارزش و جایگاه است باید به اینها اشاره شود و باید این را بپذیریم.
این عضو هیئت رئیسه کمیسیون حقوقی و قضایی مجلس ادامه داد: ولی اگر واقعا حق انتخاب مردم را باور نداریم و اگر به ظرفیت جمهوریت نظام باور نداریم و براین باور نداریم وقتی مردم رای میدهند و دیدگاهی را تایید میکنند و آن دیدگاه حق دارد امور کشور را اداره کند، پس دلیل برگزاری انتخابات و دلیل انتخاب رئیسجمهور چیست؟ من فکر میکنم این موضوع هشدار رئیسجمهور به افرادی است که اصل جمهوریت نظام و رای و جایگاه اظهارنظر مردم را خدشهدار میکنند است و همچنین یادآوری به ما است. ما یعنی همه کسانی که فعال سیاسی هستیم و همه کسانی که مسئولیت داریم بدانیم که جایگاه ما متکی به رای مردم است و قانون این حق را داده که مردم در همه امور اظهار نظر کنند، چه در سیاست خارجی ، سیاست آییننامه داخلی حتی اگر در امور اساسی مملکت اختلاف نظر داریم از مردم باید نظر بخواهیم. چون اگر مردم نظری بدهند و به آن عمل نشود، هر نتیجهای داشته باشد، مردم تسلیم آن نتیجه هستند چون خودشان انتخاب کردند.
وی گفت: ولی اگر رای و دیدگاه مردم را نپذیریم و اگر به رئیسجمهوری رای میدهند، نمایندهای انتخاب میکنند و خلاف آن دیدگاه افرادی خود را نماد اندیشه مردم، نماد حرف مردم و نماد زبان مردم معرفی کند، بدیهی است جامعه به بنبست سیاسی میرسد و دچار چالش میشود. دلسردی به وجود میآید و دوری مردم از نظام اتفاق میافتد. ناامیدی مردم نسبت به نتیجه آرا و ناامیدی نسبت به تاثیری که انتخابات میتواند بر سرنوشت کشور داشته باشد به نفع هیچ کس نیست.
این نماینده مجلس در پایان تاکید کرد: این اشارهای که آقای رئیسجمهور داشته در واقع یادآوری حقوق ملت است. یکی از وظایف رئیسجمهور ضمن پاسداری از قانون اساسی دفاع از حقوق ملت است.
